On the morning of July 30, the 1st Congress of Ham Kiem Commune Party Committee, term 2025 - 2030 was solemnly held. Comrade Dang Hong Sy, Deputy Secretary of Lam Dong Provincial Party Committee attended and directed the Congress.

The congress was honored to welcome Vietnamese Heroic Mother Ho Thi Tu; Comrade Le Huy Toan, Provincial Party Committee member, Editor-in-Chief of Lam Dong Newspaper and Radio and Television; representatives of provincial departments and branches, and 160 delegates representing 583 party members from 28 party cells in the entire commune Party Committee. The congress had the theme "Solidarity - Discipline - Responsibility - Innovation - Development".

In his opening speech, comrade Ngo Minh Hoa, Secretary of the Ham Kiem Commune Party Committee, said: The 1st Congress of Ham Kiem Commune Party Committee for the 2025-2030 term is a political event of special importance. It is the first Congress after the establishment of Ham Kiem Commune and the official transition to a 2-level local government organization model.

Comrade Ngo Minh Hoa, Secretary of Ham Kiem Commune Party Committee, delivered the opening speech of the Congress.

Ham Kiem commune was merged from Ham Cuong, Muong Man and Ham Kiem communes, with a natural area of 162.09 ^km2 with 11 villages and a population of 31,445 people.

Comrade Nguyen Minh Thi, Deputy Secretary, Chairman of Ham Kiem Commune People's Committee reported on the draft review.

During the past term, the local Party Committee, government and people have strived to achieve and exceed many important socio -economic development targets. The average annual food output reached 28,663 tons, equal to 97.1% of the plan; the State budget revenue far exceeded the set target, reaching 255.78%. Education and health care have firmly maintained national standards on universal education, illiteracy eradication and met the standards of the National Health Criteria. The commune has maintained and improved standards according to the National Criteria for building new rural areas, advanced new rural areas and model new rural areas. The poverty rate has decreased to 1.42%. Jobs have been created for 3,211 workers per year, reaching 156.25% of the plan. Land management has been strengthened, with timely registration and issuance of land use right certificates with an area of 784.77 hectares in 5 years, exceeding the annual target. The work of land acquisition, compensation and resettlement for key projects is carried out in accordance with regulations, ensuring the rights of the people. In addition, national defense, security and order are maintained.

The Congress set out the main targets for the 2025-2030 term: Total food output reaches 13,224 tons; the average annual growth rate of total state budget revenue in the area is 7%/year; per capita income increases from 1.6 - 1.8 times compared to 2025. The commune maintains national standards on universal education and illiteracy eradication, 100% of schools meet national standards; maintains the standards of the National Criteria for Health. The commune strives to achieve advanced new rural standards by 2030. The rate of trained workers reaches over 80%; multidimensional poverty is reduced to less than 1%; jobs are created for 2,500 workers/5 years...

Speaking at the Congress, Comrade Dang Hong Sy, Deputy Secretary of the Provincial Party Committee, emphasized the key tasks of the Commune Party Committee in the coming term. These are to continue to build and consolidate the great solidarity bloc within the entire Party Committee; issue specific regulations and rules on working methods, clearly assign tasks, ensure publicity and transparency in resource allocation and reward work; organize and perfect the apparatus, thereby improving leadership capacity; take advantage of the existing advantages of the commune to achieve a double-digit economic growth rate in the 2025 - 2030 term.

Comrade Dang Hong Sy, Deputy Secretary of the Provincial Party Committee, suggested that Ham Kiem has a large area, especially owning Ham Kiem Industrial Park I and II, which is a favorable condition to attract investment. The locality needs to coordinate with provincial agencies to call for investors and businesses to implement many projects in this area. Encourage the attraction of agricultural processing and consumption facilities to open up a sustainable direction for local agricultural products. Thereby contributing to increasing people's income and promoting economic development. Next, promote digital transformation in a comprehensive and synchronous manner; ensure solid national defense and security, maintain political stability and social order and safety.
