In that context, the work of propagating and thoroughly understanding the Party's policies and resolutions also needs to change its thinking: from the traditional one-way form to multi-dimensional, interactive and deeply digitalized. BIDV Party Committee - as the direct superior Party organization of the country's key commercial banking system - has proactively taken the lead in implementing this requirement. BIDV Party Committee has pioneered the formation of digital party thinking internally, not only thoroughly understanding Resolution 57 but also piloting many digital propaganda models in Party cells and grassroots Party organizations.
Request to change thinking in party work according to Resolution No. 57
With its leading role, BIDV has drastically implemented many policies to realize Resolution 22/NQ-BIDV (January 11, 2021) approving the Business Development Strategy to 2025, with a vision to 2030. BIDV Party Committee also quickly introduced Resolution No. 57 and the action program as the foundation to thoroughly grasp and change the thinking of the entire Party Committee towards comprehensive digital transformation of the entire system. At the beginning of 2025, BIDV Party Committee issued the Project "Digital transformation of Party work, building a digital Party organization for the period 2025-2028" (Resolution 09-NQ/DU dated July 20, 2025), encouraging the connection of technology to all stages: from operation, management to Party activities. Thus, BIDV is not only transforming customer service but is also building a "Digital Party" in which propaganda work is one of the most important tasks, demonstrating the determination of the bank's Party Committee in the digital age.
This journey is guided by a long-term vision. BIDV has invested systematically in technology infrastructure and human resources: building a modern data center, attracting high-tech experts, and training a team of digital masters. As a result, the bank is increasingly autonomous in technology and innovation capacity. Witnessing the results, the State press commented: "BIDV participates in displaying and introducing new digital products, affirming the pioneering role and increasingly solid technological autonomy of the bank". More importantly, BIDV's leadership clearly demonstrates political determination: adhering to the Party's guidelines on science and technology, bringing the Central Government's "major policy" into practice and applying it to the grassroots.

According to Resolution 57, digital transformation is a profound and comprehensive revolution in all fields, requiring the entire political system to take active action. The goal is that digital transformation must be associated with innovation, digital infrastructure, big data, etc. to enhance socio- economic development. From there, the thinking in party work also needs to be fundamentally renewed: changing from passive transmission forms (seminars, conferences, printed news articles, internal newsletters, etc.) to interactive, multimedia digitalization. Resolution 57 emphasizes that Party committees and grassroots Party organizations of the entire BIDV Party Committee, and especially Party committees at all levels, must fully recognize the importance of digital transformation; heads of Party committees at all levels must directly direct and consider this a key task. At the same time, the Resolution requires "an effective propaganda and education program to raise awareness of the role of changing thinking towards implementing digital transformation".
On that basis, instead of "one-way - one-channel" thinking, party workers are forced to move towards digital - multi-channel thinking, in addition to forms of direction and propaganda through documents, considering online media and new technologies such as social networks, video conferences, video clips, infographics, etc. as the main channels to reach a large number of cadres, party members and workers throughout the Party. In addition, innovation also includes changing the approach: from general, repetitive content to concise, vivid information suitable for the audience, encouraging interaction, questions and answers, and feedback. In other words, Resolution 57 has created a requirement for units such as BIDV Party Committee to "renew thinking" thoroughly in party work - from political awareness to practical implementation methods.
Current propaganda situation at BIDV and the process of building a "Digital Party"
Previously, the Party work of BIDV Party Committee was mainly based on traditional channels: regular conferences, internal newsletters, internal information portals on old platforms, posters hung at headquarters. Propaganda content mostly focused on repeating old policies and directives of the Central Committee, with little updating and innovation. As a result, information to cadres and party members was often passive, with little interaction; the ability to attract young people and young cadres was limited. When digital transformation was strongly promoted, banking policies were also strongly digitized, traditional propaganda revealed weaknesses: slow, less attractive, difficult to spread throughout the system to hundreds of branches and tens of thousands of cadres and party members.
To realize the goal of building a "Digital Party", BIDV Party Committee needs to clearly identify key tasks and deploy basic foundations and breakthrough solutions. First of all, it is necessary to focus on applying digital technology to Party building and rectification work. It is necessary to build a system for managing Party members, Party activities and activities of Party committees and Party cells on a digital platform, aiming to not use physical documents and books in these activities. Propaganda activities, studying resolutions, training and fostering political theory also need to be prioritized and organized through digital platforms.
At the same time, investing in and developing digital infrastructure and digital platforms for the Party Committee is a fundamental task. It is necessary to build specialized software and applications to manage and monitor activities, and at the same time establish a centralized, secure electronic data warehouse along with stable and secure online communication and meeting platforms. For these tools to be effective, it is necessary to promote digital capacity building for cadres and party members. It is necessary to regularly organize training courses on digital skills, information security, data security, and at the same time encourage creativity and innovation in technology-based operations.
The biggest challenge is in terms of resources and digital culture. BIDV Party Committee has invested extensively in IT infrastructure and technology human resources, but the staff and the majority of Party members need to improve their digital skills. Digital culture in the Party is still new in some Party cells, especially in remote and border areas. In addition, innovating the content of propaganda to thoroughly grasp the Central Committee's directives and resolutions is not simple: it is necessary to select appropriate information, convey it concisely and attractively while still ensuring authenticity. Measuring the effectiveness of digital propaganda is also a turning point: it is necessary to have an interactive scoring system, monitor the level of spread and impact. In that situation, BIDV Party Committee must overcome all three factors: technology, people and organizational methods to build a digital culture, creating conditions for quality information to reach all cadres, Party members and employees throughout the bank.
The proactive role of BIDV Party Committee in initiating new thinking
Realizing the urgent need, BIDV Party Committee has taken the lead in implementing Resolution 57 into the Party Committee's specialized resolutions, specifying the digital transformation goals in the Party's work plans for the year. The Party Committee Standing Committee promptly issued leadership documents, issued the Resolution on Digital Transformation of Party Work, Building a Digital Party Organization for the period 2025-2028" (Resolution 09-NQ/DU dated July 20, 2025); Resolution No. 14-NQ/DU dated August 18, 2025 on strengthening digital transformation in inspection, supervision, and prevention of internal negativity at BIDV Party Committee for the period 2025-2030 to specify the implementation of Resolution No. 57 for the entire Party Committee. In which, the Propaganda Department coordinated with the Technology Departments and the Digital Banking Center to develop content, compile training materials and digital propaganda projects. Members of the Party Committee Standing Committee periodically attended and directed many thematic meetings at the Party Committees in charge, proactively guiding and instructing cadres to update new technologies.
BIDV Party Committee identified digital transformation as one of the three key strategic pillars for the 2022-2025 period and vision to 2030, so it has integrated digital content into the Party Resolution for the new term. From the general policy, the Party Committee requested each branch/party committee and unit to develop its own propaganda plan; at the same time, it encouraged the dissemination of this topic throughout the system. As a result, many initiatives were born: building an internal communication group using new technology, integrating interactive data via the internal network, and applying online meetings to thoroughly implement the resolution. According to the assessment, it is the determination and initiative of BIDV Party Committee that has created a "push" to spread new thinking throughout the system, preparing the ideological infrastructure for deeper transformation steps ahead. Key officials of the Party Committee also regularly cite BIDV's digitalization results (such as breakthrough technology solutions) to encourage the spirit of innovation for subordinates.
Innovative and digital thinking is an important first step for BIDV Party Committee to embark on a comprehensive digital transformation phase. Breakthrough orientations and actions in thinking have created a solid foundation for building digital propaganda products and platforms throughout the system. In the next phase, BIDV Party Committee will delve deeper into the implementation, create specific digital propaganda tools and test the effectiveness of each step.
