Part 1: BIDV Party Committee pioneers in innovative thinking about digital technology

The Fourth Industrial Revolution and the global digital transformation trend require the entire political system to drastically change its leadership, management and propaganda methods. In Vietnam, Resolution 57-NQ/TW (December 22, 2024) of the Politburo identifies the development of science, technology, innovation and digital transformation as “the most important breakthrough and main driving force” to bring the country to breakthrough development.

In this context, the dissemination and implementation of the Party's policies and resolutions also need a change in mindset: from a traditional one-way approach to a multi-way, interactive, and deeply digitized approach. The BIDV Party Committee – as the direct superior Party organization of the country's leading commercial banking system – has proactively taken the lead in fulfilling this requirement. The BIDV Party Committee has pioneered the formation of a digital Party committee mindset within its organization, not only disseminating Resolution 57 but also piloting many digital communication models at the branch and grassroots Party organizations.

The need for a change in mindset in Party work, as stipulated in Resolution No. 57.

As a leading institution, BIDV has aggressively implemented numerous policies to realize Resolution 22/NQ-BIDV (January 11, 2021) approving the Business Development Strategy to 2025, with a vision to 2030. The BIDV Party Committee also quickly adopted Resolution 57 and its action program as the foundation for instilling and changing the mindset of the entire Party organization towards comprehensive digital transformation across the entire system. At the beginning of 2025, the BIDV Party Committee issued the Project “Digital Transformation of Party Work, Building a Digital Party Committee in the period 2025–2028” (Resolution 09-NQ/ĐU dated July 20, 2025), encouraging the integration of technology into all aspects: from operations and management to Party activities. Thus, BIDV is not only transforming its customer services but is also building a "Digital Party Committee," in which communication is one of the most important tasks, demonstrating the determination of the bank's Party Committee in the digital era.

This journey is guided by a long-term vision. BIDV has invested systematically in technological infrastructure and human resources: building a modern data center, attracting high-tech experts, and training a team to master digital technology. As a result, the bank is increasingly self-reliant in technology and innovation. Witnessing these achievements, the state-run press assessed: "BIDV's participation in the exhibition and introduction of new digital products affirms the bank's pioneering role and increasingly solid technological self-reliance." More importantly, BIDV's leadership clearly demonstrates political determination: adhering to and anticipating the Party's guidelines on science and technology, and putting the Central Committee's "major policies" into practical application at the grassroots level.

According to Resolution 57, digital transformation is a profound and comprehensive revolution across all sectors, requiring active action from the entire political system. The goal is to link digital transformation with innovation, digital infrastructure, big data, etc., to elevate socio-economic development. Consequently, the mindset in Party work also needs a fundamental renewal: shifting from passive forms of communication (seminars, conferences, printed news articles, internal newsletters, etc.) to interactive, multimedia digitalization. Resolution 57 emphasizes that Party committees and grassroots Party organizations throughout the BIDV Party Committee, and especially Party committees at all levels, must fully understand the importance of digital transformation; the heads of Party committees at all levels must directly lead and consider this a central task. Simultaneously, the Resolution requires “an effective propaganda and education program to raise awareness of the role of changing mindsets towards implementing digital transformation.”

Based on this, instead of a "one-way, one-channel" mindset, Party officials must move towards a digital, multi-channel approach. Beyond written directives and propaganda, they must consider online platforms and new technologies such as social media, video conferencing, video clips, and infographics as the primary channels to reach a large number of cadres, Party members, and workers throughout the Party organization. Furthermore, innovation also includes a change in approach: from general, repetitive content to concise, lively information tailored to the target audience, encouraging interaction, questions, and feedback. In other words, Resolution 57 has created a requirement for units like the BIDV Party Committee to thoroughly "renew their thinking" in Party work – from political awareness to practical implementation methods.

The current state of communication at BIDV and the process of building a "Digital Party Committee"

Previously, the Party work of the BIDV Party Committee mainly relied on traditional channels: regular meetings, internal newsletters, internal portals on outdated platforms, and posters displayed at headquarters. The content of the propaganda largely focused on repeating old policies and directives from the Central Committee, with little updating or innovation. As a result, information reached cadres and Party members was often passive and lacked interaction; the ability to attract young people and young cadres was limited. With the strong promotion of digital transformation and the significant digitization of banking policies, traditional forms of propaganda revealed their weaknesses: slow, less engaging, and difficult to disseminate throughout the system to hundreds of branches and tens of thousands of cadres and Party members.

To realize the goal of building a "Digital Party Committee," the BIDV Party Committee needs to clearly define its key tasks and implement fundamental platforms and breakthrough solutions. First and foremost, it is necessary to focus on applying digital technology to Party building and rectification. A digital system for managing Party members, Party activities, and the operations of Party committees and branches must be established, aiming to eliminate the use of physical paper and records in these activities. Activities such as disseminating information, studying resolutions, and providing political theory training and education should also be prioritized and organized through digital platforms.

Simultaneously, investing in and developing digital infrastructure and platforms for the Party organization is a fundamental task. It is necessary to build specialized software and applications to manage and monitor activities, while establishing a centralized, secure electronic data repository and stable, secure online communication and meeting platforms. To ensure the effectiveness of these tools, it is crucial to enhance the digital capabilities of cadres and Party members. Regular training courses on digital skills, information security, and data protection should be organized, while encouraging creativity and innovation in technology-based operational methods.

The biggest challenge lies in resources and digital culture. The BIDV Party Committee has invested systematically in IT infrastructure and technology human resources, but personnel and the vast majority of Party members need to improve their digital skills. Digital culture within the Party is still new in some branches, especially in remote and border areas. Furthermore, innovating the content of disseminating and implementing Central Committee directives and resolutions is not simple: it requires selecting appropriate information, conveying it concisely and attractively while still ensuring its authenticity. Measuring the effectiveness of digital communication is also a turning point: a system for scoring interaction is needed to monitor the level of dissemination and impact. In this situation, the BIDV Party Committee must overcome all three factors: technology, people, and organizational methods to build a digital culture and create conditions for quality information to reach all cadres, Party members, and employees throughout the bank.

The proactive role of the BIDV Party Committee in initiating new thinking.

Recognizing the urgent need, the BIDV Party Committee has taken the lead in incorporating Resolution 57 into the Party Committee's thematic resolutions, concretizing the digital transformation goals in the Party's work plans for the year. The Standing Committee of the Party Committee promptly issued leadership documents, including the Resolution on "Digital Transformation of Party Work and Building a Digital Party Committee for the period 2025–2028" (Resolution 09-NQ/DU dated July 20, 2025); and Resolution No. 14-NQ/DU dated August 18, 2025, on strengthening digital transformation in inspection, supervision, and prevention of internal corruption within the BIDV Party Committee for the period 2025–2030, in order to concretize the implementation of Resolution No. 57 throughout the entire Party Committee. The Propaganda Department, in coordination with the Technology Departments and the Digital Banking Center, developed content, compiled training materials, and developed a digitalization communication plan. Members of the Standing Committee of the Party Committee regularly attended and directed numerous thematic meetings at the branches/party committees under their responsibility, proactively guiding staff to update their knowledge of new technologies.

The BIDV Party Committee has identified digital transformation as one of the three key strategic pillars for the 2022-2025 period and the 2030 vision, thus integrating digitalization into the Party Committee's Resolution for the new term. Based on this general principle, the Party Committee requested each branch/party committee and unit to develop its own communication plan; and encouraged the dissemination of this topic throughout the entire system. As a result, many initiatives have emerged: building internal communication groups using new technologies, integrating interactive data via the internal network, and applying online meetings to disseminate the resolution. According to assessments, the determination and proactiveness of the BIDV Party Committee have created a "boost" in spreading new thinking throughout the system, preparing the ideological infrastructure for deeper transformations ahead. Key officials of the Party Committee also frequently cite BIDV's digitalization achievements (as breakthrough technological solutions) to encourage innovation among their subordinates.

Innovative thinking and digitalization are crucial starting points for the BIDV Party Committee's comprehensive digital transformation. Breakthrough orientations and actions in thinking have laid a solid foundation for building digital communication products and platforms throughout the system. In the next phase, the BIDV Party Committee will delve deeper into practical implementation, creating specific digital communication tools and testing the effectiveness of each step. Part 2 of this article will detail how the BIDV Party Committee has transformed its overall strategy into digital communication products, along with initial results and lessons learned. With a determination to continuously lead the way, the BIDV Party Committee continues to convey the message of innovation and transformation to all Party branches, members, and employees throughout the system, contributing to the strong dissemination of modern, trend-aligned thinking.
