Part 2: From changing thinking to action: When digital transformation is not just a slogan

When the digital technology mindset is renewed, the next step is for BIDV Party Committee to concretize the strategy into products and build digital communication channels. From the beginning, BIDV Party Committee did not wait but proactively deployed technological solutions to illustrate the proposed mindset. Based on the content thoroughly grasped in Part 1, BIDV Party Committee had a detailed plan: from issuing guidance documents, organizing online conferences to building modern communication channels. In this article, we will introduce how BIDV Party Committee has put the strategy of digital transformation of Party work into practice - including digital products, achieved results and lessons learned.

Digital transformation strategy of BIDV Party Committee

Immediately after receiving Resolution 57 and the directions from the Central Committee, BIDV Party Committee issued specific resolutions on party work and leadership on digital transformation, as well as innovative forms of propaganda work in the new term. This plan clearly stipulates the tasks: training a team of propagandists, equipping IT infrastructure for propaganda, building data and digital content on Resolution 57. Accordingly, the head of the Party Committee directly assigned the Propaganda Department to preside over and coordinate with units in the technology and digital transformation sector, the IT Center, and departments to build information portals and electronic communication document plans; issue regulations on organizing thematic activities through digital channels; and issue regulations to encourage the dissemination of information through internal networks and social networks.

BIDV Party Committee always considers digital transformation as a top priority, and integrates it into Party Congress documents; BIDV's Board of Directors and the Propaganda Department have repeatedly affirmed to staff that digital transformation is not only a technical improvement but also aims to better serve employees. This is consistent with BIDV's overall strategy, which has identified digital transformation as one of the three main pillars for the 2022-2025 period and vision to 2030. Thanks to that, the general direction is clearly conveyed to each Party cell: leaders of lower-level Party Committees are directly responsible for direction, Party Committees of lower-level Party organizations are the focal point for comprehensive implementation; specialized IT and communication agencies are mobilized to provide technical support. With consistent leadership, BIDV's digital propaganda strategy has become the strategy of the entire system, with a specific roadmap for each quarter and each year.

Building "Digital Party Members" - The most important factor is people

The core of digital transformation is not technology, but people. No matter how modern the system is, how advanced the platform is, if there is no human element to master and operate it, all applications will become formal. Therefore, to successfully build a "Digital Party" model, the prerequisite is to form a team of "Digital Party members" - people who are both proficient in technology and pioneers in innovating working methods, making digital transformation a habit and culture in Party work.

A “Digital Party Member” is not only someone who knows how to use technology, but also proactively applies technology to daily work – from word processing, organizing online meetings to participating in internal exchange platforms and online political learning. They need to have full awareness of information security, comply with regulations on digital security, and know how to protect organizational and personal data from risks in the network environment. More importantly, a “Digital Party Member” must demonstrate a core role in each Party cell and Party organization: someone who spreads the spirit of innovation, someone who self-learns and encourages others to learn together; someone who tries new things, and gradually inspires the collective to break out of old ruts. From specific tasks – such as using the Digital Party application, looking up documents on digital platforms, participating in virtual conferences – each Party member will contribute to bringing Party work closer to the digital age.

In other words, the success of digital transformation in the Party is not only measured by the number of technology platforms deployed, but also by the quantity and quality of "Digital Party members" that are being formed every day in each grassroots party organization.

Specific products and digital channels for propaganda of the entire Party

Based on the established strategy, from strategy to people, BIDV Party Committee has launched many typical technology products. Specifically, the Landing page for the propaganda of Resolution 57 and important directives on the Party Committee's information portal; B.One internal management system... Specific products supporting cadres and party members in implementing resolution documents are digitized with intuitive graphics, accompanied by short videos summarizing the content and online comment and Q&A functions with reporters. At the same time, BIDV Party Committee has deployed multimedia infrastructure: YouTube propaganda channel, Zalo group (or equivalent) for party members to share news, organize livestream sessions to report on thematic topics. Traditional propaganda content is digitized into infographics, video newsletters and short posts to spread through the internal network. For example, the message "Orientation of 3 strategic pillars of BIDV" which only appeared in long documents has been converted into an animated video, attracting thousands of internal views.

Investing in digital products has brought about clear results. The key point is that BIDV's existing connection technology - the bank that has just been honored as "Best Digital Transformation Bank in Vietnam" by Euromoney in 2024 - has been utilized for internal propaganda. For example, the new generation BIDV SmartBanking platform integrates AI/ML with a seamless experience (version X) along with a series of solutions such as Open API, BIDV's Payment Hub has demonstrated its ability to process big data; from there, BIDV's Party Committee can take advantage of this technical framework to directly apply technology internally. According to initial statistics, after the Landing page was launched, there were thousands of visits with hundreds of discussion comments in the first 2 weeks. Digitized and interactive information quickly spread to employees in dozens of branches; thereby, important policies quickly achieved high consensus. Furthermore, commercial achievements have affirmed BIDV's technological effectiveness: by August 2024, BIDV had nearly 170,000 corporate customers on digital channels, a 30% increase over the same period last year, with more than 6.4 million online transactions. This milestone shows that BIDV's digital infrastructure is capable of serving large-scale customers - a positive factor for the Party Committee to expand its application in propaganda. Although the above figures are for banks, they demonstrate the ability to manage content and interact in large numbers, paving the way for its application to Party members. In short, BIDV's Party Committee's digital propaganda products - from landing pages, video channels to internal applications - have created much higher interaction efficiency than traditional methods, contributing to effectively spreading the Party's policies to each cadre, Party member and employee.

B.One's entire internal management system

BIDV's major milestones in digital transformation in recent times are national-level technology products, demonstrating a deep determination to innovate. The most prominent is the B.One industry-wide internal management system - researched and developed entirely by BIDV.

The B.One Internal Management System is a product researched, designed and developed by BIDV itself, serving comprehensively the internal management and operation work, connecting more than 28,000 cadres and party members across the system. BIDV's self-mastery of the entire technological process, instead of purchasing an external solution, not only helps save hundreds of billions of dong in investment and operating costs each year - demonstrated by shortening work processing time, reducing printing, travel and document storage costs - but also affirms the technological capacity, intelligence and mettle of a pioneering Party Committee in digital transformation.

After more than a year of implementation, the B.One System has truly changed the way of management and operation in the entire BIDV system. With 06 main functional spaces - B.Work, B.Legal, B.Services, B.Media, B.Wiki and B.Me - the system allows processing, approval, communication, knowledge sharing and human resource management in a synchronous and continuous manner from the head office to each branch.

In particular, for the first time in the banking industry, Party and Trade Union work has been integrated and digitized comprehensively in a unified management platform. From document management, Party cell activities, monitoring Party members' work, to handling daily work, all are done online, contributing to the formation of the model of "digital Party members, digital Party cells, digital Party committees" - realizing the policy of digital transformation in Party work.

Replication and dissemination of the model – lessons learned

The initial success has created a premise for the BIDV Party Committee to replicate the digital propaganda model throughout the system. The Party Committee has drawn a number of important lessons: first, the technology factor is an indispensable foundation - the connection system and common software must be stable, secure and easy to use. Therefore, the Party Committee has coordinated with the BIDV IT Department to upgrade the network and server infrastructure, ensuring that the propaganda information page operates 24/7. Second, digital culture needs to be fostered synchronously: in parallel with the product launch, the BIDV Party Committee organizes training and guidance for the team of reporters and propaganda editors on how to compose online news, make short videos, and process interactive data. The Party Committee also coordinates with mass organizations to promote the content creation movement, encouraging cadres to share digital newsletters with colleagues.

The key factors for replication are: IT infrastructure, digital culture, professional team, investment budget and monitoring mechanism. BIDV Party Committee has requested each Party cell and each department to proactively arrange an IT officer in charge of connection, and at the same time allocate a small annual budget for digital propaganda. In addition, the Propaganda Department has proposed to include criteria for evaluating digital propaganda results in annual emulation and rewards to motivate officers to implement. Thanks to that, the new method quickly spread to Party cells in departments and member units. To continue promoting, BIDV Party Committee is aiming for the next stage: expanding digital products, integrating AI/Big Data in evaluation, allowing analysis of readers' psychology, automating content recommendations; deploying multimedia communication (gamification, virtual reality) for the finance - banking sector; and building an intelligent interactive measurement system (analytics) to evaluate propaganda impact. These plans help guide the long-term direction of digital propaganda, demonstrating the vision of continuous innovation of BIDV Party Committee.

From strategy to products, BIDV Party Committee has carried out digital transformation of propaganda in a synchronous and pioneering manner. It can be affirmed that by actively building new thinking and quickly deploying digital tools, BIDV Party Committee has not only successfully initiated the digital transformation process in propaganda but also set a shining example for the entire system. Initial results - from propaganda landing page to digital channels - are contributing to changing the way of interaction between the Party and the masses in the bank, helping Party information to be more accessible and spread faster to all Party members and workers. The model of BIDV Party Committee shows that digital propaganda work is not only the responsibility of the Propaganda Department, but requires the active participation of the entire system: from Party leaders to each Party cell and Party member. In the coming time, BIDV Party Committee calls on other Party committees at all levels to learn and replicate experiences, promote innovation trends, and continue to upgrade political propaganda work on digital platforms to contribute to realizing the aspiration of building a "Digital Vietnam" in the new era.

BIDV Party Committee has launched a dedicated website (landing page) to propagate Resolution 57, providing resolution documents, video clips, infographics and online discussion functions. At the same time, the Party Committee has developed interactive channels: online video channel (livestream), party member groups on digital platforms (chat app) and specialized media pages on the internal network. Landing pages and digital channels help party members easily access information, participate in direct Q&A with reporters, and record opinions and suggestions. Preliminary results show that the number of visits and interactions on these channels is many times higher than the traditional form, demonstrating the initial effectiveness of digital propaganda work at BIDV.

In general, BIDV Party Committee is continuing to write the story of digital transformation with the mettle of a pillar bank. Technology products not only improve business efficiency but also play the role of ideological "treasures", demonstrating the strategic vision and leadership of the Party in innovation. Thereby, continuing to affirm its position to promote a solid technology foundation and the creative spirit of "accompanying customers, the banking industry and the country on the journey of building a digital Vietnam". Thus, the success of digital transformation at BIDV Party Committee is not only a story of technology, but also a vivid demonstration of the Party's correct direction and the connection between digital innovation and the ideological and development orientation of the country.
