BIDV Party Committee's Digital Transformation Strategy
Immediately after adopting Resolution 57 and the Central Committee's guidelines, the BIDV Party Committee issued specific resolutions on Party work and leadership in digital transformation, as well as innovative approaches to propaganda work in the new term. This plan clearly outlines the tasks: training a team of propagandists, equipping IT infrastructure platforms to support propaganda, and building digital data and content on Resolution 57. Accordingly, the head of the Party Committee directly assigned the Propaganda Department to lead the coordination with units in the technology and digital transformation sector, the IT Center, and departments to build an information portal and a plan for electronic communication materials; issued regulations on organizing thematic activities through digital channels; and issued regulations encouraging the dissemination of information through the internal network and social media.
The BIDV Party Committee has always considered digital transformation a top priority, integrating it into the Party Congress documents. The BIDV leadership and the Propaganda Department have also repeatedly affirmed to staff that digital transformation is not just about technical improvements but about better serving employees. This aligns with BIDV's overall strategy, which has identified digital transformation as one of the three main pillars for the 2022-2025 period and the 2030 vision. As a result, the general direction is clearly communicated to each Party branch: lower-level Party committee leaders are directly responsible for guidance; Party committees at lower levels are the focal point for comprehensive implementation; and specialized IT and communication departments are mobilized to provide technical support. With consistent leadership, BIDV's digital propaganda strategy has become a system-wide strategy with a specific roadmap for each quarter and year.
Building a "Digital Party Membership" - The most important factor is people.
The core of digital transformation lies not in technology, but in people. No matter how modern the system or how advanced the platform, if it lacks the human element to master and operate it, all applications will become merely 형식적인 (formalistic). Therefore, to successfully create a "Digital Party Committee" model, the prerequisite is to form a team of "Digital Party Members" – individuals who are both technologically proficient and pioneers in innovating working methods, making digital transformation a habit and a culture in Party work.
A "Digital Party Member" is not just someone who knows how to use technology, but also someone who proactively applies technology to their daily work – from processing documents and organizing online meetings to participating in internal communication platforms and online political learning. They need to have a full understanding of information security, comply with digital safety regulations, and know how to protect organizational and personal data from risks in the online environment. More importantly, "Digital Party Members" must play a pivotal role in each Party branch and committee: spreading the spirit of innovation, being a self-learner and encouraging others to learn; experimenting with new things, and gradually inspiring the collective to break free from old habits. Through specific actions – such as using the Digital Party Committee application, searching for documents on digital platforms, and participating in virtual conferences – each Party member will contribute to bringing Party work closer to the digital age.
In other words, the success of digital transformation within the Party is measured not only by the number of technology platforms deployed, but also by the quantity and quality of "digital Party members" that are being formed daily in each grassroots Party organization.
Specific products and digital channels for propaganda across the entire Party organization.
Based on its established strategy, from strategy to human resources, the BIDV Party Committee has launched many outstanding technological products. Specifically, these include a dedicated landing page for disseminating Resolution 57 and other important directives on the Party Committee's information portal; and the B.One internal management system. Specific products supporting cadres and Party members in implementing resolution documents are digitized with visual graphics, accompanied by short videos summarizing the content, and include online Q&A and comment functions with presenters. Simultaneously, the BIDV Party Committee has deployed multimedia infrastructure: a YouTube channel for propaganda, and Zalo groups (or equivalent) for Party members to share news and organize livestreamed thematic presentations. Traditional propaganda content is digitized into infographics, video news bulletins, and short posts to spread through the internal network. For example, the message "BIDV's 3 Strategic Pillars Orientation," which previously only appeared in lengthy documents, has been transformed into an animated video, attracting thousands of internal views.
Investing in digital products has yielded clear results. The key is that BIDV's existing connectivity technology – the bank recently honored as "Best Digital Transformation Bank in Vietnam" by Euromoney in 2024 – has been leveraged for internal communication. For example, the new generation BIDV SmartBanking platform, integrating AI/ML with a seamless experience (version X), along with a range of solutions such as Open API and Payment Hub, has demonstrated its ability to handle big data; thus, the BIDV Party Committee can utilize this technical framework to directly apply technology internally. Initial statistics show that after the landing page was launched, there were thousands of visits and hundreds of comments and discussions in the first two weeks. Digitized and interactive information spread rapidly to employees in dozens of branches; consequently, important policies quickly achieved high levels of consensus. Furthermore, the commercial achievements have affirmed BIDV's technological effectiveness: by August 2024, BIDV had nearly 170,000 corporate customers on digital channels, a 30% increase compared to the same period last year, with over 6.4 million online transactions conducted. This milestone shows that BIDV's digital infrastructure is capable of serving large-scale operations – a positive factor for the Party Committee to expand its application in propaganda. Although the above figures are for the bank, they demonstrate the ability to manage content and interact with large numbers of people, paving the way for application to Party members. In short, the BIDV Party Committee's digital propaganda products – from landing pages and video channels to internal applications – have created significantly higher interaction effectiveness than traditional methods, contributing to the effective dissemination of Party policies to every cadre, Party member, and employee.
B.One's nationwide internal management system
A major milestone in BIDV's digital transformation in recent times has been the development of nationally significant technology products, demonstrating a profound commitment to innovation. Most notably is the B.One industry-wide internal management system – entirely researched and developed by BIDV itself.
The B.One Internal Management System is a product researched, designed, and developed by BIDV itself, comprehensively serving internal management and operations, connecting more than 28,000 officials and Party members across the entire system. BIDV's self-mastery of the entire technology process, instead of purchasing external solutions, not only saves hundreds of billions of dong in investment and operating costs each year – demonstrated by shortened processing times, reduced printing, travel, and document storage costs – but also affirms the technological capabilities, intelligence, and leadership of a Party Committee pioneering digital transformation.
After more than a year of implementation, the B.One system has truly transformed the way management and operations are conducted throughout the BIDV system. With 6 main functional spaces – B.Work, B.Legal, B.Services, B.Media, B.Wiki, and B.Me – the system enables synchronized and seamless processing, approval, communication, knowledge sharing, and human resource management from the head office to each branch.
Notably, for the first time in the banking industry, Party and Trade Union activities have been comprehensively integrated and digitized within a unified management platform. From document management and branch meetings to monitoring Party members' work and handling daily tasks, everything is done online, contributing to the formation of a "digital Party member, digital branch, digital Party committee" model – realizing the policy of digital transformation in Party work.

Scaling up and disseminating the model – lessons learned
The initial success laid the groundwork for the BIDV Party Committee to replicate the digital propaganda model throughout the entire system. The Party Committee drew several important lessons: firstly, technology is an indispensable foundation – the connection system and common software must be stable, secure, and easy to use. Therefore, the Party Committee coordinated with the BIDV IT Department to upgrade the network infrastructure and servers, ensuring the propaganda information website operates 24/7. Secondly, a digital culture needs to be cultivated comprehensively: alongside the product launch, the BIDV Party Committee organized training and guidance for the team of reporters and editors on how to create online news, short videos, and process interactive data. The Party Committee also coordinated with affiliated units to promote content creation and encourage staff to share digital newsletters with colleagues.
The key factors for scaling up are: IT infrastructure, digital culture, professional staff, investment budget, and monitoring mechanisms. The BIDV Party Committee has requested each Party branch and department to proactively assign an IT officer to be responsible for connectivity, while also allocating a small annual budget for digital propaganda. In addition, the Propaganda Department has proposed incorporating criteria for evaluating the results of digital propaganda into annual emulation and reward programs to motivate staff. As a result, this new method quickly spread to Party branches in departments and member units. To further develop this, the BIDV Party Committee is aiming for the next phase: expanding digital products, integrating AI/Big Data in evaluation, allowing for the analysis of reader psychology, and automating content recommendations; deploying multimedia communication (gamification, virtual reality) for the finance and banking sector; and building an intelligent interactive measurement system (analytics) to assess the impact of propaganda. These plans provide long-term direction for digital propaganda, reflecting the BIDV Party Committee's vision of continuous innovation.
From strategy to products, the BIDV Party Committee has implemented a synchronized and pioneering digital transformation in its propaganda and ideological work. It can be affirmed that, by actively building new thinking and rapidly deploying digital tools, the BIDV Party Committee has not only successfully initiated the digital transformation process in propaganda and ideological work but also set a shining example for the entire system. The initial achievements – from the propaganda and ideological work landing page to digital channels – are contributing to changing the way the Party interacts with the masses within the bank, making Party information more accessible and spreading faster to all Party members and employees. The BIDV Party Committee's model shows that the digitalization of propaganda and ideological work is not solely the responsibility of the Propaganda Department, but requires the proactive participation of the entire system: from Party committee leaders to each Party branch and Party member. In the coming period, the BIDV Party Committee calls on other Party committees at all levels to learn from and replicate this experience, jointly promote the trend of innovation, and continue to upgrade political propaganda work on digital platforms to contribute to realizing the aspiration of building a "Digital Vietnam" in the new era.

The BIDV Party Committee has launched a dedicated online landing page to disseminate Resolution 57, providing resolution documents, video clips, infographics, and an online discussion function. Simultaneously, the Party Committee has developed interactive channels: an online video channel (livestream), a party member group on a digital platform (chat app), and a dedicated communication page on the internal network. The landing page and digital channels enable party members to easily access information, participate in direct Q&A sessions with speakers, and provide feedback and suggestions. Preliminary results show that traffic and interaction on these channels are many times higher than traditional methods, demonstrating the initial effectiveness of digital propaganda work at BIDV.
