47th ASEAN Summit: Prime Minister Pham Minh Chinh meets with Australian Prime Minister and Russian Deputy Prime Minister

On the afternoon of October 27, in Kuala Lumpur, Malaysia, Prime Minister Pham Minh Chinh met with Australian Prime Minister Anthony Albanese and Russian Deputy Prime Minister Alexey Overchuk on the occasion of attending the 47th ASEAN Summit and related summits.

* During a meeting with Australian Prime Minister Anthony Albanese , Prime Minister Pham Minh Chinh conveyed his greetings to the Australian leaders and highly appreciated the achievements of the Labor government in governance, economic stability, social welfare, and national development in recent times.

The two Prime Ministers were pleased to review the positive and effective developments in bilateral relations; they agreed to promote high-level and other visits through all channels and strengthen coordination to make more positive and substantive contributions to peace, stability, and cooperation in the region.

Recognizing the significant potential for cooperation between the two sides, Prime Minister Pham Minh Chinh proposed that both sides continue to effectively implement the Action Program for the Comprehensive Strategic Partnership, regularly organize dialogue and consultation mechanisms, contributing to continuously increasing understanding and strengthening political trust; actively exchange measures to further increase bilateral trade turnover, aiming to reach the target of 20 billion USD soon, especially in opening up and facilitating the export of goods from both sides to each other's markets. The Prime Minister highly appreciated Australia's Southeast Asia Economic Strategy to 2040, and emphasized that Australian investment in Vietnam has seen remarkable growth, particularly since Australia established its Investment Promotion Office in Ho Chi Minh City.

The Prime Minister suggested that both sides enhance and further expand cooperation in defense and security, especially in the fields of cybersecurity, digital transformation, and equipment support to improve Vietnam's capabilities. He also shared Vietnam's vision and strategy for the development of science and technology, innovation, and digital transformation; and expressed his hope that both sides would achieve breakthroughs in cooperation in this area, especially in human resource training and the development of biomedical technology.

Prime Minister Anthony Albanese affirmed that Australia always prioritizes its relationship with Vietnam, considering Vietnam a leading partner in Southeast Asia; he emphasized that upgrading the relationship to a Comprehensive Strategic Partnership opens a new chapter in bilateral relations; and committed that Australia will always prioritize ODA support for Vietnam, especially in areas where Vietnam has needs such as climate change adaptation, energy transition, digital transformation, and circular economy.

The Prime Minister requested Australia to continue making positive contributions to promoting dialogue, cooperation, and confidence-building through ASEAN-led mechanisms, based on respect for ASEAN's central role and consultation with ASEAN, contributing to ensuring peace, stability, and development in the region and the world, while continuing to support ASEAN's efforts to promote narrowing the development gap and support sub-regional cooperation, including the Mekong sub-region.

* At the meeting with Russian Deputy Prime Minister Alexey Overchuk , on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh sincerely thanked the former Soviet Union and present-day Russia for their immense support and assistance to the cause of national construction and defense of the Vietnamese people.

Expressing pleasure at the regular contact maintained between the leaders of the two countries, the Prime Minister affirmed that Vietnam always values ​​and prioritizes the substantive development of the comprehensive strategic partnership between Vietnam and Russia. The Prime Minister thanked the leaders of the Russian Federation for their support and for sending the Prosecutor General to attend the signing ceremony of the United Nations Convention against Cybercrime, hosted by Vietnam (October 25-26).

Emphasizing the traditional friendship and good feelings that the people of the two countries have for each other, Prime Minister Pham Minh Chinh requested the Russian government to increase the number of scholarships for Vietnamese students, especially in fields where Vietnam has a great need, such as basic science and technology and civilian nuclear energy.

The Prime Minister requested that agencies and ministries of both countries strengthen exchanges to find ways to resolve obstacles and existing problems in bilateral relations. At the same time, the Prime Minister requested that Russia further open its market to Vietnamese exports, and hoped that Russia and other members of the Eurasian Economic Union would lift safeguard measures against Vietnamese goods.

Russian Deputy Prime Minister Alexey Overchuk expressed his pleasure at the continued exchange of delegations at all levels between the two countries, conveying the Russian leadership's thanks to General Secretary To Lam for attending and for Vietnam sending a contingent to participate in the parade commemorating the 80th anniversary of the victory over fascism in Moscow. He warmly congratulated Vietnam on its major anniversaries in 2025, such as the 50th anniversary of the Liberation of the South and the reunification of the country, and the 80th anniversary of National Day.

Discussing future cooperation directions, both sides agreed to promote trade cooperation in a balanced manner, facilitating increased market access for each other's goods, especially agricultural products, food, and foodstuffs; and to strengthen the connection between the two economies in terms of transportation and infrastructure, including promoting railway connectivity.

Regarding key strategic projects such as the construction of the Ninh Thuan 1 nuclear power plant, both sides agreed to expedite exchanges and negotiations, and to promptly sign the necessary agreements so that the plant can commence construction as planned.

At the same time, both sides agreed to continue promoting people-to-people exchanges and tourism, and to enhance mutual understanding between the two countries. On this occasion, Prime Minister Pham Minh Chinh requested the Russian Government to create favorable conditions for the Vietnamese community in Russia to stabilize their lives, develop further, and contribute to the bilateral relationship.
