During the meeting, Deputy Minister Dang Hoang Giang expressed his pleasure that the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation are continuing to develop well in many fields such as politics , diplomacy, energy and oil and gas cooperation, education and training, and culture.
Affirming the particularly important significance of General Secretary To Lam's visit to Russia last May in creating new momentum for the development of bilateral relations, the Deputy Minister noted that since the visit, the two sides have had many concrete cooperation and exchange activities. The Deputy Minister stated that activities within the framework of the Cooperation Plan between the Ministry of Foreign Affairs of the Socialist Republic of Vietnam and the Ministry of Foreign Affairs of the Russian Federation for the period 2025-2026 are contributing to further strengthening cooperation and close coordination between the two sides in many fields, including the human rights consultation mechanism that has been in place for many years.
The Deputy Minister emphasized that Vietnam and the Russian Federation share many common views on multilateral cooperation, the United Nations, and human rights, especially within the framework of the Human Rights Council.
On this occasion, Deputy Minister Dang Hoang Giang thanked Russia for supporting Vietnam's bid for a seat on the United Nations Human Rights Council for the 2026-2028 term, affirming that Vietnam will continue to play its role as an active, responsible, and proactive member, contributing positively to the activities of the Human Rights Council through concrete and substantive initiatives. The Deputy Minister requested Russia to continue to cooperate closely and support Vietnam's initiatives at the Human Rights Council, as well as to work together to promote the early entry into force of the United Nations Convention against Cybercrime, newly signed in Hanoi at the end of October 2025.

Mr. Lukiyantsev expressed his sincere gratitude to Deputy Minister Dang Hoang Giang for taking the time to receive the delegation, highly appreciating Vietnam's proactive role, responsibility, and increasingly positive contributions to the mechanisms and forums of the United Nations in general and on human rights in particular; he congratulated and highly appreciated Vietnam for successfully organizing the signing ceremony of the Convention on Combating Cybercrime.
At the same time, Mr. Lukiyantsev affirmed that the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation is an important foundation for promoting effective and substantive multilateral cooperation between the two countries. He stated that Russia will continue to cooperate closely and support Vietnam's activities in multilateral forums in general and on human rights in particular, contributing to promoting and enhancing the enjoyment of human rights for people in each country and around the world.
