On the morning of December 10th, at the 10th session, with 419 out of 431 participating delegates voting in favor, the National Assembly passed a Resolution on a number of special and outstanding mechanisms and policies to achieve breakthroughs in education and training development. Vice Chairwoman of the National Assembly Nguyen Thi Thanh presided over the session.

According to Deputy Speaker of the National Assembly Nguyen Thi Thanh, the draft Resolution of the National Assembly on some special and outstanding mechanisms and policies to achieve breakthroughs in education and training development consists of 9 articles, focusing on stipulating 5 groups of outstanding policies.

Next, the National Assembly proceeded to vote electronically. The result showed that with 419 out of 431 participating delegates voting in favor, representing 88.58%, the National Assembly passed the Resolution on a number of special and outstanding mechanisms and policies to achieve breakthroughs in education and training development.

Before proceeding with the vote, the National Assembly heard Minister of Education and Training Nguyen Kim Son present the report on the acceptance and explanation of opinions on the draft Resolution of the National Assembly on some specific and outstanding mechanisms and policies to achieve breakthroughs in education and training development.

Accordingly, the draft resolution received 79 comments at the group discussion session and 56 comments at the plenary session, along with many comments at the sessions of the Standing Committee on Culture and Social Affairs, and the Standing Committee of the National Assembly.

Human resource development and education programs

Minister Nguyen Kim Son explained several major points of the draft resolution. Regarding the development of human resources in the education sector, the Government has incorporated feedback and revised the draft to clearly decentralize the authority for recruitment, employment, and management of human resources.

The Director of the Department of Education and Training recruits, accepts, and decides on the assignment, transfer, secondment, appointment, and change of work positions in cases falling under their authority or involving two or more communes. The Chairman of the People's Committee at the commune level decides on personnel matters within their scope of management.

The draft Resolution adds autonomy for vocational and higher education institutions regarding job positions, recruitment and contracting of foreign experts and scientists, and stipulates preferential allowances for professions according to a roadmap.

Regarding the development of the education program, the Government has incorporated and revised the draft resolution to standardize textbooks and establish a roadmap for providing free textbooks to students. The Minister of Education and Training will decide on a unified set of textbooks nationwide starting from the 2026-2027 school year, with free provision to be completed by 2030, prioritizing disadvantaged areas.

The State guarantees a roadmap for tuition fee exemption and the provision of national defense and security education curricula in vocational and higher education; while also expanding cooperation with research institutes and businesses to develop programs linked to the labor market, science, and innovation.

Regarding regulations on digital transformation and international cooperation, the Government has incorporated and revised the draft in the direction that the State prioritizes building a national database on education; investing in shared digital infrastructure and platforms, ensuring connectivity throughout the entire system. By 2030, higher education institutions will have completed synchronized digital infrastructure and encourage public-private partnership models in digital education.

Vocational and higher education institutions are free to organize international conferences and seminars with prior notification. In cases involving sensitive content or the participation of ministerial-level leaders, the regulations of the Prime Minister and the law on state secrets must be followed. Furthermore, the authority to establish branches of Vietnamese public higher education institutions abroad is governed by the proposals and laws of the host country.

Regarding support for learners and the training of highly skilled human resources, learners will have access to preferential credit from the Social Policy Bank, and consideration will be given to increasing funding to ensure the implementation of the policy. The draft adds a national key program for full-time doctoral training under a commissioned mechanism linked to scientific and technological tasks, with scholarships and living support. Simultaneously, there will be a mechanism for early identification and nurturing of talent in specialized fields such as arts and sports, commissioning long-term training and allowing contracts with artisans, artists, and coaches.

The draft Resolution grants provincial People's Councils the authority to decide on supplementing medium-term investment projects and land use plans for education through a simplified procedure. Provincial People's Committees prioritize allocating land, utilizing surplus public buildings to attract investment, and allowing the conversion of certain types of land for educational purposes without relying on land use planning or plans. The State guarantees a minimum of 20% of the total budget expenditure on education, prioritizing areas facing extreme difficulties.

Regarding the handling of transitional matters upon the termination of the School Council's activities, Minister Nguyen Kim Son stated that within a period not exceeding 6 months from the date the School Council of public schools ceases operations, the directly managing agency responsible for tasks under the School Council's authority related to organization, personnel, and the appointment of the head of the school according to the standards prescribed by the Ministry of Education and Training will be responsible for the personnel restructuring phase. The number of deputy positions will be determined, and the maximum number exceeding the ceiling will be set for 5 years, with a plan for gradual reduction in accordance with regulations.
