The 9th session opens tomorrow morning and is expected to close on June 30, divided into 2 sessions. The break between the 2 sessions is 12 days to give agencies time to absorb, revise and complete the draft law and draft resolution to submit to the National Assembly for approval.
Regarding the work of constitution-making and legislation, the National Assembly Chairman said that the content of the Constitutional amendment focuses on amending and supplementing 8/120 articles, with 2 groups of contents. These are regulations related to the Vietnam Fatherland Front, socio-political organizations; regulations in Chapter 9 to implement the 2-level local government organization model.
It is expected that about 1 month (from May 6 to June 5) will be spent to collect public opinions on the revised contents. The National Assembly Chairman emphasized that the steps must be carried out very urgently but also very carefully and thoroughly.
Regarding the institutionalization of Conclusion No. 150 of the Politburo on the designation and appointment of personnel to hold the positions of Chairman and Vice Chairman of the People's Council and People's Committee; Head and Deputy Head of the National Assembly delegation; Head of the People's Council's committees and member of the People's Committee; the National Assembly Chairman said that the Standing Committee of the National Assembly Party Committee agreed to stipulate the transition in Article 2 of the draft Resolution amending and supplementing a number of articles of the Constitution with the content exactly as directed in Conclusion No. 150.
With the arrangement of the political system's apparatus, the arrangement of administrative units and the organization of the two-level local government apparatus, the National Assembly will consider and pass 12 laws and 1 resolution on the merger of provincial-level administrative units.

Regarding the election of National Assembly deputies, the National Assembly Chairman stated that the heads of delegations are responsible for clearly explaining to the delegates in the delegation the policy of shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, as well as deciding the election date for the 16th National Assembly and People's Councils for the 2026-2031 term, and establishing the National Election Council.
“This session is history, many issues are very important for the development of the country. Never before have we made such a revolution in streamlining the apparatus.
In the first phase, we merged Party agencies, National Assembly agencies, and Government agencies in localities. But this second phase is extremely difficult and not simple. The National Assembly Chairman suggested that each National Assembly delegate must truly innovate their thinking and working methods, devote maximum time to National Assembly activities, proactively study documents, and closely follow issues.
