On the morning of August 1, at the National Assembly House, National Assembly Chairman Tran Thanh Man received Mr. Tokai Kisaburo, Member of the House of Representatives, Head of the Policy Research Committee of the Liberal Democratic Party (LDP) of Japan.
On behalf of the leaders of the Party, State and people of Vietnam, the National Assembly Chairman expressed his sincere thanks to Prime Minister Kishida Fumio, Speaker of the House of Representatives Nukaga Fukushiro, President of the House of Councilors Otsuji Hidehisa and members of the Japanese National Assembly for sending condolences on the passing of General Secretary Nguyen Phu Trong; and thanked former Prime Minister Suga Yoshihide, Senior Advisor to the Japan-Vietnam Friendship Parliamentary Alliance, as Special Envoy of Prime Minister Kishida, for leading the Japanese delegation to the funeral.
This is a gesture showing the affection and respect of the Government, Prime Minister and people of Japan for General Secretary Nguyen Phu Trong and the Vietnam-Japan Comprehensive Strategic Partnership.
The National Assembly Chairman assessed that the Vietnam-Japan relationship is at its best. Political trust continues to be consolidated; exchanges and delegations at high and all levels take place regularly. Economic, trade and investment cooperation continues to be in-depth, substantive and effective; cooperation in labor, education and training is increasingly close. Cooperation between localities, cultural and people-to-people exchanges are increasingly close.
The National Assembly Chairman highly appreciated the important role of Mr. Tokai, as well as the LDP's Policy Research Board, in formulating important socio-economic policies, including nearly 70 draft laws passed at the recent 213th session of the Japanese National Assembly in the fields of promoting energy transition, responding to climate change, especially establishing a new "training-work" system, improving the system for foreigners working in Japan, and policies to support people...
To promote the Vietnam-Japan relationship to continue to develop more substantially and effectively, the National Assembly Chairman suggested continuing to promote the exchange of delegations at all levels; increasing exchanges between parliamentarians, especially young and female parliamentarians; and promoting the exchange of legislative experience between the two countries.
Regarding economic cooperation, Japan continues to support Vietnam in industrialization, modernization, economic independence and self-reliance, and deep international integration; improve the investment environment, and promote the resolution of difficulties in ODA and FDI cooperation between the two countries.
The National Assembly Chairman hopes that Mr. Tokai will support and urge the Japanese Government to provide new-generation ODA to Vietnam with high incentives, simple and flexible procedures, focusing on large-scale strategic infrastructure development projects such as urban railways and high-speed railways; promote investment and technology transfer of Japanese enterprises, support Vietnamese enterprises to participate more deeply in the global value chain of Japanese partners; consider opening the market for Vietnamese fruits...
The National Assembly Chairman said that it is necessary to strongly promote local cooperation, tourism and people-to-people exchange between the two countries; he hoped that Mr. Tokai would support and urge the Japanese Government to simplify procedures and move towards visa exemption for Vietnamese people entering Japan to facilitate people-to-people exchange.
Regarding education and training, the National Assembly Chairman proposed that Japan continue to support Vietnam in training strategic-level officials and leaders; strengthen cooperation in student exchanges between the two countries by increasing the number of scholarships for Vietnamese students to go to Japan, and effectively and substantially implement the NEXUS Program (a research and student exchange program based on the results of the Joint Statement of the 2023 ASEAN-Japan Special Summit).
According to the National Assembly Chairman, there are currently nearly 600,000 people, making it the second largest Vietnamese community in the world, most of whom are international students and workers; actively contributing to the socio-economic development of Japan and being an important bridge in the relationship between the two countries.
The National Assembly Chairman suggested that Japan provide preferential treatment and create favorable conditions for the Vietnamese community to feel secure studying and working in Japan.
Regarding cooperation in a number of new areas, the two countries need to pay attention to and promote cooperation in the fields of green transformation, digital transformation, emission reduction, energy transformation, continue to promote more cooperation programs and new projects within the framework of the Asia Zero Emission Community (AZEC) Initiative; support Vietnam in achieving the goal of training 50,000 semiconductor engineers by 2030.
At the same time, the two sides will strengthen coordination, share stances, and cooperate on regional and international issues of mutual concern, including the East Sea issue.
Head of the Policy Research Board of the Liberal Democratic Party (LDP) of Japan Tokai Kisaburo sent his deepest condolences to the Party, State and people of Vietnam on the passing of General Secretary Nguyen Phu Trong; at the same time, he thanked the Vietnamese National Assembly for its warm welcome, and believed that under the leadership of National Assembly Chairman Tran Thanh Man, the Vietnamese National Assembly will develop further, and the relationship between the two countries' National Assemblies will continue to be consolidated and strengthened.
According to Mr. Tokai, this visit to Vietnam is of great significance as in 2023, the two countries will celebrate the 50th anniversary of the establishment of Vietnam-Japan diplomatic relations. In November 2023, the two countries will upgrade their relationship to a Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the world. The purpose of the visit is to strengthen cooperation between the two countries in the fields of education-training, science-technology; innovation, etc.
Head of the LDP Policy Research Committee Tokai Kisaburo agreed with the proposals of National Assembly Chairman Tran Thanh Man in strengthening relations between the two countries, especially cooperation in human resource exchange, especially among young and female parliamentarians; hoping that the Vietnamese National Assembly will continue to build an open legal corridor, improve the investment and business environment, simplify administrative procedures, and create favorable conditions for Japanese companies to invest and do business in Vietnam./.
