More than 120,000 billion VND to support employees and employers
Speaking at the end of the question-and-answer session of Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung, National Assembly Chairman Vuong Dinh Hue said that 99 National Assembly deputies registered to answer questions at the question-and-answer session. This is a record number, demonstrating the deep concern of National Assembly deputies as well as voters and people for the very important field of labor and employment.

Of these, 46 delegates participated in the questioning, including 35 who directly asked questions and 11 National Assembly delegates who participated in the debate. The remaining 54 delegates registered but were not allowed to ask questions due to time running out and 1 delegate did not have enough time to debate. The National Assembly Chairman requested that the delegates send their questions to the Minister for written responses according to regulations.
Assessing the results achieved in the field of labor and employment, the National Assembly Chairman said that the system of institutions, policies and laws on labor and employment is continuing to be improved, with many solutions to develop the labor market. In particular, the Ministry is a pioneering agency, coordinating with ministries, branches and localities to effectively implement policies to support workers and employers who have suffered heavy losses during the Covid-19 pandemic. The implementation of Resolution 30 of the National Assembly alone has supported 68.43 million people and workers and over 1.4 million employers with a total cost of more than VND 120,000 billion.
The number of workers going to work abroad is increasing rapidly, workers' income is maintained and improved, and the number of unemployed people of working age tends to decrease.
The social insurance sector has achieved some positive results. By the end of 2021, the number of people participating in social insurance reached about 36.75% of the working-age workforce, exceeding the plan set out in Resolution No. 28; the number of people participating in voluntary social insurance reached about 3.2% of the working-age workforce, far exceeding the target by 2025 of Resolution No. 28-NQ/TW. The social insurance fund has a surplus.
There are still many shortcomings and weaknesses.
Besides, the National Assembly Chairman also frankly pointed out the shortcomings, limitations and weaknesses in the field of labor and employment.
Specifically, vocational education, in terms of scale, qualifications, network, and training allocation in this field, still has many limitations. The quality of vocational training is not high, especially in training high-quality human resources and new professions, vocational training in the agricultural and rural areas.
Regarding labor and employment in recent months, the National Assembly Chairman said that due to the profound impact of the pandemic and the world situation as well as domestic difficulties, workers are having their working hours reduced or losing their jobs. The number of affected workers is relatively large, up to more than 500,000 workers.

The National Assembly Chairman requested the Government, the Minister of Labor, War Invalids and Social Affairs, and relevant ministers to fully absorb the opinions of National Assembly deputies, and resolutely direct and implement the proposed solutions.

Complete regulations on vocational training and cultural education at vocational education institutions. Effectively carry out career guidance and streaming in general education. Attract, recruit, honor and reward teachers, artisans, experts, vocational trainers and state management officials in vocational education.
Continue to review and reorganize public vocational training institutions, perfect the mechanism and ensure autonomy according to the roadmap. Apply advanced management to public vocational training institutions in line with the requirements and development trends of the labor market. Focus on industries, occupations and training fields with strengths. Develop vocational education in rural areas, especially difficult areas, ethnic minority areas, mountainous areas, border areas and islands.
Prioritize state budget for vocational education
Continue to innovate training content, programs, and methods. Innovate the assessment of knowledge and skills of learners and workers, including assessment tools for actual workers with skills but without training certificates.
Strengthen resources, prioritize state budget for vocational education. Improve efficiency and quality of investment capital use; quickly shift budget allocation mechanism to ordering and assigning tasks. Promote socialization and public-private partnership in vocational education development. Prioritize clean land fund for vocational education.
Improve the effectiveness of the connection and combination between schools - the state - enterprises. Specify policies to encourage cooperation in vocational training. Create favorable and equal conditions for domestic and foreign enterprises, organizations and individuals to establish vocational training institutions to participate in vocational training activities. In 2023, it is necessary to review, fully compile statistics, research, and propose solutions to completely resolve the number of individual business owners who have paid compulsory social insurance on the principle of contribution - benefit, ensuring the rights of insurance participants as well as completely resolving cases of social insurance collection and payment that are not in accordance with regulations; proactively review to promptly detect and resolve other arising cases that are not yet regulated by the law on social insurance; at the same time, clarify responsibilities and propose solutions for each individual, agency, and organization that allows this situation to occur.
Coordinate with ministries and branches to promote restructuring of industries, especially labor-intensive industries such as textiles, garments, and footwear, in a green direction, meeting the requirements of international competition and integration.
Closely grasp and collect complete, accurate and timely statistics on economic developments and labor market fluctuations to proactively respond, have timely support solutions, ensure social security, and reduce difficulties for employees and employers.
Complete policies and laws on social insurance, prepare documents for the draft Law on Social Insurance (amended) to submit to the National Assembly for comments at the 6th Session (October 2023) and consider and approve at the session in early 2024. The amendment and supplementation of social insurance policies must ensure expansion and encourage employees and employers to participate in social insurance, towards the goal of universal social insurance.
