This is the first Chinese leader that National Assembly Chairman Vuong Dinh Hue met during his official visit to China.
The fact that General Secretary andPresident Xi Jinping arranged to meet with National Assembly Chairman Vuong Dinh Hue first right after the delegation arrived in Beijing demonstrates the high importance attached to the relationship between the two countries and the visit of the high-ranking delegation of the Party and State of Vietnam.
National Assembly Chairman Vuong Dinh Hue conveyed the warm regards, affection and good feelings of General Secretary Nguyen Phu Trong and key leaders of the Party and State of Vietnam to Comrade Xi Jinping.
National Assembly Chairman Vuong Dinh Hue congratulated the great and historic achievements that the Party, State and people of China have achieved, especially since the 18th National Congress; believed that the Chinese people would successfully fulfill the goals of the 20th National Congress, building China into a modern socialist power that is prosperous, strong, civilized, harmonious and beautiful; hoped that China would make important contributions to global peace, cooperation and development, and implement neighborly diplomacy of "friendliness, sincerity, kindness and tolerance", bringing cooperation opportunities to neighboring countries, including Vietnam.
General Secretary and President of China Xi Jinping sent his warm regards to General Secretary Nguyen Phu Trong; congratulated Vietnam on its socio-economic development achievements under the leadership of the Communist Party of Vietnam headed by General Secretary Nguyen Phu Trong; and affirmed that China supports Vietnam in developing, stabilizing, and successfully building socialism in accordance with the country's situation.

General Secretary and President Xi Jinping emphasized that the agreement of the two Parties and two countries' top leaders to build a community with a shared future has strategic significance, opening a new and open phase of cooperation for bilateral relations with six major directions: higher political trust, more substantive defense-security cooperation, deeper substantive cooperation, a more solid social foundation, closer multilateral coordination, better control and resolution of disagreements, and positive contributions to peace and development in the region and the world.
The two leaders expressed their delight at the positive development of Vietnam-China relations, emphasizing that the two Parties and countries have many similarities in ideological foundations and goals of building socialism, and both strive for the interests and happiness of the people.
National Assembly Chairman Vuong Dinh Hue emphasized that developing relations with China is a strategic choice, a top priority in Vietnam's foreign policy of independence, self-reliance, peace, cooperation and development, multilateralization and diversification of foreign relations; affirming that Vietnam consistently implements the "one China" policy. General Secretary and President of China Xi Jinping affirmed that China attaches great importance to relations with Vietnam, always wishes and is ready to promote the relationship between the two Parties and the two countries to develop further, in depth and in substance.
National Assembly Chairman Vuong Dinh Hue suggested that the two sides consolidate and enhance political trust, increase high-level contacts, and effectively implement exchanges and cooperation through Party, Government, National Assembly, Fatherland Front channels and in important areas such as diplomacy, public security, and defense.
National Assembly Chairman Vuong Dinh Hue suggested that the two sides enhance strategic connectivity, creating new growth momentum for bilateral cooperation, focusing on promoting trade cooperation, expanding imports of goods, especially Vietnamese agricultural products, strengthening connections between Vietnam and China's major development strategies, connecting railways, highways, sea routes, and airways, promoting financial and monetary cooperation, and digital transformation.
National Assembly Chairman Vuong Dinh Hue also suggested that the two sides increase people-to-people exchanges and promote the role of National Assembly deputies, the Vietnamese National Assembly and the Chinese National People's Congress, in informing, disseminating and creating social consensus, thereby promoting cooperation between the two countries in all fields and contributing to the Party and State in properly handling maritime issues in the spirit of better control and resolution of disagreements.
Appreciating and expressing the importance of Vietnam's cooperation proposals, General Secretary and President of China Xi Jinping affirmed that China is willing to maintain strategic exchanges with Vietnam, promote high-level and all-level contacts, enhance exchanges and cooperation through Party channels, share experiences and theories on Party building and national governance, enhance substantive cooperation, accelerate strategic connectivity, especially in the fields of railways, smart border gates, enhance cooperation in the fields of digital economy, green energy, essential minerals and emerging industries; and welcome Vietnam to participate in connecting with China's major inter-regional development strategies.
Emphasizing that cooperation between the two legislative bodies plays an irreplaceable and important role in the relationship between the two Parties and the two countries, General Secretary and President Xi Jinping welcomed the signing of a new Cooperation Agreement between the National Assembly of China and the National Assembly of Vietnam to enhance the level and effectiveness of cooperation, and actively implement cooperation in all fields and at all levels.
General Secretary and President Xi Jinping suggested that both sides actively contribute to enhancing substantive cooperation, promoting people-to-people exchanges, especially among the young generation, to consolidate the foundation of friendship between the two peoples, share experiences in building a socialist rule-of-law state under the leadership of the Party, and perfecting the socialist legal system.
