Secretary of the Da Nang City Party Committee Nguyen Van Quang reported on the work of the city's Party Committee; the socio -economic development situation in the first 9 months of 2023, directions and tasks for the last months of 2023 and the implementation of Resolution No. 119/2020/QH14 dated June 19, 2020 of the National Assembly on piloting the urban government model and a number of specific mechanisms and policies for the development of Da Nang city; at the same time, he raised a number of proposals and recommendations to contribute to further developing the city in the coming time.
In 1997, Da Nang separated from Quang Nam - Da Nang province, becoming a city directly under the Central Government. After more than a quarter of a century, with the attention of the Central Government, promoting the revolutionary tradition of bravery, resilience, solidarity, consensus, will, determination, strong aspirations to rise up and with new and creative ways of doing things, Da Nang has strived to break through and achieve many great and relatively comprehensive achievements in all fields.
In the first nine months of 2023, the gross regional domestic product (GRDP) is estimated to increase by 2.83%. The service sector, especially tourism, continues to grow strongly, with the number of overnight guests estimated at more than 5.8 million, an increase of nearly 134% over the same period last year. Total state budget revenue reached VND 15,068.3 billion, equal to 64.2% of the estimate assigned by the City People's Council. The city has newly issued and adjusted investment policy decisions/Investment Registration Certificates for 31 projects with a total registered investment capital of over VND 40,300 billion (over VND 9,610 billion over the same period); attracting 172.4 million USD in FDI capital (130.1 million USD compared to the same period in 2022).
From an urban area with narrow development space, difficult infrastructure, and a difficult life for a part of the population, today the city has a new look, creating a miracle in socio-economic development. Da Nang has become a city with the highest rate of modernization and urbanization in the country. The social infrastructure has completely changed, the urban space has expanded many times, becoming an attractive destination for Vietnamese, Asian and international tourists, with many modern works, architectures, events, bearing the unique brand of Da Nang such as: Livable City, Da Nang International Fireworks Festival... These are also social security policies imbued with humanity; the city has won many awards and titles in the fields of information technology, digital transformation, innovative startups...
The activities of the City National Assembly Delegation and the People's Council and People's Committees at all levels have been proactively implemented, with increasingly improved quality. In particular, the City National Assembly Delegation has made many contributions to the implementation of legislative and supervisory work, especially in the implementation of supervisory topics of the National Assembly and the National Assembly Standing Committee.
The implementation of Resolution No. 119/2020/QH14 of the National Assembly on piloting the organization of urban government models and a number of specific mechanisms and policies for the development of Da Nang city has also achieved some positive results. The city government apparatus is streamlined, operates more smoothly, administrative agencies are active, proactive in managing, promptly and effectively resolving urgent issues in the locality; contributing positively to administrative reform, bringing satisfaction to the people.
The city has been actively coordinating with central agencies to advise the Government and the Prime Minister to issue many documents, policies, and orientations, creating a legal basis and driving force for Da Nang to develop.
Speaking at the meeting, delegates said that in recent times, Da Nang has achieved very comprehensive results, contributing positively to the socio-economic development of the whole country. Da Nang has the highest urbanization rate in the country (87.45%), much higher than the national average rate (42.6%).
The city pays great attention to planning work. The results of the urban government pilot show that the city government's operating apparatus is still very smooth, ensuring the people's right to mastery. The delegates hope that Da Nang will continue to achieve more strong development achievements, not only for Da Nang, but also for the region and the whole country...
Appreciating and praising the results that Da Nang has achieved, National Assembly Chairman Vuong Dinh Hue assessed that these results were achieved thanks to Da Nang's excellent work in Party building and rectification, building the political system, and maintaining solidarity. The city still maintains its aspirations for development. The evidence is that Da Nang is one of the first five centrally-run cities to have its planning approved with a very far-sighted and innovative mindset and vision. The city has also created great trust with the business community and tourists; has a sense of responsibility, dares to think, dares to do, and faces difficulties and challenges.
On that basis, the National Assembly Chairman expressed his belief that the city will have a breakthrough development in the future, creating new momentum for future development. With the remaining 2 years of his term, the National Assembly Chairman hopes that Da Nang will accelerate to make up for the years of low results.
National Assembly Chairman Vuong Dinh Hue suggested that Da Nang soon have a program to implement the Da Nang city planning for the period 2021 - 2030, with a vision to 2050, which has just been approved; renew old growth drivers, and at the same time seek new growth drivers. Lien Chieu Port is a new growth driver for Da Nang. If Lien Chieu Port is completed and put into operation, it will have a very positive impact on the city's socio-economic development, including socio-economic growth and state budget revenue in the area. Therefore, Da Nang needs to speed up the implementation of this project.
National Assembly Chairman Vuong Dinh Hue expressed his delight when leaders of ministries, branches and agencies expressed their high consensus and proposed to study the construction of new or amend and supplement Resolution No. 119/2020/QH14 of the National Assembly on piloting the organization of urban government model and some specific mechanisms and policies for the development of Da Nang city; consult experts and scientists...
The National Assembly Chairman said that specific mechanisms and policies need to be studied, based on the reference of provinces and cities, including Hanoi and Ho Chi Minh City, but need to be suitable to the requirements and characteristics of Da Nang. The city needs to proactively coordinate with relevant agencies to summarize 3 years of implementing Resolution No. 119/2020/QH14, propose appropriate methods, report the results to relevant agencies; submit to the National Assembly Standing Committee or the National Assembly to add the consideration of the draft resolution to the National Assembly's law and resolution making program.
