Immediately after arriving in Ba Ria - Vung Tau, National Assembly Chairman Vuong Dinh Hue and the working delegation visited and surveyed the Component Project 3 of the Bien Hoa - Vung Tau Expressway Construction Investment Project in Phu My town.

Here, after listening to the report on the implementation of Resolution No. 59/2022/QH15 dated June 16, 2022 on the investment policy for the Bien Hoa - Vung Tau expressway construction project, phase 1, and the implementation status of 3 component projects, including component project 3, of which the People's Committee of Ba Ria - Vung Tau province is the governing body, National Assembly Chairman Vuong Dinh Hue stated that, through listening to the report and field survey, up to now, Ba Ria - Vung Tau has completed the site clearance and handover for project implementation and has basically "seen the shape of the expressway", the section through Ba Ria - Vung Tau province.
The National Assembly Chairman commended and highly appreciated the efforts of Ba Ria - Vung Tau province under the direction of the Government, the Prime Minister, and the management of the Ministry of Transport in implementing the important national project whose investment policy was decided by the National Assembly as well as removing difficulties and obstacles that arose. In particular, the National Assembly paid attention to resolving through timely allocation of capital for the project, especially with many specific mechanisms and policies to implement this important national project.
“The spirit of Ba Ria - Vung Tau is very fast, very determined, very fast implementation of the section through the locality, and with such progress, we hope to complete not only on schedule but also ahead of schedule”. Acknowledging this result, the National Assembly Chairman stated that, regarding the issue of capital arrangement and allocation, based on the capital needs of the project, the Ministry of Planning and Investment and the Ministry of Finance will advise so that when the Government submits to the National Assembly, the allocation will ensure “acceleration to complete this section (component project 3 - PV).

Along with that, to complete the 2 component projects 1 and 2 and put the entire route into operation, the National Assembly Chairman suggested that the Ministry of Transport, as the "conductor", must also promote more strongly; at the same time, Ba Ria - Vung Tau province needs to coordinate more closely with Dong Nai province. Especially with the issue of site clearance, the National Assembly Chairman suggested that Ba Ria - Vung Tau province, together with the Ministry of Transport, study and propose to the Government, accordingly "any issue under the authority of the Government will be resolved by the Government, and if it is under the authority of the National Assembly Standing Committee or the National Assembly, the National Assembly and the National Assembly Standing Committee are also ready to respond so that we can handle it quickly".
The National Assembly Chairman also said that in 2024, the National Assembly will conduct supreme supervision of the implementation of Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program, including projects related to expressways, national key projects and the Bien Hoa - Vung Tau expressway project. The National Assembly Chairman suggested that the Finance and Budget Committee, the agency assigned to preside over this supervision topic, coordinate with the Economic Committee to promptly deploy this supervision topic with the spirit that "when there is a decision to supervise, the speed of the project, works, and contents within the scope of supervision must be increased" and "during the supervision process, the obstacles and difficulties that arise must be resolved".
“This is the supreme supervision of the National Assembly, the agency assigned to preside over it, the Finance and Budget Committee will contribute to the early participation with the Government and Government agencies, localities to speed up the progress as well as remove difficulties in capital or other obstacles”. Noting this, the Chairman of the National Assembly said that, with the progress of the third component project, of which the People's Committee of Ba Ria - Vung Tau province is the managing agency as it is now, he believes that we can complete the component projects earlier than the plan, ensuring the goal of the entire Bien Hoa - Vung Tau expressway project according to Resolution 59 of the National Assembly, which is to basically complete the entire route by 2025 and put it into operation and use in early 2026.
“Once determined, we must be even more determined. Once we are fast, we must be even faster. We must be fast in all three stages so that we can reach the finish line by 2025,” the National Assembly Chairman emphasized.
Basically completed site clearance for construction of component project 3
At the Third Session, the 15th National Assembly approved the investment policy for the Bien Hoa - Vung Tau Expressway Construction Investment Project, Phase 1 (Resolution No. 59/2022/QH15). Accordingly, the Project is divided into 3 component projects with the goal of completing and putting into operation synchronously with the North - South Expressway in the East, Long Thanh International Airport, connecting seaport economic centers; maximizing the potential of Cai Mep - Thi Vai seaport, meeting transportation needs; creating space, momentum, and development space for the Southeast region with a synchronous and modern technical and social infrastructure system; contributing to ensuring national defense and security; improving the competitiveness of the economy, gradually successfully implementing the country's socio-economic development goals and tasks according to the Resolution of the 13th National Party Congress.
The project is divided into 3 component projects in the form of public investment, assigned to the Ministry of Transport, the People's Committee of Dong Nai province and the People's Committee of Ba Ria - Vung Tau province as the managing agencies; the progress of investment preparation and project implementation will start in 2022, basically completed in 2025 and put into operation from 2026. The Government has issued Resolution No. 90/NQ-CP dated July 25, 2022 for implementation. Specifically, component project 1 (with the People's Committee of Dong Nai province as the managing agency) has a length of about 16km with a preliminary total investment of 6,240 billion VND; component project 2 (the Ministry of Transport as the managing agency) has a length of about 18.2km with a preliminary total investment of 6,407 billion VND.

Component Project 3, managed by the People's Committee of Ba Ria - Vung Tau province, with the starting point at Km34+200, connecting to the end point of Component Project 2 at the border between Ba Ria - Vung Tau province and Dong Nai province in Phuoc Binh commune, Long Thanh district, Dong Nai province. The end point is at Km53+700 intersecting with National Highway 56 - Ba Ria bypass in Ba Ria city, Ba Ria - Vung Tau province. The total length of the route is about 19.5km. The completed phase of the project will be a class 100 expressway with a scale of 6 lanes (according to TCVN 5729 - 2012 "Expressway - Design requirements"). The phased phase is a class 100 expressway with a scale of 4 lanes. The land area used for component project 3 is about 140.45 hectares and the total investment is more than 4,900 billion VND.
Pursuant to the National Assembly's resolution, the Government issued Resolution No. 90/NQ-CP dated July 25, 2022 on the implementation of Resolution No. 59/2022/QH of the National Assembly and Decision No. 17/QD-TTg dated July 28, 2022 on the decentralization of implementation of component projects. Accordingly, the People's Committees of Dong Nai and Ba Ria - Vung Tau provinces and the Ministry of Transport were assigned as the competent authorities to implement the component projects.
The Ministry of Transport and the People's Committee of Ba Ria - Vung Tau province approved the Feasibility Study Report of Component Project 2 and Component Project 3 on December 6 and 15, 2022, basically meeting the required progress. The total investment of the 3 approved component projects is VND 17,829 billion, of which the total investment of Component Project 3 is VND 4,963 billion.
The entire Project is divided into 3 construction component projects with a total of 5 construction packages, with the Department of Construction Investment Management as the specialized construction agency. Up to now, the Investors have completed the technical design and cost estimates for 5/5 packages.
To meet the project's construction schedule before June 30, 2023, the construction authority urgently organized appraisals to meet the schedule of approving technical designs, estimates and selecting construction contractors. By June 18, 2023, the component projects had simultaneously started construction in accordance with the Government's direction.
Regarding the intelligent transportation system (ITS) and toll collection system of component projects, currently the Project "Investment, management, operation and maintenance of ITS system and ETC toll collection system on expressways" developed by the Vietnam Road Administration - Ministry of Transport is still in the finalization stage and has not been officially issued, so in the immediate future, the ITS system only invests in some infrastructure items (cable tanks, cable protection pipes, column foundations), the toll station item only invests in gantry price, similar to the plan implemented for the North-South Expressway Project in the East phase 2021-2025.
Component project 3 includes only 1 construction package, and completed the contractor selection in June 2023.
Regarding site clearance, the People's Committee of Ba Ria - Vung Tau province is the managing agency of component project 3, starting to carry out this work from October 2022 and has so far basically completed site clearance and handed over the site for project construction.
Component 3 project started construction on June 18, 2023 and is implementing 11 construction phases, the value of implementation by December 31, 2023 reached about 10% of the project volume, specifically the bridge part has constructed 143 bored piles, 77 girder slabs, poured 1,484 m of concrete for bridge piers at Suoi Nhum bridge; Hoi Bai - Chau Pha overpass; Suoi Da bridge; Km43+767 overpass; the road part has constructed 1,500 m of various culverts, filled 200,000 m3 of soil, 10km of service road along the route.
Regarding capital allocation and disbursement, the total capital allocated in the annual plan is 2,128 billion VND, disbursement reached 100% of the total allocated capital. In addition, the People's Committee of Ba Ria - Vung Tau province has advanced 570.318 billion VND of provincial budget capital to pay for project site clearance costs during the time when the central budget capital cannot be allocated.
Proposal to allocate 2021 budget capital for projects in 2024 to ensure implementation progress
However, the implementation process has encountered some difficulties and problems, such as the current calculated site clearance cost of component project 3 increased by about VND 990 billion compared to the site clearance cost at the approved total investment level, the component projects are expected to increase by about VND 3,674.0 billion compared to the site clearance cost at the approved total investment level, leading to the total investment of the Project increasing by about VND 3,665.2 billion compared to the preliminary total investment level approved by the National Assembly in Resolution 59/2022/QH15.

To ensure the project implementation in accordance with the requirements of Resolution 59/2022/QH15 of the National Assembly, the Ministry of Transport recommends that the National Assembly Chairman and the Working Group continue to pay attention to and regularly monitor the implementation of the Project; direct relevant agencies to promptly resolve difficulties and obstacles during the implementation process, ensuring the required progress. It is recommended that the National Assembly Delegation of localities where the project passes through regularly pay attention, support and promptly remove difficulties and obstacles during the implementation of the project, especially directing departments, branches, sectors and localities to strengthen propaganda and mobilize people to agree with the compensation and support policy when recovering land to completely resolve difficulties in site clearance and resettlement; strictly control prices of goods, services, construction material prices, prevent price increases and price pressure; Announce prices and price indexes of construction materials monthly, close to market fluctuations.

Along with that, it is necessary to consider the Decision to adjust the project investment policy due to increased site clearance costs when the Government submits. Consider allocating capital sources to increase revenue, cut and save central budget expenditures in 2021 for the project in 2024 to ensure implementation progress.
