During the inspection, the construction site of the Can Tho Oncology Hospital Project (Nguyen Van Cu extended street, An Binh ward) had completed the construction of the main building. However, due to being abandoned for many years, the construction site was overrun by weeds, construction materials were "covered with blankets", machinery and equipment were rusted, and many walls were soaked with water. Mr. Pham Quang Dung - Executive Officer (Construction Management Board of the Can Tho City Oncology Hospital Project, contractor Bach Dang Construction Corporation) reported: "The value of bricks and mortar (cement) gathered here is more than 20 billion VND, along with many other equipment we have installed here that are all abandoned and degraded. If we want to use it, this mortar must be removed from the construction site and replaced with other materials".
In 2017, the People's Committee of Can Tho City approved the investment project to build a new Can Tho Oncology Hospital (scale of 500 beds), 17,000 square meters wide, with a total capital of 1,700 billion VND, invested by the Can Tho Department of Health . Of which, the ODA loan from the Hungarian Government is 1,300 billion, the remaining is Can Tho's counterpart capital of 334 billion. Implemented in 8 years, the total value of the volume implemented by the joint venture contractor to date is equivalent to about 297 billion VND, reaching 21% of the total contract value. Of which, the construction volume reached 80%, while the equipment part has not been implemented at all. According to the project investor, during the implementation process, due to the impact of the COVID-19 epidemic and some objective reasons, the project implementation progress did not meet the requirements. The loan agreement expires on July 11, 2022 and cannot be extended or renewed (cannot continue to use loan funds from the Hungarian Government), therefore, the project has stopped construction.
After the actual inspection, Chairman of Can Tho City People's Committee Tran Van Lau said that the people of the Mekong Delta are looking forward to the Can Tho Oncology Hospital project being completed soon to become a modern center for examination, screening and treatment of cancer in the Mekong Delta region. The City People's Committee is submitting to the Government a plan to restart this project: "Materials such as bricks and cement have been damaged, this is a huge waste that needs to be implemented soon to prevent waste. The City People's Committee has sent a document to the Government requesting capital allocation from the state budget, the budget to be spent on this project is quite large, 1,300 billion VND and we are waiting for the Government to give the policy" , Mr. Lau emphasized.

The representative of the construction unit, Mr. Pham Quang Dung, said that the investor still owes the contractor about 100 billion VND that has not been paid, so the contractor is facing difficulties. If there is capital to restart the project, the contractor commits to construction as quickly as possible: "Previously, from the start of construction to the topping out date, we only worked in 10 months, the progress was very fast. If there is capital, first we, the contractor, need to be paid the remaining debt to have capital to continue construction. After disbursing capital for the restart phase, if the procedures go smoothly, we commit to completing the project within 12 to 18 months".
While the Can Tho Oncology Hospital project is behind schedule, the existing Can Tho Oncology Hospital located on Chau Van Liem Street, Ninh Kieu Ward is overloaded and its facilities are seriously degraded. Every day, the hospital receives about 1,500 patients for examination and treatment.
The entire Mekong Delta region has only 2 oncology hospitals and 9 oncology departments of provincial general hospitals, of which the largest is Can Tho City Oncology Hospital. This hospital was established in 2007 on the basis of separation from Can Tho City Central General Hospital with an initial infrastructure of 50 beds. After 17 years, the cancer situation has increased, the hospital's medical team has expanded the floor area to increase to 400 beds and specialized rooms to meet the treatment needs. However, the hospital is still overloaded and degraded to the point that there is no way to repair it. Here, patients have to share 2 people per bed, the administrative room is less than 20 m2 but has up to 25 medical staff working. In many departments, there are no resting rooms for doctors, many rooms have to perform many functions including the office of the hospital director. The hospital uses the entire hallway for oxygen tanks and as a parking lot.
Dr. Ho Long Hien - Deputy Director of Can Tho City Oncology Hospital said: "The view of the staff of Can Tho Oncology Hospital is that while waiting for the new hospital, we will try our best to repair and improve the current facilities to serve patients better. However, we really hope that the new hospital will be completed as soon as possible to meet the treatment needs of the entire Mekong Delta region and also help improve the working environment of medical staff here."
