The Ho Chi Minh City People's Committee has just issued a document directing departments, branches, districts and Thu Duc City to urge the disbursement of public investment capital in 2025, striving to achieve 100% of the capital plan assigned by the Prime Minister.

Accordingly, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc requested heads of departments, branches, sectors and localities to continue to promote responsibility, identify disbursement of public investment capital as the top important political task, and be responsible to the City People's Committee and the Chairman of the City People's Committee in directing the effective implementation of tasks and solutions to promote disbursement.

Departments, branches, sectors and localities implement flexible, creative, timely, effective and drastic solutions to speed up the progress of important national projects, highways, inter-regional projects with spillover effects...

However, accelerating disbursement progress must be associated with ensuring the quality of works and projects, avoiding negativity, loss, waste, and violations of legal regulations.

Units must develop detailed disbursement plans for each project, task, and disbursement volume each month and quarter. Focus on site clearance and construction progress, and resolve difficulties and obstacles related to land and resources...

Strengthening inspection and supervision of the site, urging contractors and consultants to speed up progress. Proactively proposing that the Ho Chi Minh City People's Committee consider transferring capital between projects with slow disbursement to projects with better disbursement capacity and lacking capital.

The Chairman of the Ho Chi Minh City People's Committee requested to assign specific leaders responsible for monitoring progress, closely following and promptly removing difficulties, and being responsible for the disbursement results of each project.

Implement a mechanism for assigning work, decentralizing, assigning responsibilities, and coordinating clearly and specifically on authority and responsibility between agencies and units. Implement projects in the spirit of "6 clear: clear people, clear work, clear responsibility, clear authority, clear time, clear results".

Strengthen discipline and order in disbursing public investment capital, have sanctions to deal with investors, project management boards, contractors, organizations and individuals who intentionally delay the progress of capital allocation, implementation and disbursement of public investment capital. Resolutely handle negative behaviors, corruption and waste in public investment.

As of April 29, Ho Chi Minh City has only disbursed 6,068 billion VND, reaching 7.2% of the total public investment capital in 2025.

With the failure to allocate detailed capital plans before March 15, the Chairman of the Ho Chi Minh City People's Committee requested that agencies and units that have not completed the plan seriously organize a review and handle the responsibility of collectives and individuals for the delay.

The Department of Home Affairs synthesizes, reports the results and proposes that the Ho Chi Minh City People's Committee consider and handle the responsibility of the head.
