Attending the Congress were comrades: Nguyen Hoa Binh , Politburo member, Secretary of the Party Central Committee, Permanent Deputy Prime Minister of the Government; Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; Y Thanh Ha Nie Kdam, Party Central Committee member, Chairman of the National Assembly's Ethnic Council; Hau A Lenh, Party Central Committee member, Minister, Chairman of the Ethnic Committee; Ho Van Nien, Party Central Committee member, Secretary of the Provincial Party Committee, Chairman of the Gia Lai Provincial People's Council, and 250 official delegates representing more than 756,000 people from 44 ethnic minorities in the province.
The Congress is an important political event, aiming to evaluate the results achieved in the implementation of ethnic affairs and ethnic policies of Gia Lai province; affirm and recognize, commend and honor the great contributions of ethnic minorities in the province in the 5-year journey of implementing the Resolution Letter of the 3rd Congress in 2019 as well as in the cause of national construction and defense. Continue to strengthen the trust and create consensus of ethnic minorities in the leadership of the Party, the management and administration of the government in the period of innovation, integration and development; at the same time, set out the directions and tasks to implement the Resolution Letter of the 4th Congress of Ethnic Minorities of Gia Lai province in 2024.
Speaking at the opening of the Congress, Deputy Secretary of the Provincial Party Committee, Chairman of the Gia Lai Provincial People's Committee Rah Lan Chung emphasized: Gia Lai province has 3 ethnic groups Kinh, Gia Rai, Ba Na who have lived there for a long time and a number of other ethnic minorities who settled after 1975. Under the leadership of the Party, the tradition of solidarity and patriotism of ethnic minorities has always been promoted. During the two resistance wars against French colonialism and American imperialism, the ethnic and mountainous areas of Gia Lai province became revolutionary bases, and ethnic minorities in the province continued to promote the tradition of solidarity and patriotism, contributing human and material resources to the frontline. In the process of building and defending the Fatherland, especially in the period of renovation, thanks to the correct guidelines and policies of the Party, the timely promulgation of State policies and the constant efforts of ethnic minorities, up to now, the entire ethnic minority region of Gia Lai province has truly changed, achieving many great results in all fields.
With the spirit of "Gia Lai province's ethnic groups unite, innovate, promote advantages, potentials, integrate and develop sustainably", the 4th Congress of Ethnic Minorities in Gia Lai province in 2024 is a symbol of the strength of the great national unity bloc; must create a strong change in the awareness and responsibility of the entire political system, cadres, party members and people of all walks of life on ethnic policies and great national unity; create consensus and firm belief for ethnic minorities in the leadership of the Party and State; create a vibrant competitive atmosphere, promote socio-economic development, sustainable poverty reduction, preserve and promote national cultural identity, ensure national defense and security, make more achievements and make worthy contributions to the common revolutionary cause of the province and the whole country, for the goal of "rich people, strong country, democratic, equitable and civilized society".
Over the past 5 years, the situation of ethnic minority areas in Gia Lai province has had many positive changes. Party committees, authorities and organizations at all levels have directed the implementation and implementation of the Party's guidelines, policies and laws of the State on ethnic affairs and ethnic policies in the province. In particular, implementing the National Target Programs, including the National Target Program on socio-economic development in ethnic minority and mountainous areas, up to now, the rate of villages and hamlets with paved roads to the center has reached 100%; the rate of ethnic minority people using clean water for daily life has reached 97%; the rate of ethnic minority people watching television has reached 100%; the rate of traditional cultural heritages inventoried and collected has reached 65%; 97% of villages and hamlets have community houses...
Along with that, the work of Party building and political system building in ethnic minority areas has many positive changes. The whole province currently has 17,693 ethnic minority party members; the team of ethnic minority cadres, civil servants and public employees of the province currently has nearly 5,200 people. With the consistent and continuous guidelines of the Party and State in implementing ethnic affairs and ethnic policies, with major policies and guidelines on socio-economic development in ethnic minority and mountainous areas, it has contributed to strengthening the people's trust in the leadership of the Party and State.
At the Congress, on behalf of the leaders of the Party, the State and the Vietnam Fatherland Front, Politburo member, Secretary of the Party Central Committee, Chairman of the Vietnam Fatherland Front Central Committee Do Van Chien acknowledged and congratulated the achievements of Gia Lai province in the past. Chairman of the Vietnam Fatherland Front Central Committee Do Van Chien expected: No matter how difficult or hard it is, we must prioritize time, effort and money, creating all conditions for our children to go to school, to play and to study. Together we nurture the aspiration to overcome difficulties and rise up. Together we preserve and promote the fine traditional cultural identity of the ethnic groups. Together we build and foster the great solidarity of the ethnic groups to last forever as beloved Uncle Ho taught: "In the past, ethnic groups had to unite to gain independence, now to maintain independence, we must unite even more".
Great solidarity is the source of strength, the precious tradition of our nation, persistently built and nurtured by generations of fathers and brothers with sweat, effort, hard work and sacrifice, with will and strength, with the people's trust. Therefore, comrade Do Van Chien hopes that the 250 excellent delegates who are honored to attend the Congress today will spread the spirit of great national solidarity to a new height, inspire and connect with the people of all ethnic groups in the province and the whole country, together with the whole Party, the whole people, the whole army to unite and join hands to realize the Resolution of the Congress, contributing to building and protecting the homeland and the country to develop strongly.

On this occasion, Member of the Party Central Committee, Minister, Chairman of the Ethnic Committee Hau A Lenh awarded Certificates of Merit of the Minister, Chairman of the Ethnic Committee to 5 collectives and 1 individual with outstanding achievements in implementing ethnic work and ethnic policies of the Party and State.
Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Rah Lan Chung awarded Certificates of Merit from the Chairman of the Gia Lai Provincial People's Committee to 210 individuals and 17 collectives with outstanding achievements in solidarity, preserving national cultural identity, contributing to the cause of construction and development of Gia Lai province from 2019 to 2024.
The Congress adopted the Resolution Letter, striving to 2029, determined to well implement the Party and State's policies on economic development, hunger eradication, poverty reduction and improving the lives of ethnic minority and mountainous areas. The average income of ethnic minority people is half of the national average; the poverty rate is reduced to below 10%. Basically, there are no more extremely difficult communes and villages; 70% of communes in ethnic minority and mountainous areas meet new rural standards.
