TPO - The City People's Council has passed a Resolution stipulating the application of measures to suspend the supply of electricity and water services to construction sites and production and business establishments to ensure order in the city.

On the afternoon of June 2nd, at its third session, the Hanoi City People's Council passed a Resolution stipulating the fines for certain administrative violations in the fields of culture and advertising in Hanoi.

Hanoi will apply fines that are twice the amount of fines for corresponding administrative violations as stipulated in Government Decree No. 87/2026/ND-CP dated March 27, 2026. For the same violation, the fine for an organization will be twice the fine applied to an individual.

In total, 53 specific violations were subject to double penalties. For example, acts such as distorting national history, denying revolutionary achievements, insulting national heroes and cultural figures, inciting violence, spreading social vices, displaying obscene or depraved content, or inciting opposition to the law, were fined between 80 and 100 million VND.

Organizing striptease dances or other activities of a lewd nature for customers will be punishable by a fine of up to 100 million VND.

Advertising practices that use words like "best," "unique," "finest," "number one," or words with similar meanings without legally valid documentation to prove them are punishable by a fine of 20-40 million VND.

Organizing striptease dancing or other lewd activities for customers at nightclubs, karaoke establishments, tourist accommodations, restaurants, and beverage shops is punishable by a fine of up to 100 million VND.

At the meeting, the City People's Council also passed a Resolution stipulating the application of measures to suspend the supply of electricity and water services to construction sites and production and business establishments to ensure order in the city.

Hanoi allows the use of electricity and water cutoff measures to deal with illegal construction.

Accordingly, the competent authority may apply measures to suspend the supply of electricity and water services to violating constructions, specifically as follows:

Construction projects that violate planning regulations or lack building permits.

Construction projects that deviate from the content of the construction permit, or from the approved construction design, such as construction location, foundation level, density, or construction area; violations of the building boundary or the red line boundary...

Construction on encroached land has been ordered to cease by authorities, but the organizations and individuals involved have failed to comply.

Construction projects that are subject to fire safety design review or assessment are being carried out without a fire safety certificate or approval document.

The construction work was not carried out in accordance with the fire safety design that had been reviewed or approved.

The building was put into operation without a fire safety inspection certificate from the relevant authority.

The nightclub and karaoke establishments do not meet fire safety requirements.

Businesses that violate environmental protection regulations may have their operations suspended or be required to take remedial measures, but fail to comply.

The structure is subject to demolition and an emergency relocation order has been issued by the competent authority, but the organization or individual has been urged and persuaded to relocate but has failed to do so.

The Chairman of the People's Committee at the commune level has the authority to apply measures to cut off electricity and water supply to the above-mentioned violations.
