• A typical example of digitalization in administrative reform.
  • Building on achievements and improving the effectiveness of administrative reform.
  • The Ministry of Justice leads in the Public Administration Reform Index (PAR Index).

Since the beginning of the year, the unit has completed 24 out of 32 administrative reform tasks as planned, achieving 75%; the remaining tasks are being implemented within the prescribed timeframe. In particular, to ensure effective and widespread dissemination of information on agriculture throughout the province, the Department has launched an online information portal on agricultural production (https://nongnghiepcamau.vn/). Through this portal, people can access information on effective models, production techniques, and share various topics related to agriculture. Since its implementation in 2019, it has received over 3.63 million visits.

On the other hand, the Department has reviewed, evaluated, and proposed simplification plans for 24 administrative procedures. To date, the one-stop shop and integrated one-stop shop mechanisms have been implemented for 119 administrative procedures under the Department's jurisdiction, achieving 100%.

From the beginning of the year until now, the Department of Agriculture and Rural Development of the province has received 15,344 applications on the provincial administrative procedure resolution information system, and has resolved 14,460 applications correctly and ahead of schedule, achieving 100%.

In particular, the rate of applications processed through online public services , online payments, and the digitization of administrative procedure resolution results exceeded the targets set in the province's administrative reform plan.

Besides the achievements, according to the assessment of the provincial administrative reform inspection team, the administrative reform work at the Department of Agriculture and Rural Development still faces some difficulties and limitations. Specifically, the unit has not yet advised the Provincial People's Committee to issue regulations on the functions, tasks, powers, and organizational structure for some units under the Department, including: the Crop Production and Plant Protection Sub-Department, the Livestock and Veterinary Sub-Department, the Forestry Sub-Department, the Fisheries Sub-Department, and the Rural Development Sub-Department. There is still a situation where civil servants and public employees are assigned incorrectly according to the approved job position plan.
