Furthermore, the Department has not publicly disclosed the budget estimates and final accounts of the entire sector as required; it has not developed a plan for inspecting financial and asset management in 2023 and the allocation and assignment of budget estimates for 2024 to its subordinate units. The percentage of documents and work files processed online by the unit has not met the set plan (reaching 85.89%/100%).
The Department of Agriculture and Rural Development of the province is constantly promoting administrative procedure reform, focusing on the satisfaction level of people and businesses.
According to Ms. Le Thi Kim Chung, Deputy Chief of the Provincial People's Committee Office and Head of the Provincial Administrative Reform Inspection Team, in the coming time, the Department needs to regularly review and propose shortening the processing time for administrative procedures; recommend to competent authorities to amend and supplement cumbersome and inappropriate administrative procedures. It should continue to improve the quality of administrative procedure processing, minimize cases of delayed applications; and properly apologize to organizations and individuals for any errors or delays in processing compared to regulations (if any).
Expedite the process of reorganizing the organizational structure of subordinate units according to regulations. Based on this, issue or advise on the issuance of functions, tasks, powers, and organizational structures for these units as prescribed, ensuring that the units under and directly affiliated with the Department are streamlined and operate effectively and efficiently.
Furthermore, it is necessary to strengthen administrative discipline and order in the performance of official duties; assign and arrange civil servants and public employees with expertise suitable to the approved job position plan; and boldly streamline the workforce of civil servants and public employees who do not meet job requirements, in order to create a change in the spirit and responsibility of civil servants and public employees. At the same time, effective solutions should be implemented to address the situation of civil servants and public employees who do not meet the prescribed standards.
In particular, continue to improve the quality of iOffice software usage, increase the percentage of work files processed online; promote the dissemination of information on administrative reform, especially online public services, on the unit's website and other communication channels, ensuring effectiveness and contributing to improving the efficiency of administrative reform, bringing satisfaction to citizens and businesses.
