While consumers are still wondering about the characteristics of this type of gasoline, businesses are worried that it will be as unsaleable as E5 gasoline before.
Ms. Nguyen Thi Sinh, Director of Chien Thang Petroleum One Member Co., Ltd. ( Lao Cai ) expressed that selling E10 gasoline on the market will certainly be difficult at first because customers have never used it before and still do not really trust it.
Ms. Sinh gave an example of E5 gasoline: “E5 gasoline is encouraged to be sold by the Ministry of Industry and Trade, so the discount price is very high. Besides, the price of E5 gasoline is also cheaper than RON95 gasoline by 1,500 - 2,000 VND/liter. However, people still have very few choices, causing the consumption of E5 gasoline to be very low. For example, in Yen Bai (old), 12 agents assigned by Chien Thang Company and 7 other stores only sold more than 40 m³, of which there are stores that only import 3 m³ of E5 gasoline per month to sell.”
Therefore, according to Ms. Sinh, the distribution of E10 gasoline also needs a roadmap that is consistent with market developments so that businesses do not suffer losses.
“Previously, when E5 RON92 gasoline was put into use, businesses invested in a series of tanks and gas pumps for this product. However, the consumption of E5 bio-fuel is decreasing, business is ineffective, causing businesses to suffer great losses .
Now businesses are investing billions but if they don’t sell much, how can they survive? Before, if they had a few products, they only needed 2-3 tanks. Now, if they have 5-6 products, businesses have to invest in 5-6 tanks.
Therefore, in my opinion, we should wait until consumers approve before widely selling E10 gasoline, and at the same time, it must be associated with policies to support businesses in the conversion. And if E10 gasoline is sold, other types of gasoline should be removed so that consumers can use one product consistently." Mrs. Sinh suggested.
Sharing the same concern, Dr. Giang Chan Tay, Director of Boi Ngoc Petroleum Company ( Vinh Long ) said that the roadmap for applying biofuel was signed and issued by the Prime Minister in 2012. Accordingly, E5 gasoline is expected to be widely used nationwide from 2015. Next, E10 gasoline is also scheduled to be used from 2016 in 7 provinces and cities and applied nationwide from 2017.
However, the reality is not as expected. Present on the market since the beginning of 2017, E5 RON92 gasoline has encountered difficulties in consumption, and many stores have even stopped selling it. As for E10 gasoline, it has only recently begun to be introduced to the market.
“The main reason for the failure of E5 is due to consumer concerns, the lack of strong solutions, and insufficiently attractive incentive policies , ” said Mr. Giang Chan Tay.
Mr. Nguyen Xuan Thang, Director of Hai Au Phat Petroleum Company (Lam Dong), also shared: "To sell E10 gasoline, businesses must invest heavily in warehouses, ports, pumps, and tanks, with each gas station costing about 300 - 500 million VND, while people are still not open-minded, often comparing it with familiar mineral gasoline in terms of quality, loss rate... Therefore, businesses are very worried about the low profit of this product."
Only sell one type of gasoline.
Dr. Giang Chan Tay expressed his complete agreement with the policy of encouraging the use of E10 gasoline to reduce emissions, protect the environment and partly replace fossil fuels. However, the implementation must be drastic from the beginning to be effective.
Because it is impossible to force gasoline retailers to prioritize sales or force consumers to use E10 while mineral gasoline still exists in the market. "When consumers still have the right to choose, we cannot blame them for choosing the type of gasoline they are used to," he said.
Therefore, Mr. Giang Chan Tay believes that if E10 is really wanted to be put into practice, the Government needs to implement a decisive and consistent policy: Only one type of gasoline, E10, is allowed to be circulated on the market. All domestic refineries, as well as imported gasoline sources at warehouses, must be blended into E10 gasoline from the beginning.
When there are no more substitutes on the market, consumers will automatically use E10, this is not an unreasonable compulsion but because this is the new national fuel standard. This solution also helps businesses not to buy additional fuel tanks and pumps, and does not need to design or re-approve the store's fire protection.
“If the above solutions are not applied, the mandatory use of E10 gasoline is not feasible and will follow the same “mistake” as the previous implementation of selling E5 gasoline. Because businesses sell goods but consumers do not buy, while businesses cannot store them for long due to loss and quality reduction when gasoline is stored for too long.
And once the business is not effective, the company will be forced to stop selling slow-selling, ineffective products, that is for sure. If this happens, it means that the implementation of using E10 gasoline has failed , " said Mr. Giang Chan Tay.
In addition, supply and production chains need to be secured. A full transition to E10 requires close cooperation with manufacturers and businesses capable of processing and blending ethanol.
At the same time, it is necessary to support businesses in investing and upgrading infrastructure for blending and distributing E10 gasoline; communicating and raising awareness... so that people clearly understand the benefits, feel secure in using it and form the habit of consuming more environmentally friendly fuels.
According to Petrolimex, E10 gasoline is a finished gasoline product blended from mineral gasoline, derived from fossil fuels, along with biofuels, in which fuel alcohol is blended at a certain ratio.
Specifically, according to the regulations in QCVN 01:2022/BKHCN on gasoline, diesel fuel and biofuel, E10 gasoline is biofuel with a fuel alcohol content of 9 - 10% by volume.
Domestic and international studies show that ethanol has a high oxygen content, which helps improve the combustion process of the fuel mixture; therefore, E10 gasoline can help reduce carbon monoxide (CO) and hydrocarbon (HC) emissions by up to 20% compared to traditional mineral gasoline.
E10 gasoline is also considered an engine-friendly fuel and when widely applied, it will completely replace E5 RON92, RON95-III, RON95-IV gasoline.
Regarding the supply of E10 gasoline, the country currently has 6 ethanol factories, of which 2 factories are operating in Dong Nai and Quang Nam (old) producing about 100,000 m³ per year. If all 6 factories come into operation, the production scale is estimated to reach 500,000 m³.
