According to a quick report from the Standing Office of the Steering Committee for Disaster Prevention and Search and Rescue of Thai Nguyen province, on September 8th and the early morning of September 9th, forces were mobilized to reinforce 5 dike and embankment locations (170m) to ensure flood control capacity.
In agriculture, the area of rice and other crops currently suffering damage is very large. Specifically, 113,593 hectares of rice fields have been flooded and damaged; concentrated in provinces such as: Hai Phong 7,005ha; Thai Binh 18,000ha; Hanoi 15,563ha; Hung Yen 12,119ha; Hai Duong 18,500ha; Ha Nam 11,220ha; Lang Son 3,688ha; Bac Giang 4,822ha; Bac Ninh 9,601ha; Vinh Phuc 6,000ha…).
The area of crops flooded and damaged reached 22,047 hectares. Of this, the most damage was in Hoa Binh with 4,193 hectares, Thai Binh with 3,345 hectares, Bac Ninh with 2,293 hectares, Hai Duong with 2,900 hectares, and Hanoi with 1,205 hectares…
The area of damaged fruit trees reached 6,887 hectares (an increase of 1,860 hectares compared to the report on September 7th); concentrated in Hai Phong, Thai Binh, Hung Yen, Hai Duong, etc.
As of September 9th, statistics show that 121,668 trees have been broken or uprooted. Of these, 24,807 trees were in Hanoi.
The number of aquaculture cages at sea that were damaged or swept away is over 1,500 (an increase of 384 cages compared to the report on September 7). Of these, Quang Ninh suffered the greatest damage with 1,000 cages damaged or swept away.
Twenty-five boats of various types sank at their moorings in Quang Ninh.
In addition, 79 head of livestock and 190,131 poultry were damaged; the majority of poultry losses were concentrated in Hai Duong province, with over 186,000 birds affected.
Due to the influence of Typhoon No. 3, it is forecast that over the next 6 days, the water level on the Luc Nam River will continue to rise and is likely to peak at 6.80m at the Luc Nam station, 0.5m above alarm level 3, before receding. Over the next 6-12 hours, the water level on the Thao River will continue to rise and is likely to peak at 34.10m at the Yen Bai station, 2.1m above alarm level 3, before slowly receding.
Warning: From September 9th to 11th, a flood is expected on other rivers in the Northern region. During this flood, the peak water levels on small rivers in the northern mountainous provinces, especially in Lang Son, Cao Bang, Bac Kan, Bac Giang, Lao Cai, Yen Bai, Hoa Binh, and Son La, will reach alarm levels 2-3, with some rivers exceeding alarm level 3.
To ensure the safety of dikes and embankments, on September 8th, the Department of Dike Management and Disaster Prevention and Control, Ministry of Agriculture and Rural Development, issued document No. 890/DD-QLDD to the Departments of Agriculture and Rural Development of the provinces and cities of Thai Nguyen, Phu Tho, Vinh Phuc, Bac Giang, Bac Ninh, Hanoi, Ninh Binh, and Thanh Hoa regarding responding to floods caused by Typhoon No. 3 to ensure the safety of the dike system.
Specifically, note the following points: Inspect, review, and practically implement the plan for protecting critical dike sections according to the "four on-the-spot" principle; prepare forces, materials, vehicles, machinery, and equipment for dike protection, promptly handling any incidents from the very beginning, ensuring the safety of the dike systems.
Strengthen inspection of dike systems, strictly implement patrol and guard duties to protect dikes during the rainy season and floods in accordance with the Law on Dikes and the guidelines of the Ministry of Agriculture and Rural Development.
Closely monitor rainfall, flood levels on river banks, and the condition of dikes, and promptly report any dike incidents to the Department of Dike Management and Disaster Prevention and Control for coordinated action.
