According to a quick report from the Standing Office of the Steering Committee for Natural Disaster Prevention and Search and Rescue of Thai Nguyen province, on September 8 and early morning of September 9, forces were mobilized to reinforce 5 dyke and embankment locations (170m) to ensure flood protection.
Regarding agriculture, the area of rice and crops is currently suffering huge damage. Specifically, 113,593 hectares of rice are flooded and damaged; concentrated in the provinces such as: Hai Phong 7,005 hectares; Thai Binh 18,000 hectares; Hanoi 15,563 hectares; Hung Yen 12,119 hectares; Hai Duong 18,500 hectares; Ha Nam 11,220 hectares; Lang Son 3,688 hectares; Bac Giang 4,822 hectares; Bac Ninh 9,601 hectares; Vinh Phuc 6,000 hectares...).

Statistics as of September 9 show that 121,668 trees have fallen. Of these, 24,807 trees have fallen in Hanoi.
The number of aquaculture cages at sea damaged or swept away is over 1,500 (an increase of 384 cages compared to the report on September 7). Of which, Quang Ninh has the greatest damage with 1,000 cages damaged or swept away.
There are 25 ships and boats of various types sunk at anchorage in Quang Ninh.

Due to the impact of storm No. 3, it is forecasted that in the next 6 days, the flood on Luc Nam River will continue to rise and is likely to peak at 6.80m at Luc Nam station, 0.5m above alert level 3, then it will decrease. In the next 6-12 hours, the flood on Thao River will continue to rise and is likely to peak at 34.10m at Yen Bai station, 2.1m above alert level 3, then it will slowly decrease.
Warning: From September 9 to 11, there will be a flood on other rivers in the Northern region. During this flood, the flood peak on small rivers in the northern mountainous provinces, especially in Lang Son, Cao Bang, Bac Kan, Bac Giang, Lao Cai, Yen Bai, Hoa Binh, Son La provinces, will rise to alert level 2 - alert level 3, with some rivers above alert level 3.
To ensure the safety of dikes, on September 8, the Department of Dike Management and Natural Disaster Prevention and Control, Ministry of Agriculture and Rural Development issued Document No. 890/DD-QLDD to the Departments of Agriculture and Rural Development of the provinces and cities: Thai Nguyen, Phu Tho, Vinh Phuc, Bac Giang, Bac Ninh, Hanoi, Ninh Binh, Thanh Hoa on responding to floods caused by storm No. 3 to ensure the safety of the dike system.
In particular, note some contents such as: Check, review and implement in practice the protection plan for key dike points according to the 4 on-site motto; prepare forces, materials, means, machinery and equipment to protect the dikes, promptly handle incidents that occur from the first hour, ensuring safety for the dike routes.
Strengthen the inspection of the dike system, strictly carry out patrolling and guarding to protect dikes during the flood season in accordance with the provisions of the Law on Dikes and instructions of the Ministry of Agriculture and Rural Development.
Closely monitor the development of rain, flood levels on river banks and the situation of dikes, promptly report dike incidents to the Department of Dike Management and Natural Disaster Prevention and Control for coordination and direction of implementation.
