Preparations are underway for the Government Party Congress.

On the morning of March 9th, the Secretary of the Government Party Committee and Prime Minister Pham Minh Chinh chaired a meeting of the Standing Committee of the Government Party Committee.

At the conference, the Government Party Committee announced the Politburo 's decision appointing members, Chairman, and Vice-Chairman of the Government Party Committee's Inspection Committee for the 2020-2025 term.

The Party Committee of the Government discussed the situation regarding the guidance and preparation for the Party congresses at all levels leading up to the first Party Congress of the Government, term 2025-2030. This included reviewing the preparations for the congresses of Party Committees under the Government Party Committee, and planning the establishment of subcommittees to serve the Party Congress of the Government for the term 2025-2030; and considering the plan for publicizing the Party Congress of the Government.

The Standing Committee of the Government Party Committee also assessed the implementation of work according to the work program of the 1910 Inspection Team of the Politburo and the Secretariat; discussed the development of the Government Party Committee's inspection and supervision program for 2025; the consolidation of the agencies assisting the Government Party Committee; and several other important issues.

Giving specific feedback on the contents, Prime Minister Pham Minh Chinh highly appreciated the preparation work and the heartfelt, responsible, and high-quality opinions of the members of the Standing Committee of the Government Party Committee.

Regarding the establishment of subcommittees to serve the Party Congress of the Government for the 2025-2030 term, the Prime Minister noted that the subcommittees must ensure appropriate structure, composition, and personnel, linked to their functions and professional duties, ensuring in-depth understanding to make the best contributions and fulfill the subcommittee's tasks; and establish a permanent working group and support team for the subcommittees.

The Secretary of the Government Party Committee requested that the establishment and assignment of tasks to the working group directing the congresses of Party committees under the Government Party Committee be consistent with the professional leadership responsibilities of the Party Committee and the Government towards Party committees, ministries, ministerial-level agencies, and agencies under the Government.

Regarding the propaganda and inspection and supervision work of the Party Committee of the Government, the Prime Minister requested that it closely adhere to and concretize the Party's guidelines and policies, but with a focus on key areas, concentrating on the functions, tasks, and powers of the Government and the Party Committee of the Government, especially the current priorities and key areas of direction and management. These include improving institutions, decentralizing power, reviewing and reducing administrative procedures, promoting growth, disbursing public investment capital, developing social housing, eliminating temporary and dilapidated houses, and implementing key transportation projects…

The Prime Minister requested the agencies assisting the Party Committee of the Government to continue finalizing documents and drafting programs and plans for the Standing Committee and the Party Committee's Executive Board to consider; and to urgently continue consolidating the organization and working regulations of the agencies assisting the Party Committee of the Government in accordance with the Central Committee's directives and the Party's and Politburo's regulations.

The Prime Minister emphasized that the Party Committee, the Government, and the entire country will continue to simultaneously carry out many important tasks such as continuing to reorganize the political system's apparatus; promoting growth; drafting documents and preparing for the organization of Party congresses at all levels; and commemorating major national holidays…

Therefore, the Standing Committee members and the agencies assisting the Party Committee of the Government should continue to proactively promote the spirit of self-awareness, self-reliance, and self-strength in fulfilling the tasks assigned by the Party, the State, and the people.

The Party Committee of the Government has agreed on a two-tiered model for local government.

After hearing the report from the Ministry of Interior and the opinions of the delegates, the Standing Committee of the Government Party Committee unanimously agreed on a two-tiered model of local government, namely the provincial level and the grassroots level.

The government operates with a streamlined and flexible system.

The government's organizational structure, after being streamlined, now comprises 14 ministries and 3 ministerial-level agencies. From March 1st, this system officially came into operation with many innovations in management.
