Standardize procedures and process non-administrative records

Data connectivity, process standardization and simplification, and integration into the digital environment are necessary conditions for Ho Chi Minh City to handle all non-administrative boundary records by 2025.

In July 2025, the Ho Chi Minh City Party Committee and People's Council organized many delegations to survey the actual operation of two-level local government in wards and communes and recorded a number of issues arising in the application of information technology and administrative activities.

Thanh Nien reporter had an interview with Ms. Vo Thi Trung Trinh, Director of Ho Chi Minh City Digital Transformation Center, to answer questions and solve problems in order to operate the administrative system smoothly on a digital platform, bringing good experiences to both officials, civil servants, people and businesses.

PRIORITIZE DATA CONNECTION

After more than 1 month of operating the 2-level local government model, how do you evaluate the application of information technology and digital platforms in administrative activities?

Ms. Vo Thi Trung Trinh: Initial results show that the information systems ensure operations, direction, and connection from the central level to the city and ward levels, as well as between the Party and the government in the digital environment. The administrative procedure settlement system is also implemented online to better serve the people.

Submit application without boundaries at 38 branches

From August 1, 38 local groups (also known as branches) of the Ho Chi Minh City Public Administration Service Center, located at the public administration service centers of wards and communes, officially received non-administrative boundary records of people and businesses.

According to a survey by Thanh Nien reporters, each branch has 5 reception counters, including personnel from the Department of Agriculture and Environment, Department of Construction, Department of Finance, etc. Computers and equipment are installed by the Ho Chi Minh City Digital Transformation Center, ensuring data synchronization and connectivity. In the early days, the number of applications was not large, and some departments did not send enough personnel to receive applications from people and businesses.

Issued more than 8,000 digital signatures to officials and civil servants

Some wards have reported that they have not yet been given digital signatures to their leaders and civil servants, causing inconvenience when processing documents online. How will this problem be resolved, madam?

Ms. Vo Thi Trung Trinh: Due to the simultaneous issuance and exchange of digital signature information for all agencies, units and individuals nationwide in large numbers, at first not enough were issued, partially affecting work efficiency.

The Digital Transformation Center, authorized by the Ho Chi Minh City People's Committee to carry out the process of issuing and renewing digital signatures, has reduced pressure and partially supported the Department of Digital Certificates and Information Security of the Government Cipher Committee. Up to now, the progress of approving the issuance, renewal and renewal of digital signatures has been faster.

Currently, Ho Chi Minh City alone has issued and changed more than 8,000 digital signatures. We are continuing to coordinate with the Department of Digital Certificates and Information Security to continue to address the needs of the units.

Thanks to early and multiple trainings in online, direct and on-site support, the staff and civil servants are quite proficient in operating. When working in practice, the staff and civil servants also contributed their opinions to help us improve the processes, interfaces and tasks of the systems.

The story of data connection (household registration, land, tax) has not been connected, causing civil servants to waste time processing. Why is this situation and what solutions does Ho Chi Minh City have to handle it in the near future, Madam?

The reason is that the updating and synchronization of data between localities when merging, as well as the data of some ministries and branches must be updated according to the 2-level local government model. Some systems that need connectivity in the process of handling records are not really guaranteed. In particular, some specialized databases such as household registration, tax, business registration, and land data are still slow to synchronize, affecting the connectivity of public services.

Currently, the ministries are upgrading and perfecting the specialized systems. We are coordinating with specialized departments and information technology agencies of the ministries to connect records. Up to now, the land data has basically completed the data connection, and the civil status sector has also been synchronized by the Ministry of Justice . We are urgently coordinating to make the connection with the systems more stable.

Currently, civil servants processing business registration applications must use two systems, including the Ho Chi Minh City administrative procedure information system and the Ministry of Finance 's business household registration system, but the Ministry of Finance's system often has errors. How will Ho Chi Minh City overcome this problem?

We are actively working to connect the two systems together soon. Once the connection is completed, the processing of officials and civil servants will be more convenient and faster. In the near future, we will connect with ministries and branches through the National Data Center to connect data, reduce administrative procedures, and deploy the entire data process.

Ho Chi Minh City aims to implement 100% of administrative boundary-free procedures by 2025. Could you please share more about the key tasks to achieve this goal?

The Ho Chi Minh City People's Committee has issued a list of administrative procedures under the jurisdiction of departments, branches, and commune-level People's Committees, regardless of administrative boundaries, in phase 1. Departments, branches, wards, and communes are standardizing and simplifying administrative procedures, ensuring consistency, ease of implementation throughout the city, and good integration into the digital environment.

At the same time, the administrative procedure settlement system is configured and adjusted to suit non-territorial administrative procedures. Ho Chi Minh City will pilot it first, then expand it.

In addition, Ho Chi Minh City also continues to train and coach reception staff at commune-level public administrative service centers; assign personnel from specialized departments to support commune-level public administrative service centers, deploy convenient and supportive services such as public postal services and public service agents; regularly conduct propaganda and mobilization so that people can confidently participate in using non-territorial public administrative services.

From now until the end of 2025, which information systems and applications will the Digital Transformation Center put into operation and upgrade to bring more convenience to people, as well as facilitate the management of a megacity with a larger land area and a larger population than before?

Ho Chi Minh City continues to upgrade and perfect the administrative procedure settlement information system to suit the context of increasingly connected and interconnected data; connect specialized data of units across the city after the merger so that the shared data warehouse is more complete; provide in-depth training for officials and civil servants to effectively exploit digital platforms.

At the same time, build a Ho Chi Minh City Digital Government platform to serve the management and operation of city leaders and serve the connection of operational software of civil servants through a single login portal.

The Ho Chi Minh City Digital Transformation Center will coordinate with the National Data Center to connect national data and ministry data to better serve the people. Currently, we are coordinating the connection, integration, and synchronization of two-way data between the National Data Center and the Ho Chi Minh City Data Center.

The shared digital map of Ho Chi Minh City will be upgraded and have more layers of data, covering new administrative boundaries to serve people and businesses. The Digital Transformation Center also coordinates with departments and branches to develop more utilities to serve people on the Ho Chi Minh City Digital Citizen application, especially in the fields of health, education, social security, urban information, etc.

To improve knowledge and skills in digital transformation for people, the Center will coordinate with the Department of Science and Technology and the Vietnam Fatherland Front Committee of Ho Chi Minh City to implement measures and solutions to effectively implement "Digital Education for All".
