(Chinhphu.vn) - Heavy rains from upstream caused rivers in Hue City to rise rapidly on October 27th. At 2 PM, water levels on the Bo River exceeded the historical mark of 2000, and the Perfume River was close to the peak flood level of 1999, submerging the city center of Hue in water.
