
On the afternoon of May 26th, Mr. Ha Huu Dung, Vice Chairman of the People's Committee of Tam Thang Ward, Ho Chi Minh City, stated that they had received reports from residents about cracks on the 16th floor of the PVC-IC Diamond apartment building (also known as Lapen Center) and had dispatched officials to survey and record the situation. This 36-story building (including 2 basement levels) contains 480 apartments and was put into use in 2019.
According to a reporter from Nhan Dan Newspaper, a crack has appeared on the outside of apartment 16.17, on the 16th floor. This is a vertical crack, located on the wall facing 30/4 Street. Connected to this crack is a horizontal section of wall where the plaster applied to the exterior has peeled off. A section of the wall inside this apartment is also similarly affected.

Previously, in July 2025, apartment 16.08 (also on the 16th floor) of this building experienced cracking, but it was a horizontal crack. In addition, observations on the 16th floor of the building revealed several other areas showing signs of peeling paint.
Following the incident, the developer invited a company to inspect the safety level.

By March 2026, the ward authorities had announced the inspection results. According to these results, the localized damage to the exterior wall of apartment 16.08 can be concluded to be primarily due to deformation of the main structure combined with the effects of temperature and weather conditions. In addition, the exterior wall is directly exposed to temperature changes, sunlight, rain, and day-night temperature fluctuations, especially on higher floors.
However, load-bearing capacity tests of the floor showed that it still meets the allowable load capacity. The testing unit also proposed several solutions to ensure the safety and stability of the apartment building.
