Information from the State Steering Committee for important national programs, works and projects, key energy sector projects, Lot B and Blue Whale gas power projects are being accelerated.
Lot B - O Mon project chain is being implemented comprehensively
Accordingly, for the Block B gas field project, from March 2024, PVN and related parties have officially signed commercial agreements. PVN has also negotiated the electricity price plan and the power purchase agreement (PPA) for the O Mon 4 thermal power plant; negotiated the O Mon 2 GSA...

For the Block B - O Mon gas pipeline project, there is now a policy framework for site clearance compensation, and notification to localities where the pipeline passes through such as Can Tho, Kien Giang, and Ca Mau to have a plan for compensation and resettlement support.
PVN has also issued a decision approving the plan to select contractors to adjust the project and is currently selecting contractors.
According to PVN, up to now, the Block B - O Mon project chain has entered the overall implementation phase, synchronizing the EPCI#1 package, EPCI#2 package, and 3D seismic acquisition, completing about 71% of the workload.
For power plant projects using Lot B gas, including the O Mon 1 thermal power project with a capacity of 2x330MW, using FO oil, the operating management unit EVNGENCO2 is currently preparing a feasibility study report on the plan to convert the plant to using Lot B gas fuel.
With the O Mon 2 project with a capacity of 1,050MW, gas and electricity purchase and sale contracts are being negotiated.
The O Mon 3 gas-fired power project with a capacity of 1,050 MW is also selecting a consultant to prepare a feasibility study (FS) report, submitting it to the Prime Minister for approval of the ODA loan proposal from Japan; the O Mon 4 Thermal Power Project with a capacity of 1,050 MW is carrying out procedures to approve the project bidding plan.
Difficulties in implementing these projects were pointed out as the policy mechanisms on mobilizing and operating the power system for gas-fired power plants were not synchronized; the proposal to borrow ODA capital from Japan had not been approved; and compensation and site clearance work was prolonged.
Blue Whale mine development plan depends on resolving problems
For the Blue Whale gas-power project chain, ExxonMobil said it is still updating the oil and gas field development plan. However, the submission of the plan depends on the progress of resolving project issues, including issues related to Ky Ha port and the pipeline passing through Chu Lai airport.
For power projects, including Central Thermal Power Plant 1 and 2 (capacity 2x750MW), gas supply progress is still pending for approval;
Dung Quat 1 and 2 Thermal Power Plants (capacity 2x750MW), the time of gas supply from Ca Voi Xanh mine for appraisal has not been determined; Dung Quat 2 Project (750MW) is currently negotiating contracts...
The difficulty in implementing these project chains is that the progress of upstream projects is unclear, making it difficult to implement investment procedures; land lease procedures...
Responding to voters' petitions on these projects, the Ministry of Industry and Trade said that these are key projects that play an important role in promoting economic development, so the Ministry of Industry and Trade is coordinating with units to remove difficulties and promote the progress of project implementation.
The Block B gas project has an investment scale of about 12 billion USD. When exploited, it can provide additional natural gas resources (estimated at about 5 billion m³ of gas/year) for the cluster of 4 power plants in O Mon for more than 20 years.
With the Blue Whale project, the total expected recoverable reserves are 248 billion m³ of raw gas (~150 billion m³ of hydrocarbon gas). During the stabilization period, about 7 billion m³ of raw gas will be supplied annually to downstream electricity consumers.
