National Digital Transformation: From Initiation to Acceleration, Towards Real Value

Five years after the Government issued the National Digital Transformation Program to 2025, with a vision to 2030, the digitalization journey in Vietnam has spread widely. From the central to local levels, from state agencies to businesses and citizens, digital transformation has become an inevitable trend and the main current in national development.

Permanent Deputy Minister Vu Hai Quan delivered the opening speech at the program celebrating National Digital Transformation Day 2025.

The foundation has been firmly laid.

In his opening remarks at the National Digital Transformation Day 2025 celebration program, the Permanent Deputy Minister of Science and Technology , Vu Hai Quan, emphasized: After 5 years of implementing the National Digital Transformation Program, Vietnam has moved past the initial phase and is entering the acceleration phase.

The Deputy Minister stated that, from its initial hesitant steps, digital transformation is now present in daily life, in every service, every production and business activity, and every administrative procedure. From VNeID and online transactions to familiar utilities like Zalo, e-wallets, and the Public Service Portal, people have truly felt the benefits that digital transformation brings. In the initial phase, the focus of the Program was on raising awareness, building infrastructure, platforms, and basic digital services. The results achieved are an important foundation for the next stage of development.

Digital infrastructure has developed strongly. Broadband telecommunications networks have reached 99.3% of villages and hamlets nationwide; average mobile internet speeds have reached 146.64 Mbps, ranking 20th in the world; and 5G networks have been deployed with 26% coverage. This provides a solid foundation for Vietnam to enter a period of explosive growth in digital services and the digital economy .

Digital government has made significant progress. The rate of online public services used by citizens has increased sharply, with nearly 40% of applications processed online through the entire process reaching nearly 40%, nine times higher than in 2019. According to the United Nations, Vietnam's digital government ranking has risen 15 places compared to the previous announcement (2022), reflecting efforts to build an e-government, moving towards an effective and people-oriented digital government.

The digital economy has become a crucial growth driver. Revenue from the IT industry in 2024 is projected to reach approximately 2,772 trillion VND (equivalent to 118 billion USD), a 24% increase compared to the previous year. Exports of hardware and electronics are expected to increase by 29%. The digital economy currently contributes 14-15% to GDP and is moving towards a target of 20% by 2025. These figures demonstrate that the digital sector has truly become a new pillar of the economy.

Many national digital platforms have been put into use, creating breakthroughs in governance and serving the people. In particular, the COVID-19 pandemic was a "once-in-a-century impetus" that accelerated the digitalization process, leading to the formation of a series of important platforms such as the Government's online meeting system, the national population database, the land database, and the National Public Service Portal. Along with this, the electronic identification and authentication infrastructure has been established, creating a foundation for people to conduct online transactions safely and conveniently.

Alongside this, the institutional framework and policies on digital transformation are becoming increasingly完善 (perfected). From Resolution No. 57-NQ/TW of the Politburo to the digital transformation programs and plans of ministries, sectors, and localities, along with the development of the Law on Digital Transformation, all demonstrate the political system's determination to create a solid legal framework for the comprehensive digitalization process.

"These results show that the foundation for national digital transformation has been fundamentally established. From infrastructure and services to institutions, we are ready to enter a new phase with greater determination and more decisive action," Deputy Minister Vu Hai Quan emphasized.

Phase 2026–2030: Focus on creating value

According to Permanent Deputy Minister Vu Hai Quan, the period 2026–2030 will be a period of deeper and broader digital transformation, focusing on measurable socio-economic value. If the period 2020–2025 was the "foundation-building" phase, then the next phase will be about "accelerating and optimizing".

Permanent Deputy Minister Vu Hai Quan clearly stated: "The highest goal of the second phase of digital transformation is to translate the achievements of digitalization into economic growth, enhance productivity and national competitiveness; improve governance efficiency and decision-making quality at all levels. In other words, we must aim for the ultimate result, measured by the benefits brought to the people, businesses, and the economy."

"A strong shift from mindset to action, from digitalization to creating digital value."

In his remarks, Deputy Prime Minister Nguyen Chi Dung acknowledged and highly appreciated the achievements made over the past five years, while also highlighting bottlenecks that need to be addressed promptly.

"Many mechanisms and policies are not synchronized, do not meet international standards, and have not kept pace with the development of science and technology. Digital infrastructure and data are still fragmented, and data sharing between agencies is limited. There is a shortage of digital human resources, especially high-quality human resources. Many localities and small businesses have not yet accessed the benefits of digital transformation; in some places, the approach is still superficial, driven by trends, and the effectiveness has not reached the people."

Deputy Prime Minister Nguyen Chi Dung affirmed that if the issues are not addressed promptly, the national digital transformation process will be hampered. "It's time for us to shift strongly from mindset to action, from digitalization to creating digital value, and to turn actions into tangible results," the Deputy Prime Minister emphasized.

Highly appreciating the theme for Digital Transformation 2025 chosen by the Ministry of Science and Technology, "Faster, more efficient, closer to the people," Deputy Prime Minister Nguyen Chi Dung affirmed: "This is the spirit that the entire system needs to grasp: speed as the decisive factor, efficiency as the goal, and the people as the center, the subject, the target, and the resource."
