Hanoi leads the country in digital transformation, Cao Bang is at the bottom of the list

On the morning of October 21, at the program to celebrate National Digital Transformation Day 2025, the Ministry of Science and Technology announced the ranking of digital transformation levels in 2024 in provinces and centrally run cities.

Accordingly, among the 34 provinces and cities after the merger, Hanoi City leads with a DTI (Digital Transformation Index) value of 0.8241. Hue City ranks second with a DTI value of 0.7951. The following provinces and cities are Hai Phong City and Ho Chi Minh City, respectively.

Notably, Thanh Hoa, Dien Bien , and Ha Tinh hold the 5th, 6th, and 7th positions with DTI values ​​close to those of large provinces and cities.

Cao Bang, Quang Tri and Hung Yen are the three localities at the bottom of the table with DTI values ​​ranging from about 0.5 to nearly 0.6.

If we consider the index before the merger, the rankings will change significantly between provinces and cities - with Ho Chi Minh City in the top position and Da Nang City holding the second position. After the merger with Quang Nam, Da Nang City dropped to 17th position. The following positions still belong to big cities such as Hai Phong City, Hanoi City and Hue City.

Sharing with the staff at 34 live TV broadcast points of the People's Committees of provinces and cities, Mr. Nguyen Hoang Quy, Party Secretary, Chairman of the People's Council of Bai Chay Ward, Quang Ninh Province - one of the units honored for its outstanding achievements in digital transformation - affirmed that digital transformation " can only be successful if people are the center ".

Immediately after 1 month of implementing the 2-level local government, Bai Chay ward launched and implemented the 30-day peak campaign "Digital Education for the People" following the call of General Secretary To Lam.

During 30 days and nights, the ward organized 30 training courses with more than 5,000 participants in neighborhoods and businesses with the spirit of "those who know teach those who don't know". Many innovative and highly practical models such as "Digital Shock Team", "Digital Transformation Youth Club", "Digital Family"... were launched and implemented.

Up to now, 100% of the ward's cadres, civil servants, public employees and workers have used AI applications proficiently and effectively to handle their work. Bai Chay Ward has completed the transformation from "administrative management" to "results-based governance", helping the government become "more effective".

Mr. Quy shared that the results of the “30 days and nights” campaign far exceeded initial expectations. Many elderly people can book medical appointments online and pay their electricity and water bills with e-wallets. Small businesses apply their skills to promote products on social networks and use QR codes for tourists to pay...

According to the report of the Ministry of Science and Technology, in the first 5 years (2020-2025), Vietnam has achieved achievements in all sectors, fields and localities. Specifically, the digital government with 80% of public services has been completely processed in the digital environment; the digital economy accounts for nearly 20% of GDP; a digital society with 100 million digital citizens has been formed; digital technology has been and is being popularized to every village and household.

In the next 5 years, the country will focus on 5 fundamental transformations: From digital awareness to digital capacity; from online public services to smart government; from digital enterprises to digital economy; from people using to people owning; from data digitization to open data.

The annual DTI index is considered an important basis reflecting the level of readiness and effectiveness of digital transformation implementation nationwide. In 2024, Vietnam's DTI value reached 0.7955 points, an increase of 8.6% compared to 2023. The goal by 2025 is that Vietnam will be in the group of 50/193 leading countries in e-Government EGDI.

According to statistics of the Ministry of Science and Technology:

- 80% of the adult population has a smartphone

- 80% of the population aged 15 and over have payment transaction accounts

- More than 50% of the adult population has a digital signature or electronic signature

- More than 70% of working-age people are trained in basic digital skills.

- 80% of households are covered by fiber optic broadband internet

- More than 70% of people connected to the Internet are protected at a basic level
