Cooperation to promote strategic technology

On October 21, the International Forum "Expanding Digital Investment: Connecting Europe's (EU) technological advantage with Vietnam's digital future" took place in Ho Chi Minh City.

The event is co-organized by D4D Hub, EU Delegation to Vietnam, AVSE Global and EuroCham Vietnam, in collaboration with the Vietnam Data Association and the Vietnam Software and IT Services Association.

Mr. Bui The Duy, Deputy Minister of Science and Technology (MOST), said that implementing Resolution 57/2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, Vietnam identified digital transformation as the central driving force of socio-economic development, with three main pillars: digital government, digital economy and digital society.

According to Deputy Minister Bui The Duy, in 2025, Vietnam has issued and will issue 10 laws related to science and technology, innovation and digital transformation, creating a clear, transparent and favorable legal corridor for research, development, investment and application of new technologies. At the same time, a list of 11 national strategic technologies will be issued, notably artificial intelligence (AI), blockchain, quantum computing... "Vietnam aims to develop AI responsibly, based on reliable, safe data and serving the public interest. The EU is an important and trustworthy partner with Vietnam in developing responsible digital technology , promoting ethics, privacy and sustainable development" - Mr. Bui The Duy affirmed.

Mr. Nguyen Loc Ha, Vice Chairman of the Ho Chi Minh City People's Committee, said that the city has identified strengthening cooperation with the EU in the fields of digital transformation, high technology and innovation as a suitable direction. With an area of ​​6,770 km² and a population of more than 14 million people, Ho Chi Minh City needs to create a breakthrough growth momentum based on science and technology, innovation and digital economy . The city considers comprehensive digital transformation as an inevitable path for sustainable development, focusing on perfecting institutions, building digital infrastructure and training high-quality human resources, meeting the requirements of the digital economy associated with green transformation.

Ho Chi Minh City leaders said the city wants to cooperate with the European Investment Bank and EU financial institutions to attract high-quality capital to invest in digital infrastructure, high technology, semiconductors and green energy.

Mr. Julien Guerrier, EU Ambassador to Vietnam, commented that Vietnam has great development potential thanks to its favorable geopolitical position, making it an attractive destination for investment capital flows from Europe. The EU wishes to cooperate with Vietnam in cutting-edge technology fields through joint research projects.

Prof. Dr. Nguyen Duc Khuong, Chairman of the Association of Vietnamese Scientists and Experts (AVSE Global), proposed that the Government soon issue specific guidelines on conditions for enjoying incentives in the field of science and technology. At the same time, encourage businesses to allocate 20% of their annual profits for research and development (R&D). Expenses for technology transfer, human resource training or hiring international experts should also be tax deductible to encourage innovation. "If we synchronously implement solutions on tax incentives, R&D, technology transfer, data and training, Vietnam will form a sustainable technology ecosystem," Prof. Dr. Nguyen Duc Khuong expected.

Combining digital infrastructure investment with ensuring data sovereignty

Ms. Kristina Buende, Head of Cooperation Section of the EU Delegation to Vietnam, proposed an effective direction for cooperation in the technology sector, combining investment in digital infrastructure with ensuring data sovereignty. The EU has implemented many technical assistance programs, guarantee and financial mechanisms to reduce risks, encourage banks and funds to invest in digital infrastructure, cybersecurity and green transformation.
