Transfer the task of evaluating and classifying 3-star OCOP products from district level to provincial level

On July 4, Deputy Prime Minister Tran Hong Ha chaired a conference to listen to a report on amending and supplementing a number of contents of Decision No. 148/QD-TTg dated February 24, 2023 of the Prime Minister on promulgating a set of criteria and procedures for evaluating and classifying OCOP products. The conference was connected online from the Government Headquarters bridge to the bridge points of 6 provinces and cities: Hanoi, Ho Chi Minh City, Ha Tinh, Lam Dong, Dong Thap and Thai Nguyen.

Decision No. 148 was signed and issued by the Government on February 24, 2023, replacing Decision No. 1048/QD-TTg dated August 21, 2019. According to Decision 148, the set of criteria and procedures for evaluating and classifying OCOP products has been adjusted and supplemented with requirements to suit the development goals of the OCOP Program for the period 2021-2025 and meet practical requirements in localities such as adding a number of product sets, adjusting the evaluation score structure, procedures, and regulations on evaluation records, classifying OCOP products, etc.

After nearly 3 years of implementing this set of criteria, the OCOP Program has spread strongly, been implemented synchronously and widely in provinces and cities, mobilizing the participation of all levels and sectors from the central to the grassroots level; becoming a priority solution in rural economic development, associated with new rural construction in localities.

However, in the current context when the whole country is operating a two-level local government, some regulations in the OCOP Criteria Set under Decision No. 148 are no longer suitable.

The evaluation and recognition of 3-star OCOP products was previously decentralized to the People's Committees at the district level; the People's Committees at the provincial level evaluated and recognized 4-star OCOP products; the Central Government evaluated and recognized 5-star OCOP products (National OCOP).

Therefore, it is necessary to amend and supplement some contents of Decision No. 148 to suit development practices, meet the needs and desires of subjects and localities after arranging and implementing activities according to the 2-level local government organization model.

Based on the comments of representatives of ministries, branches and localities at the Conference, Deputy Prime Minister Tran Hong Ha requested to temporarily maintain the set of criteria and the process of evaluating and classifying products; only amend the regulations on the evaluation and classification of OCOP products from the previous 3 levels (district level, provincial level, central level) to 2 levels (provincial level and central level) to suit the new local government organization model. Transfer the task of evaluating and classifying 3-star OCOP products from the district level to the provincial level to create stability and avoid disruption during the implementation process; The Ministry of Agriculture and Environment submitted to the Prime Minister for issuance of a new decision on the afternoon of July 4.

The Deputy Prime Minister requested ministries, branches and localities to continue researching and proposing solutions to improve the quality of OCOP products and expand the market for OCOP products to the world.
