Adapt quickly
After nearly 2 months of implementation, despite many difficulties, the team of commune and ward-level cadres in Thai Nguyen province has made efforts to serve the people, contributing to ensuring the operation of the government apparatus is increasingly smooth and effective.
At the Phan Dinh Phung Ward Public Administration Service Center, hundreds of people come to do administrative procedures every day. Currently, the entire volume of procedures is received and processed mainly by 7 specialists of the Center. Despite the large workload, the staff still strives to research and update new regulations to serve the people more and more effectively.
Mr. Phuong Van Quan, a specialist in charge of the judicial sector at the Phan Dinh Phung Ward Public Administration Service Center, shared: After the merger, in addition to regular tasks, the Center also received many procedures transferred from the district and provincial levels such as marriage registration with foreign elements, changing ethnic composition for children, etc.
To meet new requirements, all officials must proactively study regulations and improve their knowledge to ensure that they are both legally and quickly resolved, without delaying people's files.
According to information from the Phan Dinh Phung Ward Public Administration Service Center, from July 1 to August 19, the unit received and processed 4,116 administrative procedure files, all of which were correct and ahead of schedule. Ms. Luong Thi Hong Lam, a resident of Phan Dinh Phung Ward, shared: Since the ward was merged, the paperwork at the Center has been quick and convenient, making me very satisfied.
Duc Xuan Ward Public Administration Service Center currently has 6 staff members, including 1 Deputy Director and 5 specialists. Of the 5 specialists currently in charge of receiving administrative procedures, only 1 person used to work at the district level before the merger, the remaining 4 civil servants are from the old commune level. Therefore, when performing tasks at the Center, the specialists are exposed to many new procedures and tasks for the first time, and must make great efforts to complete their tasks well.

They have made efforts to overcome difficulties and complete their tasks well in the spirit of "working until the job is done, not until the end of the day"...
According to statistics, from July 1 to August 22, Duc Xuan Ward Public Administration Service Center received 1,039 administrative procedure files and forwarded them to competent agencies for processing. Of these, 971 files were processed on time or ahead of schedule, and 68 files are being processed within the prescribed time.
Currently, the Center arranges staff on duty on Saturdays and Sundays to promptly guide people, receive and transfer urgent administrative procedures to specialized agencies, ensuring quick and effective service to people.

Overcome difficulties, meet mission requirements
The workload and tasks have increased many times, even in some areas they are approaching for the first time, but the team of communal-level cadres always strives to serve the people better and better.
In Dong Phuc commune, immediately after the two-level local government model came into operation, the locality quickly completed the organizational arrangement, ensuring uninterrupted administrative activities, no management gaps and serving the people more effectively.
Currently, the commune has 67 cadres, civil servants and public employees from both the Party and the government, of which 28 were transferred from other places: 7 cadres from the provincial level, 8 cadres from Ba Be district (before the reorganization) and 13 cadres from other communes. Since its inception, Dong Phuc commune has received 832 administrative procedure files, all of which were resolved on time and before the deadline.
Mr. Trieu Quang Hung, Chairman of Dong Phuc Commune People's Committee: Currently, Dong Phuc Commune has 20 cadres and specialists who travel daily from home to the commune headquarters to work, of which 12 people have to travel a distance of more than 80km/day. Some cadres live near the commune headquarters but their living and eating conditions are still difficult. However, we always encourage each other to arrange our own family work, overcome all difficulties to complete the assigned tasks well...
Not only trying to approach and handle new tasks, the staff of Dong Phuc commune also had to overcome difficulties in traveling and living because many people were transferred from the provincial, district and other communes to work here. Working and living conditions were still limited, but the sense of responsibility and dedication to serving the people became the motivation for each staff to overcome challenges.

In many mountainous communes of the province, people's lives still face many difficulties, while access to online public services is limited. Therefore, commune-level officials must always be closely and directly involved with the people in performing their work.
For example, Cao Minh is a highland commune, the furthest from the provincial center. The commune was established after merging from the communes of Cong Bang, Co Linh and Cao Tan, including 33 villages with 2,576 households, 12,208 people, of which 1,338 are poor households and 450 are near-poor households; the Mong ethnic group accounts for more than 51% of the population.
Vice Chairman of Cao Minh Commune People's Committee Nguyen Anh Tuan said that many poor and near-poor households do not have smartphones, many villages do not have phone signal or 4G signal, so submitting administrative procedures online is difficult.
Currently, the Cao Minh Commune Public Administration Service Center is still small and lacks some equipment such as scanners, kiosks, and automatic number machines. Therefore, commune officials try to support people when they come to handle procedures, to avoid people having to go back and forth many times.
The commune also arranged 6 ethnic minority officials to guide people through procedures in their own languages. Despite many difficulties, from July 1 to August 22, the commune received 711 applications, including 429 online applications and 281 in person; 684 applications were processed on time, no applications were overdue, and 27 applications are being processed...

In reality, after the merger of administrative units, the workload of commune-level cadres increased many times compared to before. This is both a challenge and an opportunity for grassroots cadres to practice, learn and promote their capacity and qualities to meet the requirements of tasks in the new context.
