Private economic development in Lam Thao - From foundation to breakthrough

Developing the private economy is one of the key and consistent tasks in the socio-economic development strategy of Lam Thao commune. With the available potential, the Party Committee and the commune government clearly define the orientation, proactively issue policies and solutions to maximize private resources, create breakthroughs in economic restructuring and build a civilized and modern urban area.

Leaders of the Party Committee and People's Committee of Lam Thao commune visited and reviewed the production and business situation at Hai Au Textile and Garment Company Limited.

Solid foundation

As a locality with a central location connecting the region, a fairly synchronous traffic infrastructure, a high level of education and good quality of human resources, Lam Thao commune is gradually affirming its role as the nucleus of socio -economic development of the region. In the period of 2020-2025, before the time of administrative boundary merger, the local Party Committee and government identified private economic development as a continuous task, demonstrated by many specific policies and solutions to support business households, cooperatives and private enterprises.

Up to now, the private economic sector in the area has developed strongly in both scale and quality. The whole commune currently has 142 enterprises, 6 cooperatives, 1,559 individual business households operating stably, contributing positively to economic development and increasing local budget revenue. The industry structure is diverse, focusing on areas such as: Industry - handicrafts, trade - services, high-tech agricultural commodities . The contribution of the private sector accounts for a large part of the total commune budget revenue and plays a leading role in job creation. It is estimated that this sector is creating jobs for over 60% of the local workforce, in which many enterprises pay stable incomes of 6-10 million VND/person/month.

One of the typical examples is Viet Chau Company Limited in Lam Thao area. From a sole proprietorship, the enterprise has boldly expanded its scale to the fields of construction, mining and agriculture. Having gone through many difficulties, at times facing the risk of bankruptcy, the enterprise has boldly restructured its operations, expanding high-tech agricultural production on nearly 16 hectares with models of growing bananas for export and raising cows for breeding. Up to now, the enterprise has created jobs for nearly 40 workers with an income of 8 - 10 million VND/person/month.

Mr. Nguyen Quang Dat - Director of Viet Chau Company Limited shared: "During the development process, the enterprise has always received timely support and companionship from the provincial and local levels in the most difficult times. It is the companionship, trust and solutions regarding policies, land, capital... that are the key factors helping us to stand firm and continue to expand production, contributing to the overall development of the commune".

Private economic development also creates a driving force for other sectors. Currently, the industrial and handicraft sector accounts for 55.3% of the economic structure with many strong industries such as fertilizer, textile, mechanical engineering, packaging... Meanwhile, services and trade account for 29.5%, developing in a modern direction, with diverse forms: traditional markets, convenience stores, mini supermarkets, e-commerce, logistics... to meet the diverse needs of the people.

Dat To Seed Agricultural Cooperative produces safely and effectively, attracting more than 100 members to participate, with an average income of about 6 million VND/person/month.

Creating momentum for development

Promoting the results, Lam Thao commune is gradually creating momentum for a new development stage of the private economy. At the same time, proactively identifying the existing problems and challenges that need to be overcome such as: Most private enterprises are still small in scale, with limited financial potential, low management capacity, and difficulty in accessing credit sources and markets. The rate of business households converting into enterprises is still low; the link between production and consumption is still fragmented and lacks sustainability...

Comrade Nguyen Manh Toan - Chairman of Lam Thao Commune People's Committee said: "We identify private economic development as a key and consistent task in the development strategy. The local government is committed to accompanying and removing difficulties so that this area can truly become the driving force for local growth."

At the beginning of the 2025-2030 term, Lam Thao Commune Party Committee issued a specialized Resolution on private economic development, to concretize Resolution No. 68-NQ/TW of the Politburo and Action Plan No. 10-KH/TU of the Provincial Party Standing Committee. The Resolution sets out key targets, emphasizing: Striving to increase the number of newly established enterprises by 25% each year, converting at least 40 individual businesses into enterprises each year, increasing the contribution of the private sector to the budget by 30-35% and creating jobs for 60-65% of the workforce.

To achieve the set goals, Lam Thao will deploy focused and targeted solutions: Strengthening the leadership of Party committees and authorities, putting private economic development into the regular action program of the entire political system; raising social awareness of the role of private enterprises. Strongly reforming administrative procedures, simplifying business registration and investment procedures; ensuring fair and transparent competition among economic sectors. Supporting businesses in terms of premises, production land, capital and science and technology; speeding up the progress of site clearance in planned areas, leasing public land and surplus headquarters to serve production and business. Encouraging individual households to register for business, converting models, supporting training, fostering management skills, promoting trade, connecting markets; prioritizing the development of OCOP products associated with the private economy. Developing a team of local entrepreneurs with social responsibility, business ethics and creative entrepreneurial spirit; Organize regular dialogues to grasp and promptly resolve difficulties for businesses.

With the right strategic orientation, a solid foundation from practice and high political determination, Lam Thao commune is gradually maximizing its potential, promoting the private economy to develop sustainably and effectively, making practical contributions to the process of economic restructuring and realizing the goal of becoming a civilized and modern urban area.
