Mr. Le Ngoc Thuy, Director of CIZIDCO, said that in the role of investor and infrastructure business owner of 3 large industrial parks, namely Bac Chu Lai, Tam Thang and Tam Thang expansion, with a scale of about 740 hectares in Chu Lai Open Economic Zone, the unit has to face many challenges.
For example, the slow progress in issuing land prices; problems in site clearance; and the rearrangement of administrative units affect local coordination and the progress of handling procedures.
From the beginning of the year, CIZIDCO's leaders and staff and employees have closely followed their tasks, maintained stable production and business, accelerated investment progress and attracted new investors.
Production and business results in the first 6 months of 2025, CIZIDCO achieved total revenue of 62,160 million VND, an increase of 14.27% over the same period in 2024.
Paying the State budget 12,044 million VND, an increase of more than 5% over the same period in 2024. Profit after tax reached 11,584 million VND, an increase of 2.25% over the same period in 2024. Paying health insurance and unemployment insurance 1,970 million VND, an increase of nearly 52% over the same period in 2024.
Social security work in the first 6 months reached 359 million VND, an increase of more than 94% over the same period in 2024.
At Bac Chu Lai Industrial Park (total area of 299.6 hectares), it has attracted 33 projects, including 11 FDI projects with a total registered capital of 222.36 million USD, 22 domestic investment projects with a total registered capital of nearly 4,389 billion VND.
CIZIDCO has attracted 3 new investment projects, expanded 1 project and signed an appendix to the land lease contract for the remaining land of 1 project and coordinated to repay the cost of reducing 61.8 hectares in this industrial park.
The total land area of Tam Thang Industrial Park has been leased by the Provincial Economic Zones and Industrial Parks Management Board, including 12 phases, of 159.29 hectares, of which 1.07 hectares (phase 12) has not been signed a contract due to the lack of specific unit prices.
The total area of industrial park land that has been granted a Certificate of Land Use Rights is 158.21 hectares; the total area of leased land is 122.29 hectares (of which 120.12/160.5 hectares is industrial land, with an occupancy rate of 74.8%).
Currently, the industrial land area in this industrial park with infrastructure for lease is about 10.8 hectares.
Breakthrough for Tam Thang Industrial Park expansion
At the expanded Tam Thang Industrial Park (total area of 242 hectares), from 2023 to present, the investor CIZIDCO has actively carried out compensation, site clearance and received handover of 44.99 hectares of site from the locality.
Currently, Hyosung Group (Korea) has registered an investment project to expand the curtain fabric factory with a total investment of 200 million USD and an area of 21 hectares.
In fact, the land use situation and legal procedures at the expanded Tam Thang Industrial Park face many difficulties. Typically, for the land lease phase 1 (32.58ha), the Department of Agriculture and Environment has submitted to the province for approval a specific land price plan and the Provincial People's Committee has issued Document No. 6126 dated June 29, 2025 directing the Department of Agriculture and Environment to continue to complete the plan.
Quang Nam Provincial People's Committee has issued a document directing the Department of Agriculture and Environment to complete related documents to carry out the next steps.
The current status of compensation, site clearance and resettlement work still has many problems. Up to now, the total area approved for compensation and site clearance is 45.41ha, 44.49ha has been completed and handed over, 0.42ha has not been handed over (land does not meet compensation conditions and compensation for the entire plot is proposed).
Up to now, the industrial parks managed by CIZIDCO have attracted 57 investment projects, including 26 domestic investment projects with a total registered capital of over VND4,745 billion; 31 foreign direct investment (FDI) projects with a total registered capital of USD970 million; creating jobs and stable income for nearly 20,000 workers, actively contributing to the socio-economic development of the locality.
The operation of industrial parks is implemented synchronously and effectively, including: ensuring security and order, environmental sanitation, fire prevention and fighting, and supporting businesses throughout the investment and operation process.
The Company also fully implements periodic reports related to the business production situation of enterprises in industrial zones, environmental protection, land use management and land price registration periodically in accordance with legal regulations.
