CIZIDCO strives to attract investment.

Chu Lai Industrial Park Infrastructure Development Company Limited (CIZIDCO) has just announced its revenue for the first six months of 2025, reaching over 62 billion VND, an increase of more than 14% compared to the same period last year. Over the past period, the company has strived to accelerate investment progress and attract new investors to industrial parks in the Chu Lai Open Economic Zone.

Investment highlights

According to Mr. Le Ngoc Thuy, Director of CIZIDCO, as the investor and operator of infrastructure for three large industrial parks – Bac Chu Lai, Tam Thang, and Tam Thang Expansion, covering approximately 740 hectares in the Chu Lai Open Economic Zone – the company faces numerous challenges.

For example, the process of issuing land prices is slow; there are obstacles in land clearance; and the reorganization of administrative units affects local coordination and the progress of handling procedures.

From the beginning of the year, CIZIDCO's leadership and all its employees have closely followed their assigned tasks, maintaining stable production and business operations, accelerating investment progress, and attracting new investors.

In the first six months of 2025, CIZIDCO achieved total revenue of VND 62,160 million, an increase of 14.27% compared to the same period in 2024.

Contributions to the State budget totaled VND 12,044 million, an increase of over 5% compared to the same period in 2024. After-tax profit reached VND 11,584 million, an increase of 2.25% compared to the same period in 2024. Health insurance and unemployment insurance contributions amounted to VND 1,970 million, an increase of nearly 52% compared to the same period in 2024.

Social welfare activities in the first six months amounted to 359 million VND, an increase of over 94% compared to the same period in 2024.

The North Chu Lai Industrial Park (total area 299.6 hectares) has attracted 33 projects, including 11 FDI projects with a total registered capital of US$222.36 million and 22 domestic investment projects with a total registered capital of nearly VND 4,389 billion.

CIZIDCO has attracted 3 new investment projects, expanded 1 project, signed an addendum to the land lease contract for the remaining land of 1 project, and coordinated the reimbursement of reduced costs for 61.8 hectares in this industrial park.

The total land area of ​​Tam Thang Industrial Park that has been leased by the Provincial Economic Zones and Industrial Parks Management Board, comprising 12 phases, is 159.29 hectares, of which 1.07 hectares (phase 12) have not yet been contracted due to the lack of a specific unit price.

The total area of ​​industrial park land for which land use right certificates have been issued is 158.21 hectares; the total area of ​​land already leased is 122.29 hectares (of which 120.12/160.5 hectares are industrial land, with an occupancy rate of 74.8%).

Currently, approximately 10.8 hectares of industrial land within this industrial park have infrastructure and are available for lease.

A breakthrough for the expansion of Tam Thang Industrial Park.

At the Tam Thang Expanded Industrial Park (total area of ​​242 hectares), from 2023 to the present, the investor CIZIDCO has actively carried out compensation and land clearance, and has received land handover from the local authorities for 44.99 hectares.

Currently, Hyosung Group (South Korea) has registered an investment project for an expanded curtain fabric manufacturing plant with a total investment of 200 million USD and an area of ​​21 hectares.

In reality, the land use situation and legal procedures at the Tam Thang Expanded Industrial Park are facing many difficulties. For example, regarding the land lease for phase 1 (32.58 hectares), the Department of Agriculture and Environment has submitted a specific land price plan to the province for approval, and the Provincial People's Committee has issued Document No. 6126 dated June 29, 2025, directing the Department of Agriculture and Environment to further refine the plan.

The People's Committee of Quang Nam province has issued a directive to the Department of Agriculture and Environment to complete the relevant documents in order to proceed with the next steps.

The current situation regarding compensation, land clearance, and resettlement still faces many obstacles. To date, the total area for which compensation and land clearance plans have been approved is 45.41 hectares, of which 44.49 hectares have been handed over, and 0.42 hectares remain unhanded over (land that does not meet the compensation criteria and requires compensation for the entire plot).

To date, industrial parks managed by CIZIDCO have attracted 57 investment projects, including 26 domestic investment projects with a total registered capital of over VND 4,745 billion; and 31 foreign direct investment (FDI) projects with a total registered capital of USD 970 million; providing stable jobs and income for nearly 20,000 workers, contributing positively to the socio-economic development of the locality.

The operation of industrial parks is implemented comprehensively and effectively, including: ensuring security and order, environmental sanitation, fire prevention and control, and supporting businesses throughout the investment and operation process.

The company also fully complies with all periodic reports related to its business operations in industrial parks, environmental protection, land use management, and land price registration in accordance with legal regulations.
