At the Hanoi City People's Council's questioning session on the morning of July 3rd, the council's oversight revealed a comprehensive picture of the implementation of discipline and order in Hanoi, highlighting many positive results and existing problems that need to be addressed decisively.

The Hanoi People's Council's oversight confirms that, in recent times, Hanoi has considered the implementation of administrative discipline and order, and the responsibility for performing official duties in state agencies under the city's jurisdiction, as a key task.

The city's Public Administration Reform Index (PARIndex) has consistently ranked among the top 10 provinces and cities nationwide since 2021; In the three years from 2021 to 2023 and the first quarter of 2024, the city processed over 12 million administrative procedures, with the rate of processing ahead of schedule and on time exceeding 99.7%...

Strengthening discipline, order, and responsibility in handling work has created momentum for the capital to complete important and unprecedented tasks. A prime example is the unprecedentedly resolute approach taken in the construction of the Capital Region's Ring Road 4 project.

No other project has been implemented with such a determined spirit as the Ring Road 4 project in the Hanoi metropolitan area.

After one year since the commencement of construction, the parallel road project has reached 37% completion, and the project site preparation is 98% complete.

Strict enforcement of discipline and order has led to initial positive results in handling slow-developing projects funded by non-budgetary sources and using land; a review has identified 712 slow-developing projects.

To date, the city has removed 330 projects, accounting for 46.3%, from the list of slow-moving projects, including: 144 projects where land has been reclaimed, terminated, or stopped; 147 projects where the investors have rectified the situation and put the land into use; and 39 projects that are currently being handled by the People's Courts, investigative agencies, and inspectorates according to regulations…

From the beginning of the 2021-2026 term to the present, the City People's Council has compiled and forwarded 2,201 voter petitions to the City People's Committee for consideration and resolution within its authority. The City People's Committee has considered and responded to all 2,201 petitions within its authority (100% rate); and has focused on resolving 1,777 out of 2,201 petitions, achieving a rate of 80.74%...

There are still limitations and shortcomings.

However, alongside the achievements, there are still some limitations and shortcomings in the implementation of administrative discipline and the performance of official duties in state agencies under the city's jurisdiction.

Discipline and order in the performance of official duties are not truly strict in some places; in some exceptional cases, there are signs of laxity, avoidance, and shirking of assigned responsibilities, manifesting as a "retreating" mentality, fear of making mistakes, and fear of responsibility.

Some officials, civil servants, and employees still violate regulations, fail to comply with discipline and order, and even break the law. All these manifestations lead to many of the city's projects being implemented slowly and ineffectively.

Many city projects and works are included in the public investment plan, but the implementation progress remains very slow, such as the Chau Can Waste Treatment Plant project in Phu Xuyen district and the Nui Thoong Waste Treatment Plant project in Chuong My district, which have not been implemented for many years after being approved.

Four major parks included in the renovation and upgrading plan – Thu Le, Thong Nhat, Bach Thao, and Hoa Binh – are behind schedule; after 7 years since the plan was announced, Chu Van An Park in Thanh Tri district remains just a large, messy lawn, a dumping ground for waste and debris…

In addition, some projects funded outside the state budget are experiencing delays; the rectification of fire safety violations is still unsatisfactory; and underground parking projects are progressing slowly…

Notably, many public assets that the City People's Council recommended be dealt with remain at a standstill, such as the building at 35 Dien Bien Phu Street, which the City People's Committee assigned the Department of Construction to lead in advising on its handling, but the process is still incomplete.

The building at 281 Doi Can Street was converted into a level 4 factory building, which was then leased to other organizations and individuals for use as a supermarket, auto repair garage, warehouse, etc. This issue was questioned by the People's Council in July 2022, but after the questioning session, the structures were not only not dealt with, but were also renovated and upgraded to look bigger and more attractive...

In addition, according to the City People's Committee's report on resolving voters' petitions, 424 out of 2,201 petitions are still being addressed, accounting for 19.26%. There are 19 specific petitions with legal basis that need to be addressed to ensure the rights of voters from 2021; and 78 petitions from 2022 to the present that have not been addressed and have dragged on .
