The "green channel" mechanism for social housing development.

Developing social housing for low-income groups, workers, laborers, officials, civil servants, and members of the armed forces is a policy that receives special attention from the Party and the State, carrying profound humanitarian significance. All levels and sectors of Son La province have been focusing on implementing this policy, with preferential mechanisms and policies to attract investment, remove obstacles, and are determined to achieve the target of social housing development in the province.

Housing improvement policy for low-income earners

In implementation of Decision No. 338/QD-TTg dated April 3, 2023, of the Prime Minister approving the Project "Investing in the construction of at least 1 million social housing units for low-income earners and industrial park workers in the period 2021-2030," on January 12, 2026, the Government issued Resolution No. 7/NQ-CP assigning targets for social housing development to localities in the period 2026-2030. Accordingly, Son La was assigned a target of completing 3,900 social housing units from 2026 to 2030, including: 100 units in 2026, 900 units each in 2027 and 2028, and 1,000 units each in 2029 and 2030.

The Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have focused on leading and directing the implementation of the social housing development program. The Steering Committee for Social Housing Development in Son La province and its working regulations were established. The Provincial People's Council approved, and the Provincial People's Committee implemented, the Son La Provincial Housing Development Program until 2030; the Provincial People's Committee approved the Son La Provincial Housing Development Plan for the period 2026-2030. The Department of Construction advised the Provincial People's Committee to issue Decision No. 70/2025/QD-UBND dated July 26, 2025, promulgating regulations on the subjects and conditions for purchasing, renting, and lease-purchasing social housing in Son La province. Eligible individuals for purchasing, renting, or lease-purchasing social housing in Son La province are those specified in Clauses 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, and 11 of Article 76 of the 2023 Housing Law, such as: people with meritorious services to the revolution; poor and near-poor households; low-income individuals in urban areas; workers, laborers, officials, civil servants, etc. Conditions for purchasing, renting, or lease-purchasing social housing are stipulated in Article 29 of Decree No. 100/2024/ND-CP, such as: not owning a house in Son La province or owning a house but the average floor area per person is less than 15 m2/person…

Mr. Nguyen Van Phuc, Deputy Director of the Department of Construction, said: After the administrative unit reorganization to implement the two-tiered local government model, the Department of Construction continued to advise the Provincial People's Committee to issue Decision No. 77/2025/QD-UBND dated July 31, 2025, stipulating that individuals who own houses but live far from their workplace are eligible for social housing policies (distance of 30 km or more along the shortest road route). The Department of Construction is assigned to lead and coordinate with relevant units to check the list of prospective beneficiaries for purchasing, renting, or lease-purchasing social housing in the project, as submitted by the project investor.

Mr. Nguyen Van Phuc, Deputy Director of the Department of Construction, discussed the social housing development program in Son La province.

The Provincial People's Committee directed departments and agencies to continue reviewing and reforming administrative procedures in order to shorten processing times, simplify processes, implement "priority lanes" and "green lanes" mechanisms, and simultaneously implement procedures related to investment, land, planning, and construction; and to strengthen the application of digital transformation and ensure transparency of information to attract investors.

Currently, the Provincial People's Committee has announced information on 4 projects identified for investment in social housing construction in Son La province in Decision No. 2745/QD-UBND dated November 4, 2025. Three investors have proposed projects, totaling 1,498 social housing units. The Department of Construction is coordinating with relevant departments, agencies, and units to conduct appraisals and plans to submit the investment policy to the Provincial People's Committee for approval and assignment of investors. The social housing projects are expected to commence construction in May 2026.

Pham Gia Tay Bac Joint Stock Company is one of the units actively implementing investment in social housing development in Son La. Mr. Pham Tien Dat, Chairman of the Board of Directors of the company, shared: The company is proposing a social housing investment project in Group 9, Quyet Thang, To Hieu Ward, with a total project land area of ​​4,700 m²; constructing a 12-story building with 1 basement floor, totaling 160 social housing units, with areas ranging from 37.9 m² to 70 m², at an initial construction cost of 16 million VND/m² of floor area. The investment project is currently being appraised by the Department of Construction and seeking opinions from relevant sectors. During the implementation process, we have received support and favorable conditions from various departments and agencies in resolving administrative procedures.

In addition, the Department of Construction has advised the Provincial People's Committee to adjust the Son La Provincial Housing Development Program until 2030; and to issue the Son La Provincial Housing Development Plan for the period 2026-2030 to concretize the goals and targets of housing development in each stage; serving as a basis for organizing implementation, attracting investment and mobilizing resources to develop various types of housing, including social housing, in accordance with the actual conditions of the locality. Currently, there are 5 housing construction investment projects that have been approved for investment, including approximately 855 social housing units, with a total land area of ​​approximately 58,402 m², in the following projects: Project No. 2 Ho Tuoi Tre Urban Area, with approximately 72 social housing units with a total land area of ​​approximately 6,098 m²; The Moc Chau Model Urban Area project includes approximately 320 social housing units with a total land area of ​​approximately 21,154 m²; the New Urban Area project adjacent to the key tourist center in Van Son ward includes approximately 226 social housing units with a land area of ​​approximately 15,121 m²; and the Urban Area project along Ang stream includes approximately 182 social housing units with a land area of ​​approximately 12,167 m².

Untangling bottlenecks and promoting the development of social housing.

Currently, the Government has issued Decree No. 192/2025/ND-CP dated July 1, 2025, detailing some provisions and measures for implementing Resolution No. 201/2025/QH15 dated May 29, 2025, of the National Assembly on piloting some specific mechanisms and policies for the development of social housing, which has removed bottlenecks and promoted the development of social housing. However, the development of social housing in Son La faces some difficulties and obstacles: Regarding the identification of areas within the administrative boundaries of wards in the province where apartment buildings must be constructed, according to Resolution No. 66.15/2026/NQ-CP dated February 13, 2026, of the Government, social housing in wards of the province must be apartment buildings. Several social housing projects have been announced by the Provincial People's Committee (currently, interested investors are proposing types of social housing that include both detached houses and apartment buildings). Shortcomings in determining whether housing construction investment projects must build housing for sale, lease-purchase, or rental in Type II and Type III urban areas: Due to the implementation of a two-tiered local government model, housing construction investment projects in communes that were Type IV and Type V urban areas before July 1, 2025, are now transitioning to Type III urban areas. This leads to confusion in determining whether a project must build housing (100% housing construction, no land plots) and whether it must fulfill social housing obligations (requiring at least 20% of the total residential land area for social housing development), hindering investment attraction. Furthermore, compensation and resettlement costs are high; land clearance is lengthy, leading to delays in handing over land to investors. Furthermore, construction costs are high due to the mountainous terrain, with significantly higher costs for land leveling, foundation treatment, infrastructure investment, and material transportation compared to lowland areas. Meanwhile, the selling price of social housing is capped, leading to low investment efficiency and difficulty in attracting investors.

According to Mr. Nguyen Van Phuc, Deputy Director of the Department of Construction: The Department has proactively sent a letter to the Ministry of Construction requesting guidance and proposing that the Ministry of Construction report to the Government to consider a special mechanism for mountainous provinces, allowing localities to flexibly choose the type of social housing (single-family houses or apartment buildings) based on planning and actual conditions to accelerate the progress of social housing projects.

The Department of Construction continues to advise the Provincial People's Committee on assigning specific targets to each locality in the annual socio-economic development plan; urging and directing the People's Committees of communes and wards to review clean land funds in favorable locations, consistent with the planning, in order to publicize information and attract investment. It will continue to accelerate land clearance work to create clean land funds; prioritize the allocation of resources for the investment in synchronous technical infrastructure to reduce costs for investors. Administrative procedures will be reformed to shorten processing times and implement a "green channel" mechanism for social housing projects.

Continue advising the Provincial People's Committee to direct the People's Committees of communes and wards to proactively review and adjust planning, flexibly selecting types of social housing suitable to mountainous conditions; strengthen the publication of project lists to attract investment. Advise the Provincial People's Committee to use state budget funds from public investment capital, recurrent expenditure capital, and other legal capital sources as prescribed by the law on state budget, the law on public investment, and other relevant laws to implement compensation, support, resettlement, and synchronous investment in technical infrastructure systems outside the scope of social housing projects to create land funds for social housing development; in which, priority should be given to using revenue from the 20% land value fund in commercial housing projects where investors have fulfilled their obligation to pay in cash to invest in and develop social housing in the province.

To vigorously implement the social housing development program, on March 10th, the Provincial People's Committee issued a notice summarizing the conclusions of Mr. Nguyen Minh Tien, Vice Chairman of the Provincial People's Committee, at a working session on the progress of attracting investment in social housing development projects. Accordingly, the Provincial People's Committee directed relevant departments and the People's Committees of communes and wards to review and publicize information on land funds for social housing development. The Department of Construction was assigned to lead and coordinate with the Department of Finance and the Department of Agriculture and Environment to research and review legal regulations to issue specific guidelines on the process of attracting investors to participate in social housing development. The completion of dossiers for social housing projects was also accelerated.

With close guidance and decisive action from all levels and sectors, along with investors, Son La is determined to achieve the goal of building 3,900 social housing units by 2030, contributing to the national target of at least 1 million social housing units. Each completed social housing unit will realize the dream of secure housing and strengthen the confidence of low-income earners and industrial zone workers in the humane policies of the Party and the State.
