"Life-changing opportunities" through overseas employment.
“Without preferential loans from the Social Policy Bank of Dakrong, my family wouldn’t know when we would have been able to afford to send our son to work abroad,” shared Ms. Ho Thi Mai Huong, from Chan Ro village, Dakrong commune, when we visited her home. Having witnessed many families in the area rise out of poverty thanks to family members participating in overseas labor programs, Ms. Huong’s son, Ho Xuan Vinh, longed to work abroad.
However, his family's difficult circumstances and financial problems were major obstacles preventing him from realizing his dream. Just when things seemed hopeless, he found a lifeline when he accessed preferential loan programs. Under the dedicated guidance of the staff at the Dakrong Social Policy Bank, in June 2023, Mr. Vinh received a disbursement of 80 million VND to complete the procedures for working abroad in Japan. “My son often calls home to ask about the family's situation, telling me about his work and life in Japan. I'm very happy that he's adapting to the new work environment. After more than two years of working abroad, thanks to the money he sends home every month, our family's life has gradually improved; the 80 million VND debt has been partially repaid,” Mrs. Huong happily shared.

Thanks to preferential credit from the Social Policy Bank, which helped resolve his financial difficulties, Mr. Ho Van Phu, from Ta Rut commune, successfully went abroad for work. After a year participating in a short-term labor contract overseas, he not only repaid all the loan fees but also had 200 million VND to return to his hometown to start a business and develop his family's economy .
According to Ngo Van Bao, Director of the Dakrong Social Policy Bank, preferential loans have helped many individuals, mostly children of ethnic minorities, to realize their dreams of working abroad. Following the direction of the provincial Social Policy Bank, the Dakrong branch has proactively coordinated with communes to assess needs and compile lists of workers wishing to work overseas. Simultaneously, they have intensified efforts to promote and guide borrowers in completing necessary documents and procedures, ensuring that funds are disbursed quickly and to the correct recipients. As a result, more and more households are confidently applying for loans and participating in the international labor market. As of November 23, 2025, the overseas labor loan program has a total outstanding balance of nearly 4 billion VND with 78 borrowers.
Financial assistance for people in need.
The Gio Linh branch of the Social Policy Bank is also one of the units that effectively implemented the overseas labor loan program, with a total outstanding loan balance of 5.3 billion VND and 59 borrowers. Ms. Nguyen Thi Van's son had repeatedly considered going abroad for work, but due to high costs and difficult family circumstances, he couldn't afford it. In May 2025, thanks to the staff of the Gio Linh branch of the Social Policy Bank, her family was able to access preferential loans of 90 million VND to go to Japan for work. Ms. Nguyen Thi Van said: “Previously, my son had one year of experience working as a mechanic in Ho Chi Minh City, so when I learned that he was going to Japan to continue this profession, I felt more at ease. I hope he adapts to life and work, works diligently, and saves money for his future.”

Recognizing that overseas labor export is an effective solution to help people increase their income and reduce poverty sustainably, the Provincial Social Policy Bank has effectively implemented loan programs over the years to help poor households and other policy beneficiaries access preferential credit to develop their economy and reduce poverty sustainably. In particular, the preferential credit program for overseas labor export has yielded positive results.
To date, the outstanding loan balance of this program at the Provincial Social Policy Bank has reached 13.5 billion VND with 212 customers still having outstanding loans. Inspections show that most of the borrowers who went to work in Taiwan, South Korea, and Japan have stable jobs and incomes. All borrowers have repaid interest and principal on time. Thanks to this preferential loan program acting as a "bridge," disadvantaged people have the opportunity to realize their dream of working abroad. Not only does it create stable income and help borrowers repay their loans on time, but the program also helps many families have additional capital to invest in production, build houses, and improve their quality of life.
According to Tran Duc Xuan Huong, Director of the Social Policy Bank of the province, the timely implementation of the Social Policy Bank's policy credit program for overseas labor export has become an important capital channel contributing to job creation. Many workers, after completing their contracts and returning home, have capital to invest in production, business, and entrepreneurship, contributing to spreading the spirit of legitimate wealth creation in the community. This promotes socio-economic development in localities, especially in mountainous areas with a large number of ethnic minority workers.
“In the coming time, the Provincial Social Policy Bank will continue to advise the Provincial People's Committee and the Board of Directors of the Provincial Social Policy Bank to direct relevant departments, agencies, and local authorities to strengthen propaganda on the Party's guidelines and the State's policies and laws on overseas labor export, helping people to understand and grasp information about the foreign labor market. At the same time, it will direct local branches to create all favorable conditions regarding procedures and promptly disburse loan capital to workers going to work abroad under contract, thereby strongly spreading this meaningful loan program in the community,” Ms. Huong affirmed.
