Chan May area has conditions for electricity development.

Majority in the power system

The decision to approve the adjustment of the national power development plan for the period 2021 - 2030, with a vision to 2050 (referred to as Power Plan VIII) is the basis for Hue City to implement energy development plans, especially renewable energy (RE).

The plan also specifies the development plan based on renewable energy sources (wind power, solar power, biomass power), continuing to increase the proportion of renewable energy in the structure of power sources and electricity production. In particular, priority is given to and encouragement for the development of self-produced and self-consumed wind and solar power, and maximum priority is given to domestic gas for power generation.

The power source structure in the plan shows that by 2030, the total capacity of power plants serving domestic demand (excluding exports) will be 183,291 - 236,363MW. Of which, onshore and nearshore wind power will be 20,066 - 38,029MW, accounting for 14.2% -16.1%; offshore wind power will be 6,000 - 17,032MW, put into operation in the period of 2030 - 2035, and the progress can be accelerated if conditions are favorable and the price is suitable. For solar power (concentrated solar power and rooftop solar power, excluding solar power sources according to Clause 5, Article 10 of the Electricity Law No. 61/2024/QH15) will be 46,459 - 73,416MW, accounting for 25.3 - 31.1%. Biomass electricity 1,523 - 2,699MW, electricity produced from waste 1,441 - 2,137MW, geothermal electricity and other new energy about 45 MW; at the same time, it can be developed on a larger scale if there are enough raw materials, effective land use, environmental treatment needs, grid infrastructure allows, electricity prices and transmission costs are reasonable...

Regarding hydropower, it will be 33,294 - 34,667 MW, accounting for 14.7 - 18.2%, but can develop higher if the environment is ensured, forests are protected, water security is protected...

Recently, Deputy Prime Minister Tran Hong Ha signed and issued the Project to implement the Political Declaration on Establishing a Partnership for Equitable Energy Transition. According to this project, by 2030, Vietnam will complete the legal framework to facilitate attracting businesses and people to participate in the equitable energy transition process. Implement pilot projects (DA) for equitable energy transition and form 2 inter-regional renewable energy industrial and service centers in areas with great potential. Develop renewable energy to reach 47% of primary energy. After 2030, make the use of clean energy a regular and continuous activity of organizations, businesses, and communities; do not build new and gradually eliminate coal-fired thermal power plants, develop renewable energy to reach about 80 - 85% of primary energy.

Regional Energy Center

In conferences and seminars related to the development of renewable energy sources at the regional and local levels, Hue City is assessed by experts as a locality with great potential in developing renewable energy sources, such as hydropower, solar energy, wind energy, biomass energy, thanks to its diverse terrain, many areas with long coastlines, many hours of sunshine, stable wind speeds and a large water surface system...

Recently, Hue City has prioritized the development of preferential policies for renewable energy development; conducted surveys and evaluated the potential for hydropower, wind power, solar power, etc., contributing to building Hue into a regional energy center.

Currently, the city has 13 hydropower plants with a total capacity of 459.3 MW, contributing an average of over 1 billion kWh to the national grid each year; 2 solar power projects in Phong Dien town with a total capacity of 77 MW; 1 waste-to-energy plant in Phu Son, Huong Thuy town with a capacity of 12 MW and a rooftop solar power system consisting of 511 systems with a total capacity of 61 MW... generating electricity with an average annual output of about 1,800 - 2,000 million kWh; of which 2024 will reach 2,014 million kWh.

According to Mr. Dang Huu Phuc, Director of the Department of Industry and Trade, with the current status of existing power sources, as well as according to the adjustment of the Power Plan VIII in the period of 2025 - 2030, in Hue City, the total additional capacity in the small hydropower system is 31MW; concentrated solar power 397MW; rooftop solar power 50MW; wind power 100MW... These will be new resources to create abundant power sources to serve the socio-economic development and living needs of local people.

Currently, the Department of Industry and Trade is advising the City People's Committee on developing sustainable industry towards green growth. Including building preferential policies in developing renewable energy; surveying and evaluating the potential of solar power, water surface power, wind power... From there, there is a basis for continuing to invest, supplementing the national energy source, building a green, clean, environmentally friendly industry.

However, in reality, developing renewable energy sources for electricity production is facing many difficulties and challenges. Typically, solar power projects often depend on weather and environment, so power generation is not continuous and unstable; the mechanism to encourage solar power development is currently not favorable...

To resolve these issues, city leaders and city National Assembly delegates need to continue to propose and recommend to the Government and relevant ministries and branches to consider adjusting the Power Plan VIII on solar power, wind power, and gas power projects to be deployed after 2030 in Chan May area; Phong Dien town, Huong Thuy... with the aim of optimizing the implementation and investment process to contribute to local socio-economic development.
