In Notice 290/TB-VPCP, the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting of the Inter-sectoral Steering Committee for International Economic Integration on July 10, 2023, the Deputy Prime Minister requested the Inter-sectoral Steering Committee for International Economic Integration to coordinate with the Ministry of Foreign Affairs, the Ministry of Industry and Trade , the Inter-sectoral Steering Committees for International Integration on Politics, Security, National Defense and the Inter-sectoral Steering Committee for International Integration on Culture, Society, Science and Technology, Education and Training, and relevant agencies to summarize and evaluate 10 years of implementing Resolution No. 22-NQ/TW dated April 10, 2013 of the Politburo on international integration, focusing on proposing solutions to improve coordination between integration sectors in an overall integration strategy, as a basis for building new orientations for integration work in the coming period.

There are measures to ensure regional development in the context of the conclusion of the FTAs.

The Inter-sectoral Steering Committee for International Economic Integration presides over and coordinates with the Government Negotiation Delegation on Economics and International Trade, ministries, sectors, and agencies to summarize and evaluate the implementation of Vietnam's Strategy for Participation in Free Trade Agreements by 2020 and propose orientations for participating in FTAs in the coming time.

Ministries, sectors and localities prioritize and balance resources to continue implementing the Government's implementation plans on FTA implementation on the basis of taking into account the integration of implementation plans to suit the characteristics of each sector and locality in order to optimally exploit the effectiveness of FTAs, focusing on measures to reform administrative procedures, strengthen support measures, remove difficulties and obstacles in policies to create conditions for the development of domestic raw materials to help businesses meet the rules of origin of FTAs.

The Deputy Prime Minister also requested the Steering Committee and ministries, branches and agencies to focus on the work of evaluating, summarizing, drawing experience and further improving the work of researching, forecasting and giving early warnings on new issues of international economic integration; focusing on and enhancing timely grasp of policies of partner countries; closely following the market situation, advising and proposing cooperation frameworks, solutions to develop traditional markets, diversifying export markets to new potential markets; promulgating amendments and supplements to appropriate and feasible policy mechanisms, focusing on both traditional markets and opening up new and potential markets.

In particular, the Steering Committee coordinated with the Government Negotiation Delegation on International Economy and Trade, the Ministry of Industry and Trade and relevant ministries and branches to propose plans to ensure sustainable development in negotiating, signing and implementing FTAs; promoting the completion of FTA negotiations with the European Free Trade Association (EFTA), signing FTA with Israel; participating in negotiations on the Comprehensive Economic Partnership Agreement with the United Arab Emirates (UAE) and the Indo-Pacific Economic Framework for Prosperity (IPEF) under the direction of the Prime Minister.

At the same time, study the possibility of negotiating with the Common Market of the South (MERCOSUR) and new markets; negotiate with ASEAN countries to upgrade regional FTAs; take advantage of partnerships in FTAs to develop fundamental industries, some of which are breakthroughs, in line with international trends such as green industry, electronics industry with high technology content, closely linked to regional and global supply chains.

The Steering Committee coordinates with the Ministry of Industry and Trade and ministries, sectors and localities to strengthen consultations with the business community and industry associations in the process of implementing commitments to international economic integration and implementing FTAs, supporting businesses to effectively exploit the capacity of markets with FTAs with Vietnam and transforming production structures, increasing the content of Vietnamese value in products and goods...
