Any agency that is slow in handling surplus houses and land will be "named and shamed" by Da Nang authorities.

The Da Nang City People's Committee has requested a review and compilation of a list of agencies, units, and localities that have not completed the handling of surplus houses and land before May 20, 2026. The responsibility of the heads of these agencies and units has also been strictly assigned to prevent the loss and waste of public assets after the restructuring of the administrative apparatus.

Da Nang requests reports from all units that are slow in processing house ownership.

The Chairman of the Da Nang City People's Committee, Nguyen Manh Hung, recently signed a document on accelerating the exploitation and handling of surplus land and buildings resulting from the reorganization of the administrative apparatus and the restructuring of administrative units at all levels.

Accordingly, the Chairman of the People's Committee of Ho Chi Minh City assigned the Director of the Department of Finance to take the lead in urgently reviewing and advising on the issuance of all relevant documents within the authority of the People's Committee of Ho Chi Minh City concerning the management and use of public assets before May 25, 2026.

The Department of Finance is directly tasked with advising and directing the management, exploitation, and disposal of surplus land and buildings under its management, ensuring that the processing, exploitation, and utilization are completed in the second quarter of 2026.

The People's Committee of Ho Chi Minh City also requested a compilation of a list of agencies, units, and localities that have not yet completed the handling of surplus houses and land, to be reported before May 20, 2026.

For properties and land that have already been allocated, transferred, or repurposed as headquarters, operational facilities, or for public purposes, the units must complete the handover, acceptance, and commissioning before May 20, 2026.

Da Nang City requires that surplus housing and land be prioritized for public purposes such as healthcare, education , culture, sports, parks, and community facilities; if there is no longer a need for them, they must be disposed of in accordance with the law.

The Center for Housing Management and Exploitation is tasked with urgently advising on the issuance of a rental price list for housing, following the principle of "issuing it as soon as it is completed," in order to quickly bring housing and land facilities into operation and avoid delays that would cause waste of public assets.

In addition, the Da Nang City Housing Management and Exploitation Center and the Land Development Center must coordinate to complete the handover of housing and land facilities before May 20, 2026, in order to utilize them effectively and avoid loss and waste.

The People's Committee of Ho Chi Minh City emphasized that effectively managing and utilizing surplus land and buildings is an important and urgent political task; it requested agencies and units to strengthen inspection and supervision to prevent lax management, encroachment, misuse, or the deterioration, loss, and waste of public assets.

Notably, the management, exploitation, and handling of surplus houses and land will be one of the criteria for evaluating the performance of heads of agencies, units, and localities in 2026.
