There is a situation where cadres, civil servants and public employees take advantage of the policies in Decree 178.

The Minister of Home Affairs proposed to strictly handle cases and acts of profiteering and violations in reviewing and resolving policies and regimes for subjects under management according to the provisions of law.

Minister of Home Affairs Pham Thi Thanh Tra, Deputy Head of the Standing Committee of the Government's Steering Committee for the arrangement of administrative units at all levels and the development of a two-level local government organization model, has just signed and issued Official Dispatch No. 18/CV-BCĐ to central and local agencies on the implementation of policies and regimes according to Decree No. 178/2024/ND-CP.

According to this Official Dispatch, on August 1, 2025, the Politburo and the Secretariat issued Conclusion No. 183-KL/TW (on actively implementing the operation of the 2-level local government model, strongly shifting the grassroots level to proactively grasping and managing the socio-economy, national defense and security) requiring urgent completion of the settlement of policies and regimes for cadres, civil servants, public employees and workers affected by the reorganization of the political system.

However, through synthesizing feedback and monitoring the implementation of policies and regimes for cadres, civil servants, public employees and workers according to Decree No. 178/2024/ND-CP (amended and supplemented in Decree No. 67/2025/ND-CP), there is a situation where cadres, civil servants and public employees push away, avoid work and take advantage of policies in the process of requesting competent authorities to consider and resolve policies and regimes.

To effectively promote the humane nature of the policy and ensure that the implementation of policies and regimes is carried out strictly and in accordance with regulations, the Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and the construction of a 2-level local government organization model of the Government requests that heads of ministries, departments, branches and localities strengthen the dissemination and strict implementation of the Party's guidelines on the implementation of policies and regimes for subjects affected by the arrangement of the apparatus and administrative units of the political system.

Directing heads of agencies, organizations and units to uphold their sense of responsibility in correctly identifying the subjects who have quit their jobs and promptly resolving them in accordance with Decree No. 178/2024/ND-CP (amended and supplemented in Decree No. 67/2025/ND-CP) in conjunction with implementing the goal of streamlining the payroll and restructuring, improving the quality of the staff, civil servants and public employees, not allowing the situation of avoiding or pushing work in performing tasks, taking advantage of policies when proposing, reviewing and resolving policies and regimes under their authority.

The Deputy Head of the Steering Committee also requested that heads of ministries, departments, branches and localities strictly handle cases and acts of profiteering and violations in reviewing and resolving policies and regimes for subjects under their management according to the provisions of law.

Previously, Deputy Minister of Home Affairs Vu Chien Thang issued a document requesting ministries, departments, branches and localities to strictly implement the direction of the Politburo and the Secretariat in Conclusion No. 183-KL/TW dated August 1, 2025 of the Politburo and the Secretariat and Official Dispatch No. 322-CV/DU dated August 3, 2025 of the Government Party Committee on the implementation of Conclusion No. 183.

Ministries, departments, branches and localities focus on reviewing and screening subjects affected by the organizational restructuring, making lists and issuing decisions on resignation for cadres, civil servants, public employees, workers and armed forces under their management authority according to Decree No. 178/2024/ND-CP (amended and supplemented by Decree No. 67/2025/ND-CP) before August 31, 2025, the latest time to resign to enjoy policies and regimes is September 1, 2025; after this time, it will end.

For cases in which competent authorities have issued decisions (decisions on early retirement, decisions on termination of employment) before August 1, 2025 to determine the subjects who will retire according to the roadmap until December 31, 2025, they will continue to enjoy policies and regimes according to regulations.

The Ministry of Home Affairs requests ministries, departments, branches and localities to promptly arrange funds and completely resolve the payment of policies and regimes for subjects, ensuring completion before August 31, 2025; in case of difficulties or problems related to funding sources, please consult the Ministry of Finance for guidance or report to competent authorities for consideration and decision.

At the meeting of the Standing Committee of the Government Party Committee and the Government to assess the situation after 2 months of operating the local government at 2 levels last weekend, Minister Pham Thi Thanh Tra said that the Ministry of Home Affairs has instructed agencies and localities to carefully review and consider the right subjects for policy leave according to regulations, to avoid widespread layoffs, and at the same time focus on retaining capable officials to ensure the quality of the team.

As of August 19, the total number of people who have decided to quit their jobs is 94,402, of which 81,995 people have submitted their applications to competent authorities for approval of funding and have been approved (more than 50,000 people have received payment).

It is expected that by the end of August 2025, the number of people taking leave under Decree 178 will increase by about 6,000 - 7,000 people, bringing the total number of people taking leave under Decree 178 to about 100,000 people.
