The review and assessment aims to implement Conclusion No. 179-KL/TW dated July 25, 2025 of the Politburo and Secretariat on continuing to implement tasks to perfect the organization and operation of the two-level local government model; at the same time, promptly remove and resolve difficulties and problems arising in ethnic and religious work at the local level.
According to the Ministry of Home Affairs , the team of cadres and civil servants directly doing this work, especially those in charge of state management of beliefs and religions, need to be comprehensively reviewed to ensure that they are assigned to the right job positions, with the right capacity and strengths; and have sufficient quantity and quality to meet the requirements and tasks at the grassroots level.
Accordingly, the Ministry of Home Affairs requested that agencies and units assess the current situation, the increase or decrease in quantity compared to the time before July 1, 2025; clearly point out the advantages in quantity, structure, quality; shortcomings and limitations such as lack of human resources, lack of expertise, etc.; analyze objective and subjective causes.
From there, recommendations and proposals are made on the organization of the apparatus, staffing to ensure quantity; on training and fostering to improve quality; and on policies to treat and attract human resources with capacity and enthusiasm for ethnic, belief and religious work...
The Ministry of Home Affairs requests agencies and units to submit review reports to the Ministry before August 31, 2025. The review results will be compiled and reported to the Prime Minister , serving as a basis for continuing to perfect the organizational apparatus and policy mechanisms, contributing to improving the effectiveness of state management in the fields of ethnicity, belief and religion.
Reality over the past time shows that, in the process of implementing the two-level government model, the team of cadres and civil servants working on ethnic and religious affairs in many localities are facing many difficulties and obstacles.
Recently, at the National Conference to evaluate ethnic and religious work after the organization and implementation of the two-level local government organized by the Ministry of Ethnic Minorities and Religions, Mr. Nguyen Sy Truong, Director of the Department of Ethnic Minorities and Religions of Hanoi City, said that the Department was established in March 2025 on the basis of the City Ethnic Minorities Committee, receiving additional functions, tasks, and organizational structure of the Religious Committee under the Department of Home Affairs.
Most of the staff are new to ethnic and religious work, so their awareness and expertise are still limited. At the grassroots level, commune and ward officials have to take on many tasks, making it difficult to carry out ethnic and religious work.
To promptly resolve the difficulties, Mr. Nguyen Sy Truong proposed that the Ministry of Ethnic Minorities and Religions should soon issue guidelines on the job placement project, to ensure that the staff can carry out this task, especially at the commune and ward levels. At the same time, he recommended that training courses be organized soon for leaders and staff at the provincial and commune levels to improve management capacity, especially in operating the new system.
A similar situation also occurred in Nghe An, where the province proposed increasing staffing for communes, ensuring that each commune has one officer in charge of ethnic groups and one officer in charge of religion, in order to increase work efficiency and depth of advice.
In Quang Ngai, although officials have been assigned to most communes and wards, most of them have not met professional requirements. Meanwhile, human resource difficulties also appear in many mountainous provinces such as Dien Bien, where the number of civil servants is still very limited...
From that reality, localities recommend that competent authorities soon complete mechanisms and policies, issue projects on job positions, enhance training and fostering, and have solutions to ensure human resources, so that the staff can truly meet the requirements of tasks in the new period.
Review and report on the implementation of decentralization, delegation of authority, and assignment of authority.
Also related to the implementation of two-level local government, the Ministry of Home Affairs has just sent an official dispatch to the People's Committees of provinces and centrally-run cities to review and report on the implementation of decentralization, delegation of power, and division of authority according to the two-level local government model.
Accordingly, implementing the Conclusion of General Secretary To Lam, Head of the Central Steering Committee on perfecting institutions and laws in Notice No. 08-TB/BCĐTW dated August 8, 2025, in order to have a basis to report to the Politburo and the Secretariat on the implementation of tasks and powers that have been decentralized, delegated, and assigned, the Ministry of Home Affairs requests the People's Committees of provinces and centrally-run cities to assess the feasibility, advantages, and difficulties in implementing the regulations on decentralization, delegation, and assigned authority of the provisions in the Government's Decrees, Circulars of Ministers, Heads of ministerial-level agencies and other legal documents (in particular, focusing on the contents of tasks and powers that have been decentralized to local authorities at the commune level for implementation).
In case of difficulties or problems in implementation, the People's Committees of provinces and centrally-run cities are requested to send documents to the Ministries managing the sector or field for synthesis, research, completion or guidance according to their authority; at the same time, send them to the Ministry of Home Affairs for synthesis and reporting.
