Discipline and Responsibility - The Foundation for Breakthrough

At a number of recent working sessions, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang requested the implementation of Gantt charts (progress charts) in the fields of infrastructure investment, digital transformation, science and technology, and innovation. He emphasized that this tool should be used as a basis for evaluating, rewarding, or disciplining officials, based on the results and progress of task implementation.

The above message contains the determination to bring science and technology and scientific management methods into practice in leadership and management. Thereby, forcing the team of cadres and party members to work with high responsibility and achieve clear results.

Ho Chi Minh City is entering a new stage of development with the stature of an "international megacity of Southeast Asia". The draft Political Report of the 1st Congress of the Ho Chi Minh City Party Committee, term 2025-2030, clearly states the motto of the Congress as "Solidarity - Democracy - Discipline - Breakthrough - Creativity". In which, discipline is identified as a prerequisite to ensure leadership effectiveness, fundamentally overcome the situation of "discipline and administrative discipline are not really strict", as well as the mindset of "fear of responsibility, fear of collision" or "not daring to think, daring to do, daring to take responsibility".

Discipline helps the administrative apparatus operate according to the principle of “clear people, clear work, clear responsibilities”, thereby removing bottlenecks, limiting local interests or overlapping authority. Discipline also creates the basis for effectively implementing Conclusion No. 14-KL/TW of the Politburo on encouraging and protecting dynamic, creative cadres who dare to think and act for the common good.

In the context that the whole country is operating a 2-level local government model, with high requirements on decentralization and delegation of power along with specific sanctions, taking work efficiency as a measure, the Gantt chart is considered an intuitive and easy-to-evaluate progress management tool. Thanks to that, the leader can monitor, urge, and adjust promptly; at the same time, use this chart as a basis for evaluating, rewarding or disciplining officials, creating a healthy competitive environment, promoting public service KPI standards.

The draft Political Report of the 1st Congress of the Ho Chi Minh City Party Committee clearly stated that all guidelines, policies and strategies of the Party Committee and the city government must "take the happiness and satisfaction of the people as a measure of the effectiveness of the political system". In that spirit, the city continues to focus on improving discipline, public service culture, attaching exemplary responsibility to leaders; at the same time, perfecting the evaluation mechanism, protecting cadres who dare to innovate and create, creating motivation for the 2-level local government apparatus to operate effectively, efficiently, close to the people, and serve the people better.

Discipline and responsibility are now not only ethical requirements, but also the foundation for Ho Chi Minh City to make a breakthrough. When the spirit of working with a plan, control and specific measurements is spread throughout the entire political system, Ho Chi Minh City will gradually eliminate stagnation. In particular, it will promote the combined strength of the team of cadres and party members, thereby accelerating the implementation of rapid, sustainable and maintained development goals, worthy of the leading position of the whole country.
