Removing obstacles in the project of dike to prevent floods in the South of Krong Ana River

After many years of delay, the bottlenecks in site clearance for the Southern Flood Prevention Dike Project of Krong Ana River (the Project) are gradually being resolved. With the initiative and determination, relevant units and commune-level authorities are contributing to speeding up the site handover progress, determined to bring this key project to the finish line this year.

The project to prevent floods in the south of Krong Ana River is invested by the Dak Lak Provincial Management Board of Investment Projects for Construction of Transport Works and Rural Development Agriculture (Board A), with a total investment of 200 billion VND, including 130 billion VND from the central budget (under the Target Program for Restructuring the Agricultural Economy and Natural Disaster Mitigation) and 70 billion VND from the provincial budget. The project started construction in February 2021.

Located along the Krong Ana River, the project passes through the three communes of Dak Lieng, Buon Tria and Buon Triet of the old Lak district (now Dak Lieng commune). The project has a dual mission: both preventing minor floods for a large field of about 3,000 hectares; and combining it with a traffic route, contributing to promoting trade and economic development of Dak Lieng commune.

The dike is combined with a traffic road, serving the trade of the people of Dak Lieng commune.

However, the project has continuously encountered difficulties in site clearance and had to be extended, greatly affecting the province's public investment plan. According to the Branch of the Dray Bhăng Regional Land Fund Development Center - the unit receiving the site clearance work from the Lak District Land Fund Development Center (old), the total land area to be recovered to implement the project is more than 17 hectares. Before merging and implementing the two-level local government model, the People's Committee of Lak District (old) issued 10 decisions approving compensation and support plans for 130 households, with the recovered area being more than 14 hectares and the payment cost of nearly 16.2 billion VND.

However, the remaining area has not yet had its compensation and support plan approved.

From July 1, 2025, when the two-level local government model officially operates, the People's Committee of Dak Lieng commune and the Branch of the Dray Bhang Regional Land Fund Development Center will take over the land acquisition work. This transfer has promoted the role of the grassroots government in grasping the area, the number of affected households and field records.

Chairman of Dak Lieng Commune People's Committee To Tuan Anh said that the Project currently has 152 plots of land, about 2.86 hectares, that have not yet been handed over. The reason is that the remaining volume does not have a specific land price as a basis for compensation and support for land clearance for households.

Faced with long-standing problems, the People's Committee of Dak Lieng commune has submitted a document to the Department of Finance requesting approval to prepare a budget estimate and propose budget allocation to hire a land valuation consultant. Based on the unified document from the Department of Finance, the commune has used the 2025 reserve fund to hire a land valuation consultant. This will create a solid legal basis for the investor to quickly pay support and compensation costs for land acquisition and clearance to households. Up to now, the locality is coordinating with the consulting unit to implement the procedures resolutely.

The completed project will help prevent minor flooding for a field of about 3,000 hectares in Dak Lieng commune.

Along with processing legal documents, the locality sent officials to each household whose land area was recovered to listen to opinions and explain in detail the strategic significance of the Project, compensation mechanism and support policies.

On the investor side, Mr. Nguyen Dinh Thin, Deputy Director of Board A informed: Currently, the connecting road to the production area has been 100% completed (2 km), creating favorable conditions for transporting materials and equipment. The irrigation project has also achieved positive results when nearly 11/13 km of dike has been built and 99% of the suction culvert, pumping stations No. 1 and No. 2 have been completed. The accumulated actual value of implementation at the site has reached 93.94/161.70 billion VND, equivalent to more than 58% of the total value.

Mr. Nguyen Dinh Thin affirmed: Board A is committed to speeding up the completion of the remaining dike items, auxiliary works and traffic items, ensuring complete completion and putting the project into operation by the end of 2025.
