Elevating planning: Strategic vision for development

Dak Lak is facing golden opportunities to break through and develop, especially after the merger of the two provinces of Phu Yen and Dak Lak (old). To turn potential into reality, planning is identified as one of the key factors to pave the way for investment attraction and sustainable development.

The merger of Dak Lak and Phu Yen provinces is not only a story of changing administrative boundaries but also sets new, more strategic requirements for provincial planning work, aiming for a higher stature, with the goal of building the new Dak Lak province into an important growth pole of the whole country.

Previously, the planning work of Dak Lak (old) and Phu Yen was carried out independently, focusing on the strengths of each locality. Dak Lak (old) focused on developing high-tech agriculture, eco-tourism and processing industry; while Phu Yen focused on marine economy , resort tourism and renewable energy. The merger of the two provinces requires the construction of a new planning, which needs to integrate and maximize the advantages of both localities, connect the region with international markets and expand the space for attracting investment.

To carry out the above task, the Department of Finance has presided over and coordinated with relevant departments, branches and sectors to review and synthesize the Report on the implementation results of the Provincial Planning (merging Dak Lak and Phu Yen). This is the basis for advising the Provincial People's Committee to decide on the content that needs to be adjusted. According to the roadmap, after the Report is reviewed and issued by the Provincial People's Committee, the Department of Finance will continue to advise on the development of cost estimates for planning adjustments, organize appraisal and approval according to the process. The assigned agency will prepare the planning adjustment, consult with ministries, People's Committees of neighboring provinces and the Provincial Vietnam Fatherland Front Committee before submitting it to the competent authority for approval.

To ensure progress, the Department of Finance has requested the Provincial People's Committee to direct departments, branches, sectors and People's Committees of communes and wards to promptly send reports on the implementation of planning contents under their management. This is an important step to promptly carry out the next procedures, ensuring that the adjusted Provincial Planning is approved as soon as possible. After the planning is approved, the Department of Finance will continue to advise the Provincial People's Committee to issue a Decision to adjust the Provincial Planning Implementation Plan, ensuring progress and synchronization with other types of planning, promoting competitive advantages and regional linkage efficiency, expanding the development space of the province.

Communes and wards have also actively coordinated in reviewing planning within their management scope and reporting to relevant agencies for timely adjustments in accordance with the actual situation. Chairman of Yang Mao Commune People's Committee Vo Tan Truc shared that Yang Mao Commune was established on the basis of merging the natural area and population size of Yang Mao Commune (old) and Cu Dram Commune (old). Before the merger, both communes had completed the construction of the commune's general planning. However, after the merger, there will be some changes and problems. Therefore, the commune is reviewing and completing the inventory of related items after the merger to request the province to adjust some contents according to the planning to suit the actual situation in the locality.

Regarding planning work, Chairman of the Provincial People's Committee Ta Anh Tuan has repeatedly emphasized that the provincial planning needs to be "one step ahead" to pave the way for other work, especially in attracting high-quality investment projects. With a long-term vision, the province needs to urgently renew the planning, even inviting the world's leading consulting units to come up with breakthrough ideas, suitable for the potential and advantages of large cities after the merger. A good planning will be the key to attracting investment capital, helping to maximize the advantages of the locality. The planning needs to cover important areas, especially central cities. In particular, people must be placed in the center and have a long-term vision.

The application of digital transformation in social governance, taking advantage of the strengths of large corporations and planning key projects such as wholesale markets and ICD dry ports need special attention. Urban planning also needs to promote the strengths of green spaces to create a healthy and sustainable living environment.

Along with the efforts in planning, the Provincial People's Committee has directed the Department of Finance and related sectors to carefully prepare the content to organize the Investment Promotion Conference in the province (expected to take place in October 2025) to continue promoting, introducing potentials, advantages and attracting strategic investors. This is an opportunity for the province to introduce its potentials, strengths, especially strategic planning orientations to domestic and foreign investors, opening a new promising development phase for Dak Lak.

It can be seen that planning is not simply "drawing a map" but also a strategic vision, a development orientation for the future. With the determination to renew and upgrade planning, Dak Lak province is creating a strong driving force, ready to welcome investment capital, bringing the locality into a new stage of development, prosperity and sustainability.
