Minister of Home Affairs Pham Thi Thanh Tra signed Decision No. 878/QD-BNV on sending additional civil servants to localities.
Accordingly, the Ministry of Home Affairs sent 34 civil servants who are leaders and experts of units under the Ministry to strengthen the locality to grasp the situation, guide, support and resolve problems arising at the commune level during the operation of the two-level local government organization.
The time to send reinforcement to the locality is 2 months, from August 20, 2025 to October 20, 2025.
Civil servants and public employees assigned to strengthen their work in localities have the task of directly working and coordinating with the Department of Home Affairs, departments, offices, and functional units of the locality to grasp the general situation, difficulties, and problems of the locality in the process of operating the two-level local government, and the results of performing state management tasks in the field of home affairs at the commune level in the locality; guiding and supporting the removal of difficulties and handling of arising issues and problems at the commune level in the field of state management of the Ministry of Home Affairs.
Along with that, carefully study relevant documents and materials to perform well assigned tasks; maintain close contact with the Ministry's Working Group, with related units under the Ministry; proactively seek guidance from unit heads and working groups on unclear issues, issues without regulations or instructions.
At the same time, civil servants also need to proactively advise and propose to the working group and the Ministry's leaders solutions to remove difficulties, improve mechanisms, policies and procedures to improve the operational efficiency of two-level local governments.
Implement the weekly periodic reporting regime and the final summary report at the end of the working period to the Minister (through the Department of Organization and Personnel), as a basis for evaluation and experience drawing for the next periods.
Strictly comply with the assignment and dispatch of the Ministry; comply with discipline, administrative discipline, regulations, rules, and plans of the Ministry of Home Affairs on sending reinforced staff to localities and of the agencies, units, and localities assigned to work.
In addition, civil servants assigned to strengthen local authorities need to make recommendations and proposals to the Minister (through the Department of Organization and Personnel) on necessary support measures and solutions to help them successfully complete their assigned tasks.
In the list of 34 officials and experts from the Ministry of Home Affairs to support localities, there are 2 officials from the Legal Department and the Planning and Finance Department to strengthen Ho Chi Minh City. For the remaining 32 provinces and cities, each locality will have one civil servant to support.
