Accordingly, on August 13, 2025, at the Government Headquarters, Deputy Prime Minister Mai Van Chinh chaired a meeting to listen to the Report on the implementation results of the National Target Program on Cultural Development for the period 2025 - 2035 (the Program) and organized an Appraisal Council to appraise the Program's Feasibility Study Report.
Attending the meeting were leaders of the Ministries of Culture, Sports and Tourism; Finance; Education and Training; Industry and Trade; Ethnicity and Religion; Health and representatives of a number of Ministries, branches, agencies and the Government Office.
Deputy Prime Minister Mai Van Chinh chaired a meeting with ministries and branches on the progress of the implementation of the feasibility study report for the National Target Program on Cultural Development for the 2025-2035 period.
After listening to the report of the Ministry of Culture, Sports and Tourism, the opinions of the Ministry of Finance and the opinions of the delegates attending the meeting, Deputy Prime Minister Mai Van Chinh concluded as follows:
Agree with the proposal of the Ministry of Finance in Official Dispatch No. 12186/BTC-TĐĐT dated August 8, 2025 on the appraisal of the National Target Program on Cultural Development for the period 2025 - 2035, phase 1 from 2025 - 2030 and the opinion of the Ministry of Justice on assigning the Ministry of Culture, Sports and Tourism to urgently implement the organization of preparation, appraisal and investment decision of the Program in accordance with the provisions of Law No. 90/2025/QH15 amending and supplementing a number of articles of the Law on Bidding, the Law on Investment under the public-private partnership model, the Customs Law, the Law on Value Added Tax, the Law on Export Tax, Import Tax, the Investment Law, the Law on Public Investment, the Law on Management and Use of Public Assets and related laws.
The Ministry of Culture, Sports and Tourism shall preside over and closely coordinate with the Ministry of Finance and relevant ministries and agencies to promptly carry out relevant tasks and work to promptly complete the organization of establishment, appraisal and decision on investment in the Program in accordance with the provisions of Law No. 90/2025/QH15 and the law on public investment; ensure the completion of all relevant work and issue the Decision on investment in the Program before August 31, 2025. If necessary, the Minister of Culture, Sports and Tourism shall directly discuss and meet with leaders of relevant ministries and agencies to ensure the completion of assigned tasks on schedule.
Relevant ministries and agencies urgently provide comments on the Feasibility Study Report of the Program that has been sent for comments along with Official Dispatch No. 8999/BTC-DT dated June 23, 2025 of the Ministry of Finance and request the Ministry of Culture, Sports and Tourism to send additional necessary documents and files for comments (if any); send comments to the Ministry of Culture, Sports and Tourism before August 20, 2025. If necessary, it is recommended to proactively discuss and meet directly with the Ministry of Culture, Sports and Tourism to complete on time and ensure quality.
The Ministry of Culture, Sports and Tourism urgently completes the draft dossier of the Prime Minister's Decision promulgating the National Criteria for Comprehensive Cultural Development at All Levels for the 2025-2030 period, and submits it to the Prime Minister for consideration and decision in accordance with the provisions of the Law on Promulgation of Legal Documents before August 20, 2025.
The Ministry of Culture, Sports and Tourism continues to carefully review, promptly receive comments from ministries and branches, update the results of the implementation of the above tasks, complete the draft Government Report to the National Assembly on the results of the implementation of the Program, clearly stating what has been done, what has not been done, the causes, difficulties, obstacles and recommendations, and submit it to the Government before August 31, 2025 to send to the National Assembly according to regulations.
The Ministry of Home Affairs coordinates and guides the Ministry of Culture, Sports and Tourism to establish and organize a support unit for members of the Central Steering Committee for the National Target Program on Cultural Development, ensuring completion before August 25, 2025.
This is a political task of great importance to the country's cultural development. Deputy Prime Minister Mai Van Chinh requested that Ministers and Heads of relevant agencies focus on directing the serious, drastic and effective implementation of assigned tasks, promptly report to competent authorities on issues beyond their authority; at the same time, relevant ministries and agencies seriously review and draw lessons from relevant individuals who have been slow to implement assigned tasks, slow to provide opinions according to regulations, and resolutely not let this situation recur, affecting the implementation and effectiveness of the Program.
