There are still 34 million subscribers whose information has not been verified.

This information was shared by Mr. Nguyen Anh Cuong, Deputy Director of the Telecommunications Department, at the regular monthly press conference in April, organized by the Ministry of Science and Technology on the afternoon of April 29.

According to Mr. Cuong, Circular 08 on verifying mobile subscriber information has two main contents: verifying subscriber information and confirming ownership.

This includes verifying subscriber information, a regular and long-term process aimed at ensuring that when people register for new subscriptions, they must provide identification documents and cross-check them with the national population database to guarantee the accuracy of the information. Confirmation of ownership ensures that the subscription is still being used by the registered owner.

Please note that the re-verification of subscriber information and confirmation of ownership only applies to cases where the subscriber's information is inaccurate and the network provider requires re-verification, such as subscribers using a 9-digit national identity card needing to update to a 12-digit citizen identity card, or subscribers whose information is not yet registered in their name…

Vietnam currently has approximately 120 million active subscribers across 10 mobile network operators. Mr. Cuong emphasized that current subscriber management focuses on data cleaning, ensuring that each phone number is linked to accurate identification and information, and that this information is cross-referenced with the national population database.

According to Circular 08, with the introduction of VNeID, people can see all the mobile phone numbers registered under their name across all network providers and confirm or reject their use.

According to the 2023 Telecommunications Law, users are legally responsible for the phone numbers they have registered with. Verifying ownership helps people avoid being implicated in investigations if their phone numbers are misused for malicious purposes.

Mr. Cuong added that according to preliminary statistics from the Department of Administrative Management of Social Order (C06) of the Ministry of Public Security , more than 95 million subscribers have been synchronized to the VNeID system, nearly 900,000 subscribers have been confirmed as not using the account under their own name, and more than 60 million subscribers have been confirmed as using the account under their own name. Approximately 34 million subscribers have yet to be confirmed as using the account under their own name.

People can continue to complete this verification process from now until June 15th.

For vulnerable individuals who do not have VNeID accounts, authorities have planned to coordinate with local police and network operators to provide direct support at the local level. The goal is to ensure that "no one is left behind" in the subscriber information standardization process.

Previously, in 2023, a review of 120 million subscribers revealed that 17 million had inaccurate information. Of these, 11 million subscribers had their information updated, while 6 million had their services suspended.
