At 8:00 a.m. on October 12, at the traffic light intersection of Du Nghia station, Hong An ward, Hai Phong city, the patrol team of An Hung Traffic Police Station (Traffic Police Department, Hai Phong City Police) was on duty on National Highway 5 when they discovered an emergency situation.

The motorbike driven by Ms. Le Thi Phuong, carrying a man behind, suddenly stopped in the middle of the road when the man showed signs of collapsing. After a quick exchange, Ms. Phuong said that it was her father, who had shown signs of a stroke while on the road. The task force immediately stopped patrolling and used a specialized vehicle to take the man to the emergency room at Hong An General Clinic, Hai Phong city.

The patient was received by doctors and closely monitored and cared for.
