This is well-deserved recognition for the half-century journey of development and growth, and the sustained contributions of the two core units in advising on Party building and building a clean and strong Thanh Hoa Public Security force, meeting the requirements of ensuring security and order in each stage of development.
Over 50 years of formation and development, despite undertaking different functions and tasks, the Personnel and Organization Department and the Political Affairs Department have always aimed for the common goal of advising on and effectively implementing Party building and force building work. Throughout their work, the two units have consistently maintained a spirit of solidarity, close coordination, and partnership in every task and every stage of development of the Provincial Police force.
This bond is maintained not only through regulations and work procedures but also nurtured by a sense of responsibility, sharing, and mutual support to accomplish tasks and progress together. This is also a beautiful cultural characteristic of the People's Public Security Force and a traditional value preserved and promoted by generations of officers and soldiers over many periods.
Half a century has passed, and generations of officers and soldiers from both units have persistently cultivated fine traditional values: unity, honesty, dedication, responsibility, continuous innovation, creativity, and improvement in service quality. These values have become the spiritual foundation and driving force for today's generations to continue to inherit, develop, and successfully fulfill their duties in the new context.
Thanks to their tireless efforts, the Personnel Department was honored to receive one Third-Class Military Merit Order, two Combat Merit Orders, and a First-Class Order of National Defense from the President of Vietnam . The Political Affairs Department was awarded one Second-Class Combat Merit Order and two Orders of National Defense of the Second and Third Class.
In addition, the two units have received numerous Certificates of Merit and Commendations from various levels and sectors; they have consistently achieved emulation titles for many years, including being awarded the Flag of Leading Unit in the "For National Security" emulation movement by the Ministry of Public Security and the Provincial People's Committee on several occasions.
From the working and training environment at the two units, many generations of officers have matured and assumed key leadership and command positions in various units and localities; some have even been promoted to the rank of general. Notably, eight officers who previously held the position of Head of the Personnel and Organization Department have been appointed by the Minister of Public Security to the position of Deputy Director of the Thanh Hoa Provincial Police. Many former heads of departments have participated in the Standing Committee and Executive Committee of the Provincial Police Party Committee.
According to the provincial police leadership, the results and achievements of the two units stem from the close attention and guidance of the Standing Committee of the Party Committee and the Director of the Provincial Police Department throughout various periods; and are also the result of the process of selecting, training, and developing a team of officers with high qualities, capabilities, and a strong sense of responsibility.
Currently, the Personnel and Organization Department has 60 officers and soldiers with 5 subordinate teams; the Political Affairs Department has 50 officers and soldiers along with 5 specialized teams. The officers and soldiers of both units are well-trained, enthusiastic, and are gradually mastering science and technology, meeting the requirements of work in the new situation.
In the coming period, the tasks of building a clean and strong Party Committee of the Provincial Public Security Department; building the Thanh Hoa Public Security force in a streamlined, efficient, and powerful direction; and building a team of officers and soldiers who are politically and ideologically sound, morally upright, and capable of meeting the requirements of work in the digital age and international integration will continue to be identified as key, strategic tasks.
To achieve that goal, the Personnel and Organization Department and the Political Affairs Department will continue to innovate their thinking, enhance their comprehensive capabilities, uphold the glorious tradition of 50 years of development and growth; maintain their role as strategic advisory forces in Party building and force building, contributing to building the Thanh Hoa Public Security force into a truly "organizationally sound and ideologically sound" force, meeting the requirements of the tasks in the new situation.
On this occasion, the Chairman of the People's Committee of Thanh Hoa province awarded Certificates of Merit to 10 collectives and individuals, and the Director of the Thanh Hoa Provincial Police awarded Certificates of Commendation to 12 individuals for their outstanding achievements in professional and operational activities.
