Ho Chi Minh City police uncover a scam involving "fixing" legal cases for the former Director of the Vehicle Registration Department.

On September 12th, the Ho Chi Minh City Police Investigation Agency announced that it had clarified the case of fraud related to bribing officials to drop charges, involving the suspect Dang Viet Ha (former Director of the Vietnam Registering and Inspection Department).

Accordingly, during the process of the Ho Chi Minh City Police Investigation Agency arresting the suspect and searching vehicle inspection centers nationwide, Mr. Dang Viet Ha feared that his wrongdoings would be discovered and that he would be prosecuted, so he sought ways to "bribe his way out of the case".

Mr. Ha, through Lai Thai Phong (37 years old, from Bac Giang province, residing in Hanoi, Deputy Head of the Motor Vehicle Inspection Department, formerly Deputy Chief of the Office of the Vehicle Registration Department), gave Nguyen Van Chung (44 years old, residing in Hanoi) 100,000 USD to find ways to gather information and "fix the case" for Mr. Ha.

Despite knowing it was impossible, Chung still accepted the money and embezzled $100,000 from Mr. Ha.

Based on the documents and evidence collected, on September 11, the Ho Chi Minh City Police Investigation Agency issued a decision to prosecute and an arrest warrant for Lai Thai Phong on the charge of "Brokering bribery" and Nguyen Van Chung on the charge of "Fraudulent appropriation of property". These decisions and warrants were approved by the Ho Chi Minh City People's Procuracy.

It is known that, under the direction of the Ministry of Public Security , the Ho Chi Minh City Police Investigation Agency is expanding its investigation into numerous cases related to violations in the field of vehicle inspection for road and inland waterway transport. To date, the Investigation Agency has prosecuted 204 defendants for the crimes of "Giving bribes," "Receiving bribes," "Brokering bribes," and many other related offenses.
