On the afternoon of February 29th, at the weekly press conference on the economic and social situation in Ho Chi Minh City, representatives of the Ho Chi Minh City Police provided the latest information on the Citizen Identification Card (CCCD).
Lieutenant Colonel Le Manh Ha, Deputy Head of the Staff Department of the Ho Chi Minh City Police, said that the police encourage citizens to add biometric data such as DNA, iris, and voice to their Citizen Identification Cards (CCCD). This offers many benefits, such as enabling more accurate and faster processing in cases related to health or forgery.
Previously, on November 27, 2023, at the 6th Session (15th National Assembly ), the National Assembly passed the Law on Identity Cards. Accordingly, the Law consists of 7 Chapters and 46 Articles and will come into effect on July 1, 2024.
This is a major step forward in reforming administrative procedures and citizen documents, and is significant in promoting the value of the National Population Database, the Identity Card Database, and the value and utility of the Identity Card and electronic identity card in socio-economic development; meeting the requirements and tasks of digital transformation in our country according to the objectives of Government Project 06.
The new features of the Identity Card Law include not only changes in name, but also a proposed new card design with many differences compared to the current citizen identity card. Specifically, the "place of birth" section will be replaced with "place of birth registration"; the "permanent residence" section will be replaced with "place of residence," and both will be moved to the back of the card instead of the front as they are currently.
The signature of the issuing authority will be changed from "Director of the Department of Administrative Management of Social Order Police" to "Ministry of Public Security". The identity card will no longer contain information about personal characteristics, left and right index finger fingerprints. The QR code on the identity card is also proposed to be moved to the back, instead of the front as currently.
Citizens under 14 years of age are issued identity cards upon request; identity certificates are issued to people of Vietnamese origin whose nationality has not been determined; when processing identity card applications, the managing agency will collect iris scans (mandatory), DNA, and voice samples (voluntary) of citizens, in addition to fingerprints.
Furthermore, according to Clauses 1 and 3 of Article 46 of the Law on Identity Cards, the Citizen Identity Card (CCCD) remains valid until its expiration date, except for those whose CCCD or citizen identity cards expire between January 15, 2024 and before June 30, 2024. In these cases, they will continue to be valid until June 30, 2024. Therefore, citizens whose CCCD or citizen identity cards expire from January 15, 2024 onwards do not need to go through the procedure to renew their CCCD cards and wait to apply for new identity cards when the Law on Identity Cards takes effect from July 1, 2024.

Lieutenant Colonel Le Manh Ha stated that the Ho Chi Minh City Police Department has instructed police units and localities to fully prepare everything necessary, from personnel and equipment to the process of reviewing citizens who have reached the age for receiving Citizen Identity Cards (14 years old), citizens who need to renew their Citizen Identity Cards due to expiration (25, 40, 60 years old), and citizens under 14 years old who need a Citizen Identity Card, in order to ensure the effective implementation of the Citizen Identity Card Law in Ho Chi Minh City as soon as specific guidance is received from the Ministry of Public Security.
In addition, the Ministry of Public Security is urgently preparing the technical infrastructure for the collection of iris data (mandatory), DNA, and voice data (voluntary submission by citizens) into the identity card database when processing identity card applications as stipulated in the Identity Card Law, starting from July 1, 2024.
"Although it's not mandatory to switch from the old citizen identification card to the new citizen identification card, the police encourage people to update their biometric data, including DNA, iris, and voice. This offers many benefits, such as in cases related to health or impersonation, as biometric data will help in more accurate and faster processing," Lieutenant Colonel Le Manh Ha emphasized.
