On the morning of June 25, the People's Committee of Ho Chi Minh City held a conference to announce the Project to adjust the general planning of Ho Chi Minh City to 2040, with a vision to 2060.
Member of the Politburo , Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen attended the conference.
On June 11, 2025, the Prime Minister approved the Project to adjust the master plan of Ho Chi Minh City to 2040, with a vision to 2060.
The scope and scale of planning includes the entire administrative boundary of Ho Chi Minh City today, with an area of 2,095 km2; the part exploited for sea encroachment according to the planning of Ho Chi Minh City for the period 2021-2030, with a vision to 2050; including the Can Gio sea encroachment urban area and the Can Gio international transit port which have been approved for investment policy.
Vision to 2060, Ho Chi Minh City - a global, civilized, modern, and humane city - has a level of development on par with major cities in the world; is the economic, financial, and service center of Asia, plays the role of a growth pole, a driving force for development in the Southern region and the whole country; is an area with a high standard of living and quality of life; has distinctive economic and cultural development, attracting international financial institutions and economic corporations.
Reporting on some key contents of the Project, Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong said that the approved planning this time is not only a legal requirement, but also creates a solid and important legal basis, a guideline for the city to concretize development goals in the new period, maximize potential and advantages, effectively exploit specific mechanisms and policies, creating a strong driving force for breakthrough and sustainable development of the city and the key economic region in the South.
The key objectives of the planning include: developing a multi-center urban space, promoting creativity and high interaction, associated with the development of a knowledge-based and high-tech economy; organizing a regional infrastructure system, enhancing inner-city and international connections, developing urban areas in the direction of public transport; preserving and promoting the values of the city's diverse architectural, landscape and ecological spaces, especially the typical values of urban areas in river and estuary areas, and adapting to climate change.
According to Mr. Bui Xuan Cuong, the content of the City Master Plan has been studied in the overall connection of the whole region, taking into account the regional connection between the city and the provinces and cities in the Southeast region (including Binh Duong and Ba Ria-Vung Tau), including the development model, population, land use, traffic infrastructure, technical infrastructure... placed in the structure of the urban system of the whole region.
The project to adjust the general planning of Ho Chi Minh City to 2040, with a vision to 2060, is an important basis for the city to immediately organize the establishment of zoning and detailed planning projects, promptly serving management and receiving and approving investment, ensuring there are no "gaps" and "waiting periods" in urban development management to serve people, businesses and society.
Speaking at the Conference, Deputy Minister of Construction Nguyen Tuong Van said that the Ho Chi Minh City Master Plan is the legal basis and important foundation for city agencies and authorities to manage, attract investment and implement urban development programs, establish zoning plans and detailed plans to create quality urban spaces, and form investment projects to build technical infrastructure frameworks in the area.
According to Deputy Minister Nguyen Tuong Van, this is the beginning of a new process, before entering the phase when the new Ho Chi Minh City local government apparatus comes into operation.
The Ministry of Construction wishes and proposes that the Ho Chi Minh City People's Committee lead and direct departments and agencies to coordinate with relevant ministries and agencies to urgently develop a plan to implement the planning; review construction investment projects, technical infrastructure projects, especially the transport system, effectively exploit the TOD model (a strategic urban development model with the main factor being the urban public transport system)...
Concluding the Conference, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that the city is aware that the synchronous and effective implementation of the Planning Project is an important premise for Ho Chi Minh City to maximize its potential and advantages; properly implementing the direction of General Secretary To Lam when merging Ho Chi Minh City with Ba Ria-Vung Tau and Binh Duong on the comprehensive restructuring of the development space, where the three most dynamic economic poles of the country converge into a financial-high-tech industrial-marine economic megacity with the highest development density in Southeast Asia, with the vision of striving to be in the Top 100 livable cities in the world.
To realize the above goals and visions, Mr. Nguyen Van Duoc requested the leaders of departments (especially the Department of Construction), communes and wards to deploy zoning and detailed planning as soon as possible to serve as a basis for management and investment reception; manage the locality in accordance with the general planning announced by the city, strictly comply with zoning and detailed planning; on the basis of detailed planning, do not apply for a construction permit but only register.
Appreciating the opinions and support of domestic and foreign enterprises, Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc pledged that Ho Chi Minh City will create the best and most favorable conditions for investors in the process of learning and carrying out investment procedures; consider the difficulties of enterprises as the difficulties of the city, the success of enterprises as the success of the city; enterprises are the resources and driving force for the development of Ho Chi Minh City./.
